New Delhi, Rajya Sabha proceedings on Monday were adjourned till the post-lunch session within minutes of assembly, as Opposition MPs continued to raise the alleged irregularities in the Special Intensive Revision of electoral rolls in Bihar. Deputy Chairman Harivansh rejected 29 notices that invoked Rule 267, which allows suspension of listed business to discuss matters being raised in them.
Without indicating the subject, he said the notices were received on five different subjects.
As many as 11 notices, he said, did not contain a motion drawn in proper terms to obtain a decision of the House.
"Remaining 18 notices seek discussion on a matter which is sub judice and these notices also do not contain proper motion as per the requirement of Rule 267," he said, adding he had last week stated that there are restrictions on discussing matters that are before the courts.
The Supreme Court is hearing petitions filed against SIR.
"The sub judice principle was included in rules of procedure for avoiding any undue influence of any discussion in Parliament on a case pending in a court," he said.
He went on to state that Rule 238 prohibits discussion on a person in high authority except on a substantive motion. "Additionally there are precedence and relevant ruling to say that Rule 267 can be used to raise issues which are rarest of rare in nature. Since none of the notices are in adherence to the requirements of the rules, I am not admitting any of the notices."
Opposition MPs reacted to the ruling with slogan shouting and moving into ailes and well of the House.
As opposition MPs shouted slogans over what they allege as 'vote chori' being done through SIR, Harivansh asked listed Zero Hour, where matters of public importance are raised by members, to be taken up.
He said Zero Hour and Question Hour are member's time.
In the current Monsoon Session of Parliament, Rajya Sabha had the opportunity to take up 210 Zero Hour mentions, 210 starred questions and 210 special mentions so far, he said.
"However, due to continuous disruptions, we have been able to take up only 14 starred questions, five Zero Hour submissions and 17 special mentions. Because of the disruptions, we have lost 62 hours and 25 minutes of the session so far," he said, asking Zero Hour to be taken up.
With opposition MPs unrelenting, Harivansh adjourned the proceedings till 2 pm.
Earlier, Harivansh said some members raised objections to certain observations by the chair regarding rule 267 at the last sitting on August 8. "I wish to clarify that it was not intended to offend any honorable member. I leave it to the wisdom of honorable members to comply with the rules and directions imparted by the Chair on this subject and that the precious time of the House is not lost."

That could be possible because he will be mostly fighting against Shinde on most of the seats. But I don't think it means he is softer on (Chief Minister) Fadnavis. The other day in Delhi, he did target Fadnavis as well.' During the Monday protest, Thackeray questioned the chief minister over the issue of corruption. 'Fadnavis, you have done vote chori and for that INDIA bloc is protesting,' he said. 'In fact, the Congress has given him a good name—not chief minister but 'thief minister'. When someone was caught playing rummy, you just warned him and changed his ministry. The same is the case with others as well,' Thackeray said. 'I want to ask you,' he told the chief minister. 'Why are you not removing these corrupt ministers? Are you being pressured to do so? Then you should come out and say it. Or do you, the biggest party in the world (BJP), not have capable ministers to replace them? You should clarify.' For the entire day, the Opposition kept on protesting. As the session began at 11 am, the Opposition members, mostly from the Samajwady Party, trooped into the well of the House. They raised slogans over the law and order situation, demanding a probe into alleged misbehaviour with the leader of the Opposition Mata Prasad Pandey during his recent Gorakhpur tour. SP deputy whip Sangram Singh raised concerns over law and order, following which Pandey addressed the House and demanded an inquiry into the incident. 'If you didn't want me to go to meet traders, you could have stopped me from going to Gorakhpur or at the Circuit House itself. Even if the police had stopped me, I could have understood but how come BJP workers and that too in your Gorakhpur,' Pandey said. In reply, chief minister Yogi Adityanath said, 'There were no BJP workers, but only traders when the leader of Opposition went to Gorakhpur. You went for politics, but traders opposed you there. This is because the traders were angry over the goonda tax during your regime.' 'Traders opposed your act of disturbing development and creating a nuisance. The traders have not forgotten the exploitation they suffered under SP rule,' Adityanath said. The chief minister acknowledged Pandey as a senior leader but cautioned, 'Keeping in view your age, you should understand people are using you as a pawn for vested interests.' 'You went there uninvited and created obstruction. Traders respectfully opposed you. Had there been any one else, their reply would have been different, I can say this with confidence. Because we cannot expect the Samajwadi Party will talk security and development,' the chief minister said. Finance and parliamentary affairs minister Suresh Khanna turned down the SP MLAs' demand and said, 'This issue is politically motivated hence there can be no probe.' In protest, 18 SP MLAs boycotted the Question Hour, refusing to ask the questions they had submitted. Speaker Satish Mahana called on them individually, including MLA Swami Omvesh, but they all declined. However, Sirathu MLA Pallavi Patel did raise her question, which was answered by deputy chief Minister Brajesh Pathak. As the protest intensified, SP legislators began shouting slogans such as 'Brahmin Virodhi Sarkar Nahi Chalegi' and 'PDA Virodhi Sarkar Nahi Chalegi.' GOVERNOR'S NOD FOR FIRST THREE UP ACTS OF 2025 Principal secretary Pradip Dubey apprised the assembly that the Uttar Pradesh Town Planning and Development (Amendment) Bill, 2025, which was passed by the assembly on March 3 and passed by the Uttar Pradesh Legislative Council on March 5, received the governor's assent on March 17, and became the first Act of Uttar Pradesh of 2025.
