
I don't identify with my country's values anymore. Is this ‘citizenship insecurity'?
If I answer correctly, I will get another email from a lawyer who specializes in citizenship claims. If I do not, my file may be quietly marked as a long shot. The stakes are high: if successful, I could ultimately obtain an EU citizenship for myself and then perhaps for other members of my family.
Like many other Americans, I began this process in a moment of disillusionment. Since the 2024 election, I have been living with what I have come to call 'citizenship insecurity', a new category of instability that millions of us are now grappling with. It is the unsettling sense that a US passport, once a symbol of safety and mobility, is no longer something we identify with.
I am not living in fear of Ice raids; I am privileged enough to be a US citizen. I am not applying for another passport out of immediate danger or fear. Instead, it is about estrangement: I no longer recognize my country's values.
Since the US's inception, Americans have told ourselves a story about who we are and what we represent. We knew we were not perfect, but we thought America at least pretended to try to stand up for democracy and human rights. Much of that story has been tossed aside in the last decade, along with the dismantlement of our social contracts. 'Citizenship insecurity' captures the depth of that unraveling, not necessarily imminent danger but no longer recognizing America, or trusting its values.
'My anxiety is through the roof right now, but I think it would be worse if I were not a citizen,' says Juan M Hincapie-Castillo, a researcher at the University of North Carolina and a recently naturalized American who first came to this country as an international student.
He is experiencing citizenship insecurity to the max. 'I am still brown, queer, and have an accent. I have tattoos that I cover every time I travel and go through TSA,' he says. 'I keep hearing stories of legal residents and citizens being detained.'
The instability Hincapie-Castillo experiences is a more targeted and virulent form than what I am experiencing. Right now, just being queer or brown – or even simply having tattoos, given the outsized role those have played in the recent roundups of alleged immigrant gang members – can seem to make a person more vulnerable to being singled out.
Just this month, Hincapie-Castillo's medical research on pain management treatments was defunded by the Trump administration. He studies trigeminal neuralgia, a facial nerve condition that is so cruel it is sometimes referred to as a 'suicide disease'.
His work had been funded for five years by the National Institute of Dental and Craniofacial Research (NIDCR), but the grant was terminated after only one year. The stated reason for termination: a new NIH policy declaring that research programs connected to diversity, equity and inclusion (DEI) are 'antithetical to scientific inquiry'. (Some demographics' pain no longer counts to those in power, apparently.)
Indeed, this is another part of citizenship insecurity today: the economic pressures on scholars as federal funding has been haphazardly cut in the sciences and other disciplines. A number of these academics are internationally born, which adds an additional layer of uncertainty.
'The fear is always there,' he says of his current life. 'I carry my US passport now everywhere I go, just in case.'
Of course, the woes of American citizens experiencing insecurity like Hincapie-Castillo do not even compare to the threat against non-citizens: it is as if many of us are nesting dolls of uncertainty.
By 1 June, 51,302 people were in Ice detention. As of 13 July , the number had ticked up to 56,816. The Ice site has not shared numbers for deportations in 2025 publicly yet. The current head of Ice apparently told an Arizona Mirror reporter that our deportation system needs to be more like 'Amazon Prime, but with human beings'. He meant that as a good thing.
And yet, the fear American citizens who are in far less outright peril also feel is still real. Recently, Donald Trump threatened to withdraw the actor Rosie O'Donnell's citizenship. Petulant as his threat was, it nonetheless showed that the president would like to denaturalize even native-born people who he reviles. The threat to birthright citizenship speaks to that same issue.
Citizenship insecurity is about grappling with what it means to be American when so many of our supposed ideals have vanished – not just from policy, but from political discourse itself.
This is not the first time Americans have lived alongside wars or policies they did not support. For decades, many of us have witnessed enormous political endeavors we did not approve of, from the war in Iraq to the war in Vietnam. This included the 'forever wars', which were attacks on much we valued about our country, all at once, but it also included phenomena that presage and accompany those wars: torture, military occupation and Islamophobia at home.
As a journalist focused on income inequality and economic insecurity, I did not buy into the 'American dream' mythos. Editing big stories about economic inequality in this country day in, day out, I have been shown over and over that the notion of pulling yourself by your bootstraps is a fantasy. I have interviewed people who did everything 'right' – saving money, pursuing higher education, working 40 hours a week – and still live from paycheck to paycheck, unable to buy a home or to even recognize a clear life trajectory.
