DuPage state's attorney launches new Animal Protection Unit

The DuPage County state's attorney's office is launching a new Animal Protection Unit, officials announced.
Comprised of a team of specially trained prosecutors, it will be focused on enhancing prosecutions of crimes committed against animals.
'This issue has been a priority for me for a long time,' State's Attorney Robert Berlin said. 'I'm grateful that we have the resources to implement a unit like this because I just think it's so good for our community and our county.'
His office has seen an increase in animal cruelty cases, owner neglect cases and in the number of petitions it has had to file in civil court seeking forfeiture of animals because of cruelty or neglect, he said. As of Friday, about 35 cases concerning animal cruelty, violations of the Illinois Animal Control Act or animal endangerment were pending.
'Rather than have these cases spread out amongst different prosecutors, because they're so important … in the community, I thought that we should have a specialized unit made up of a small group of prosecutors who are trained in these cases (and) have a specialty (so) they can really handle them from start to finish,' Berlin said.
The unit will partner with law enforcement agencies and DuPage County Animal Services — as well as the community — to provide a comprehensive, focused approach to prosecuting local animal cruelty cases, according to the state's attorney's office.
Further, the unit will also provide additional legal protections for those at risk of domestic violence, which can be linked to animal abuse, a news release on the new team said.
A few years ago, the Urban Resource Institute and the National Domestic Violence Hotline conducted a survey of nearly 2,500 people focused on how domestic violence affects survivors with pets and their families. Among respondents, 37% said their abuser had threatened to harm or kill a pet and 29% said the abuser had actually harmed or killed pets, per a 2021 report of survey results.
Just last week, a Naperville man was sentenced to prison after beating his family's dog to death following an argument with his partner.
Alongside prosecution, the new Animal Protection Unit will engage in public outreach and education efforts to raise awareness about responsible pet ownership, animal welfare laws and available resources for those who need help with animal care, per the state's attorney's office.
Berlin said he's hoping the unit will be able to participate in school education programs as well as train police and animal control officers across the county so local authorities are also better equipped to handle these kinds of cases. Training would include what to look for, information on animal cruelty laws, investigative techniques and appropriate handling of animals during seizures, he said.
'Hopefully, by prosecuting defendants for these crimes (and) holding them accountable, we're going to do two things: we're going to remove violent offenders from the street, and we're going to deter others from doing the same thing,' Berlin said. 'And that makes the community safer.
'Just like children and just like seniors, our animals are some of our most vulnerable victims. They can't speak for themselves. We have to speak for them.'

She was booked into the Metro jail and charged with felony aggravated assault and weapon possession. Her bond was $30,000. No additional information was immediately released. Germany's Federal Police Commissioner Uli Grötsch has voiced opposition to police officers being members of the far-right Alternative for Germany (AfD) party, calling it "incompatible" with serving in law enforcement. "AfD membership and working as a police officer are incompatible," Grötsch told the Rheinische Post newspaper in remarks published late on Monday. The former Social Democrat (SPD) lawmaker added that officers who demonstrate clear commitment to the AfD should be dismissed. "For me, commitment means openly supporting the party, running for local or city council or even for the Bundestag," he said. Grötsch pointed to a recent decision by Germany's domestic intelligence agency to classify the AfD as a "confirmed right-wing extremist" organization in early May, saying there was concrete evidence that the party pursued efforts that threaten Germany's free democratic order. However, the agency then suspended the classification, which would have granted it broader surveillance powers over the party, while the AfD pursues legal action. Pending a ruling from the Cologne administrative court, the agency will continue to treat the party as a "suspected" extremist case. The anti-immigration AfD is the strongest opposition force in parliament after coming second in February's elections.

Authorities in Washington state revealed new details on Monday about the killing of three young girls who were found dead after going to visit their father in late May. According to an autopsy completed Friday, Paityn Decker, 9; Evelyn Decker, 8; and Olivia Decker, 5, died from suffocation. The manner of death is homicide, the Chelan County Sheriff's Office said. The girls' father, Travis Decker, 32, remained wanted Monday on three counts of first-degree murder and first-degree kidnapping. The girls were found dead on June 2 with plastic bags over their heads and their hands zip-tied together. Their bodies were located near their father's truck, which had been abandoned at a campground in the North Cascades. Authorities recovered 'a large amount of evidence' from Decker's vehicle, including blood samples and 'many of the suspect's personal items.' Decker's dog was also found and taken to the Humane Society for care, the sheriff's office said in a statement Monday. 'Blood samples taken from the scene have come back positive for belonging to a male, and another was not human blood. Further DNA and fingerprint analyses are still being conducted,' authorities said, while acknowledging that the new information 'creates more questions and information for investigators to continue to pursue.' Federal authorities took over the investigation on Sunday to give local teams 'time off to rest and recuperate and be ready to rejoin the search for, and capture of, the suspect,' the sheriff's office said. On Saturday, the sheriff's office released new photos of Decker showing him standing at various angles and with tattoos on his left ankle, right calf and arms. It's not clear when the photos, which appear to have been captured by surveillance cameras, were taken. A sheriff's spokesperson did not immediately respond to HuffPost's request for comment Monday.
