Bihar voter roll revision: Will intervene if there is ‘mass exclusion' during exercise, says SC

The Supreme Court on Tuesday warned that it would intervene in the special intensive revision of electoral rolls in Bihar if there is any 'mass exclusion' during the exercise, Live Law reported.
A bench comprising Justices Surya Kant and Joymala Bagchi also listed the petitions challenging the special revision exercise for hearing on August 12 and August 13, nearly two weeks after the draft electoral roll is scheduled to be published on August 1.
Observing that the Election Commission, being a constitutional authority, will be deemed to act in accordance with the law, Kant assured the petitioners that the court would hear their concerns.
'The moment they [the Election Commission] deviate from the [special intensive revision] notification…we will interfere,' Bar and Bench quoted Kant as saying.
On July 27, the Election Commission said that more than 7.2 crore out of the state's 7.8 crore electors had submitted enumeration forms by the July 25 deadline, indicating 'overwhelming participation'. This would mean that the remaining 65 lakh names may not make it to the draft rolls to be published on August 1.
Senior Advocate Kapil Sibal, representing Rashtriya Janata Dal MP Manoj Jha, also told the court that the petitioners would have 'no problem' if the Election Commission were to mention these 65 lakh names in the draft list, Live Law reported.
Justice Kant responded, 'If the draft list is conspicuously silent [on these names], you will bring it to our notice. We are here, we will hear you.'
On Monday, the Supreme Court had said that the Election Commission should focus on ' mass inclusion ' rather than 'en masse exclusion' while carrying out the revision of electoral rolls in Bihar.
The court also reiterated its July 10 directions asking the poll body to consider accepting Aadhaar cards and voter identity cards as valid documents for the ongoing exercise.
However, it declined to restrain the Election Commission from publishing the draft roll on August 1.
The revision of the electoral rolls in Bihar was announced by the Election Commission on June 24.
As part of the exercise, persons whose names were not on the 2003 voter list will need to submit proof of eligibility to vote. This means that 2.9 crore out of the state's 7.8 crore voters – or about 37% of the electors – will have to submit documentary evidence.
Voters born before July 1, 1987, must show proof of their date and place of birth, while those born between July 1, 1987, and December 2, 2004, must also submit documents establishing the date and place of birth of one of their parents. Those born after December 2, 2004, will need proof of date of birth for themselves and both parents.
If the officers are satisfied with the details provided, the voters will be re-enrolled to a new voter list by electoral registration officers. If not, they will be removed from the voter lists.
A draft roll will be published on August 1 and the final roll will be out on September 30.
On July 2, eleven INDIA bloc parties told the Election Commission that the special intensive revision of Bihar's electoral rolls risked disenfranchising more than 2.5 crore voters, as they may not be able to produce the necessary documents.
Chief Election Commissioner on July 6 defended the exercise, claiming that the exercise had to be carried out as no one was satisfied with the current voter rolls.

CHENNAI: Governor RN Ravi has reserved the Kalaignar University Bill, passed by the legislative assembly to form a new university in Kumbakonam with the chief minister as chancellor, for the President's consideration. 'The governor has not given immediate assent to the bill but has instead, referred it to the President for a decision. This will further delay the process of formation of the university as we have to wait for the President's reply, ' said a higher education official. The President can either give assent, withhold assent, or return the bill for state government had announced the new university in the name of former Chief Minister M Karunanidhi in Kumbakonam in this year's budget. The bill proposed that the chief minister (presently MK Stalin) will be the chancellor of the university and the higher education minister would be the pro-chancellor. The bill was moved in the legislative Assembly in April this year and later sent to governor for his assent. Chezhiaan had announced that the university would start functioning from academic year 2025-26 only, however due to delay in governor's assent the department could not inaugurate the varsity, said a higher education official. Stalin and higher education minister Govi Chezhian had expressed their displeasure, claiming the governor had been sitting on the bill for three months and that the government was considering moving the SC again. The Supreme Court's landmark judgment in April approved 10 amendment bills that curtailed the governor's powers to appoint V-Cs in 18 of the 20 state-run universities. However, another bill to amend the University of Madras Act is also pending President's approval. Apart from approving the bills, the SC also set a timeline for governors to act on bills.

CHENNAI: Appreciating the Tamil Nadu government for the implementation of the Tamil Nadu State Policy for Transgender Persons, 2025, the Madras High Court has directed the state to take a decision on the request from the community for horizontal reservation in education and employment. The direction was given by Justice N Anand Venkatesh in an order passed on a petition on Monday. He pointed to Clause 3.7 of the policy which uses the term 'Right to Representation in Employment and Educational Institution'. It is not clear as to whether the government wants to provide horizontal reservation to the transgender and intersex persons as it has always been the request made by the community and has been reflected in many of the earlier orders passed by the various courts, he said. 'Hence, the state government is directed to take a decision in this regard so that the transgender and intersex persons need not knock the doors of this court every time and seek for reservation in public employment and educational institutions,' the judge added. Referring to the constitution of district level committees, the judge asked the state government to ensure representation of at least one transwoman, transman and intersex person in the committee for its effective functioning, and instructed the government to make necessary modifications in this regard. The judge said though marriages of transgender and intersex persons are already recognised by the Supreme Court, the real challenge is faced when registrations of such marriages are sought. Hence, the state government must issue necessary directions to the registrars about the legal sanction of these marriages, he added.

Rajamahendravaram: East Godavari district Collector P Prasanthi conducted a review meeting on the 'Annadata Sukhibhava - PM Kisan Yojana' payments, instructing officials to submit a comprehensive report on why funds were not credited to some categories of farmers in the first phase. The meeting was held at the Collector's office with joint collector S Chinna Ramudu and officials from the agriculture, revenue, and other departments participating. Recognising the need to identify the 'failed' categories where funds were not deposited, the collector directed officials to prepare a detailed report identifying discrepancies at the Gram Panchayat and Rythu Seva Kendra levels. The identified reasons for payment failures include mismatching Aadhaar details, lack of bank account linkage, pending NPCI payments, deceased beneficiaries, notional khatha (temporary land ownership certificates), land disputes, un-surveyed lands, and joint LPM transactions. She emphasised that these issues must be resolved at the Tahsildar level without any negligence. She also advised taking steps to ensure that the heirs of deceased beneficiaries apply for mutation. The collector stressed the need for a swift record verification process in all mandals, with the coordination of the revenue and agriculture departments. She clarified that eligible farmers who didn't receive funds in the first phase due to various reasons will receive both the first and second phase payments combined during the second phase's fund release. Officials were instructed to prepare detailed reports, analysing the reasons for payment failures survey number-wise. The meeting was attended by District Agriculture Officer S Madhava Rao, EDMC Satish and others.