Nonetheless, a small part of myself held on to an idea of America as a beacon of sorts, as it had been for my immigrant grandparents.
My grandfather left a town that has been controlled by different countries in eastern Europe for the US in 1929, returned to marry my grandmother, and together they came back again in the early 1930s. But most of our family did not make it out. They died there: Jews caught in a hideous historical fulcrum, crushed by the machinery of genocide and occupation.
As a result, my grandparents loathed talking about the past and what happened there, preferring to pass it over in silence. What would they think of the choice that I and others were hoping to make now?
America had offered them a chance to own their own store and for their children to go to college; my mother even made it to the Ivy League on scholarship. It was not a country I ever wanted to have an opportunity to leave or thought I or my family might need one.
That has changed – for me and others.
Nadia Kaneva, for example, is a media and communications professor at the University of Denver who has spent years studying how nations brand themselves. Born in Bulgaria and only recently naturalized as an American, Kaneva is feeling citizenship insecurity in real time.
As a scholar, she has long understood how a country that is no longer desirable to emigrate to affects and is affected by foreign investment, tourism and brain drain. In the US, symbolic security has started to erode and other countries are jumping on the opportunities. A few European universities, for instance, have announced programs to recruit American researchers to Europe, especially if they are, say, public health scholars or environmental studies specialists or sociologists concentrating on gender.
Kazim Ali, a co-founder of Nightboat Books and the author of the book Resident Alien, feels that the challenge to his and others' identities as Americans is 'existential as well as direct'. He emigrated here with his parents, who were Muslims born in India ('So India doesn't feel like home, either, at the moment,' he says).
Would he ever consider leaving? To this, he quotes the Uruguayan poet Cristina Peri Rossi, who once said of her condition of exile and return: 'I don't want to trade one nostalgia for another.'
It is not only longtime citizens who are rethinking what it means to be American. Even those newly eligible for citizenship – people who once looked forward to formally pledging allegiance – are now pausing.
Those people 'have told me they are now torn', says Michele Wucker, a risk governance expert who also has written extensively about citizenship. 'The actions of this administration do not align with the country they thought we were. And now they question the logic of becoming a citizen out of fear of how Maga believes we should treat non-citizens.'
Of course, some argue that seeking out the insurance of a second passport or planning to escape to a university job in another country is weak-hearted – that we must stay and fight for the democracy we want to live in. Others decry running away as unpatriotic, as when scholars of authoritarianism at Yale – Timothy Snyder, Jason Stanley and Marci Shore – announced publicly that they were moving to Canada for academic positions.
In response, the scholar Siva Vaidhyanathan wrote that we should seek ballast from the writer James Baldwin's 'unromantic patriotism' in these times and 'stay, fight, and to urge others to as well.'
I see his and other writers' point: given my own relatively privileged position, I would never leave this country unless I really felt I had to.
I interviewed a Jewish faith leader who is originally from Israel, has an American passport but is also in the middle of obtaining her Portuguese citizenship (she is Sephardic, meaning her ancestors are from the Iberian peninsula). She wants to remain anonymous in part to protect her child, who is transgender, and expanding her options for citizenship feels more urgent than ever. She is also applying, she says, because the current American political situation plays 'into centuries-old insecurity of the Jewish people'. For her, citizenship insecurity has been compounded by what she calls 'the state of violence of the country [Israel] I come from'. The sense of instability is not confined to one place – it echoes across borders. It is not just about mobility or paperwork – it is about protection, about having somewhere for her child to go if things get worse.
Melissa Aronczyk, a media studies professor at Rutgers University and author of Branding the Nation: the Global Business of National Identity, comes from Canada. She has been thinking of returning home 'incessantly' since January. 'There is a cabal of Canadians in the US where that's a central topic right now,' she says. In conversations in a Facebook group for her fellow expats living in the US, trying to get their kids into Canadian universities has become a far more insistent theme as of late. 'Canadian American parents getting their kids to apply to Canadian rather than American universities was once a tuition move,' says Aronczyk. Now, she says it's also political as well.
Aronczyk, like many of the people I spoke to, is quick to acknowledge her relative privilege. We know we are lucky, even, in being able to consider second citizenships. But that is precisely the point: when even the relatively economically secure feel as if the ground shifts beneath them, it signals just how deep and wide this instability runs.
As an expert on national branding, Aronczyk notes that the US's image has sharply deteriorated in the past six months. Since the start of Trump's second administration, global perceptions of America 'have gone negative, by almost every measure'.
A national brand is defined as much by people with American passports as people watching our country from the outside: students, tourists and investors, she points out.
In June, I started my regular correspondence with a law firm representing people seeking European citizenship. Each time I wrote and heard back from them, I recalled my beloved grandfather.
In one old photo, he wore his cavalry uniform, adorned with sparking buttons. I remember that handsome expression from my childhood in the 1970s when he was already an old man, still attractive and bewildered. Whether that was due to his feeling caught in the gears of history or not it was hard to say.
What I do know was he was eager to be the sort of American who took his kids to movie palaces and had college money tucked away for their grandchildren, no matter that he and grandma worked six days a week in a shoe store to be able to do so. In his old age, he got to watch Star Trek with his feet up as the two ate strawberry ice-cream. Occasionally, once retired, my grandmother would even attend outdoor classical concerts and free Shakespeare plays with her friends. This, to them, was the American dream.
It still strikes me as uncanny, to even be considering giving myself and my family the possibility to go elsewhere if the worst happens here. After all, this country was my grandparents' refuge. But I imagine they would understand, and even approve. They knew all too well the cost of having the wrong citizenship at the wrong time.

More electric cars eligible for new Government grants
Thirteen more electric car models are eligible for new Government grants. Drivers can save £1,500 with the purchase of certain Nissan, Renault and Vauxhall models, the Department for Transport (DfT) said. The discount will be automatically applied at the point of sale. This comes after four Citroen cars were announced as the first grant-eligible models on Tuesday. More models are expected to be approved in the coming weeks as manufacturers' applications are assessed against sustainability standards. The new £650 million electric car grant scheme enables motorists purchasing some new electric cars costing up to £37,000 to save either £1,500 or £3,750, depending on the vehicle's green credentials. All models announced so far are eligible for grants of £1,500. Transport Secretary Heidi Alexander said: 'With discounts on 17 car models announced this week alone, we're delivering on our promise to make it easier and cheaper for families to go electric. 'This is about backing drivers, putting money back into people's pockets and creating the jobs and growth that will drive Britain forward.' The DfT has previously said many drivers cite upfront costs as a 'key barrier' to buying an EV and the grant will bring down prices so they 'more closely match their petrol and diesel counterparts'. However, shadow transport secretary Richard Holden said: 'Labour ministers' decision to hand £650 million of taxpayers' money to foreign car companies, for cars made in foreign countries, is deranged. 'This latest mess with a confused rollout and botched incentives is only making things worse. 'Labour has put ideological obsession ahead of hard pressed taxpayers, who are staring down the barrel of billions in tax rises to come after Labour's disastrous massive tax hike budget last year that has already seen over 100,000 people join the dole queue. 'Labour's heavy-handed meddling is damaging confidence, placing British jobs at risk, and putting the brakes on competition. 'Consumers and the market should be trusted to drive the transition to cleaner technologies, not this clueless Government.' RAC head of policy Simon Williams said: 'Another wave of cars qualifying for the Government's revamped electric car grant is yet more welcome news. 'It's also very positive to see other manufacturers that don't meet the grant's green production targets lowering their prices. 'Those looking to make the switch now have a wider choice of better-value vehicles than ever before. This can only help speed up the transition to electric motoring.' Online vehicle marketplace Auto Trader said it has seen a spike in interest for electric cars since the grant was announced, with interest in some brands trebling. James Taylor, managing director of Nissan Motor GB, said the announcement that its models will be eligible is 'an exciting step in the UK's electrification journey'. Steve Catlin, his counterpart at Vauxhall, said the manufacturer has been 'committed to electrifying Britain for years'. Under the Government's zero emission vehicle (Zev) mandate, at least 28% of new cars sold by each manufacturer in the UK this year must be zero emission, which generally means pure electric. Across all manufacturers, the figure during the first half of the year was 21.6%. Colin Walker, head of transport at the Energy and Climate Intelligence Unit think tank, warned that the impact of the electric car grant scheme could be 'undermined' by recent changes to the Zev mandate which mean it will be easier for manufacturers who do not meet the targets to avoid fines. He added that this risks 'driving down EV sales'. The Government has pledged to ban the sale of new fully petrol and diesel cars and vans from 2030. Tighter border controls for Britons going to Europe start within weeks
Britons travelling to Europe will face tighter border rules within weeks. They will need to prove they have a return ticket and medical insurance under the new measures that are due to come into effect on Oct 12. The digital system will mean non-EU passport holders must have a photograph taken along with their fingerprints the first time they travel through it, according to The Times. Luke Petherbridge, the director of public affairs at Abta, the travel trade body, said: 'More people are going to be asked these questions in the future than were in the past because most EES checks [entry/exit system] will be done at a kiosk,' he said. 'Its primary function is digitising the border. If you were to answer one of these questions in a way that you know wasn't aligned with the answer they were looking for, you would be sent to a border guard. You wouldn't necessarily be denied entry.' Travellers will face several questions, including whether they have proof of where they are staying and enough money to cover their trip, a return ticket and medical insurance. Anyone who answers no to the questions posed will be quizzed further by a border officer, who would be able to turn them away. Concerns over 'civil unrest' The EES, which will be in place at automated kiosks in most airports and ferry terminals, will help to flag anyone who risks overstaying in Europe. British travellers without the right to work or live in the EU are only able to stay for 90 days of a 180-day period. The scheme was due to be rolled out in November last year. However, officials in Brussels opted to delay the rollout over concerns by France and other EU members over 'civil unrest' at crowded borders. It led to the October date being put forward last month. The system is being gradually put in place and will be fully operational right across Europe from April 10 next year. A mobile app that countries can opt into using is also being developed so that people can answer questions and upload their picture before they reach the border. The new European Travel Information and Authorisation System (Etias) will officially get underway from late 2026. A Home Office spokesman said: 'The Government has been working closely with the European Commission, member states, local authorities and the travel industry to prepare ports for EES. 'We are supporting ports and carriers to ensure EES registration is simple for anyone travelling to the Schengen area,' they added.

'People are angry': Behind the wave of asylum hotel protests
"We are not happy with these men in this hotel because we fear for our children," Orla Minihane tells me. "If that makes me far right then so be it."Orla has lived near Epping since she was a child and describes herself as "very boring woman who has worked in the City of London for 25 years". Last year she joined Reform UK and hopes to stand as a local candidate for the a busy road leading to the Essex town, The Bell Hotel, now fortified, is one of more than 200 across the country where the government houses asylum the last month, a series of protests, usually several hundred people at a time but sometimes thousands, have taken place against the use of hotels for asylum seekers. About 20 more were planned for Friday and Saturday this latest round of demonstrations began at the 80-room Bell in July, after a man living in the hotel was arrested, and subsequently charged, with sexual assault, harassment and inciting a girl to engage in sexual activity. Hadush Kebatu, 41, from Ethiopia, has denied the offences and is in case has sparked a wider conversation about the effect of housing dozens of asylum seekers in hotels in communities across Britain."Before there were women and children in the hotel - there was a little bit of crime, most people got on with it," Orla says. "But now it's the fact that it's all men. It's not a balanced culture." The protests have been promoted on social media under red, white and blue banner text with slogans such as "Protect Our Community", "Safety of Women and Children Before Foreigners" and "All Patriots Welcome".We have identified far-right activists at some of the protests and activists who oppose them are watching what is happening activist group Stand Up To Racism sees this as far-right organisations "stirring up racist violence" and trying to repeat the violence that flared after the murders of three young girls in the protests are often organised by people with little experience of street campaigning, including mothers with families and professional careers, like Orla. That they are getting involved suggests that in some communities, with hotels close by, there is a shift in the public mood about Britain's asylum The Bell, which is surrounded by steel fencing and guarded by a 24/7 security team, one of its residents, Wael, from Libya, is a year into his asylum claim and waiting for his fourth Home Office interview. "I spoke with one of the protesters," Wael says. "Everything's good. Epping is nice. We can sit and stay. People respect us."I want to learn English and work. In a car wash or something. I will not stay here and take food. I have a dream - to make money and play football and have fun with my time. It's a small dream."Wael is happy to talk, give his name and have his picture taken. But two other young Iraqi Kurds who are staying at The Bell, and allowed to freely come and go, are more cautious and less tell me a gang of youths in masks and on motorbikes, has just shouted expletives at them. Shortly afterwards I catch sight of the bikers of the asylum seekers says that living in a hotel room 24 hours a day is messing with his mind. The police have largely kept control, sometimes facing criticism for their methods, including the false claim that Essex Police used buses to transport pro-migrant activists to a protest in Epping. For now, arrest numbers are way below those in 2024.I ask Orla, who made an impassioned speech at a recent protest, why she is so aggrieved by the asylum says friends have described their daughters being "grabbed" by young, non-white men in the area. She has seen shoplifting, she says, in the local Marks & Spencer."Everyone knows they are asylum seekers," Orla says, "Epping is very white."She adds of the hotel's occupants: "You know they are coming for freebies and when they come here they abuse the privilege. It's ridiculous."Asylum seekers would say they are seeking protection by coming to the UK, although some are ultimately judged not to be eligible for asylum month Stand Up To Racism claimed Orla had shared a stage with an alleged member of a neo-Nazi group at a hotel protest. She told BBC News she had "no idea" who he was, and he says he has since left the group. Asylum seekers are not normally allowed to work in the UK. Successive governments have judged that paying for their accommodation and food is preferable to allowing them to compete with British workers in the jobs market, offering an incentive to come June, the government warned some asylum seekers may be illicitly working as food delivery miles south of Epping, residents in Canary Wharf, east London, live in gleaming glass towers and traditional East End houses alongside another asylum hotel. It is a very different place but many locals share similar seekers recently arrived during the small hours at the wharf-side four-star Britannia International - 610 rooms, but, according to a maintenance engineer, no longer the "luxury hotel" described in some reports. Rumours that they were coming triggered protests by local residents, many of them office workers in the Canary Wharf business the hotel, Chengcheng Cul, who is Chinese, draws a distinction between his "legal migration" to the UK, and "illegal asylum seekers"."If people can come over the Channel illegally, and easily, what encourages decent people to come legally, pay their tax and get involved in this society? Is this setting a good example? This country has opened the border to illegal migrants."Lorraine Cavanagh, who works for charities on the Isle of Dogs, echoes the concerns in Epping. "I don't know who they are."They are unidentified men who can walk around and do what they want to do with no consequences," she comment, "I don't know who they are", lies at the heart of the opposition to asylum seekers in these communities. It can be very hard to establish basic facts about the young men in the hotels, the system that put them there, or the impact they might have on growing in number, asylum seekers who come by small boats across the English Channel are a small proportion of total immigration to the UK, and in 2024, just over a third of all asylum government's contracted out the task of accommodating them to three companies: Serco, Clearsprings and Mears. They buy up rooms in houses and in hotels, usually taking them over regularly talk about their ambition to "smash the gangs", but say less about the hotels. The government won't confirm where they are because of concerns they might be Sumption from the Migration Observatory points out there is a problem publishing information about small groups of asylum seekers when it might identify them by age or sex, a long-standing approach for public know how many hotel places are being used in each region - the vast majority are in the south of England. They cost £5.77m a day for the government to provide. The estimated cost over the decade to 2029 has spiralled from £4.5bn in 2019 to £ there are no specific figures for the age and sex of hotel occupants, no details about their countries of origin, or their claim for sanctuary in the UK. So when local communities allege crime rates go up when asylum hotels are opened, or raise fears about the hotels being full of only single adult males, it is often impossible to prove the point either were 35 sexual and violent offences reported in Epping town in May. In the same month, the year before, when there were no asylum seekers at The Bell, 28 sexual and violent offences were reported. In May 2023, the hotel was being used by the Home Office for migrant families. The number of reported offences was how many of these offences involved asylum seekers? The police do not publish statistics about exactly where crimes happen or who is reported to have committed in many ways, we don't know "who they are".Orla believes more information would help reduce tension and is furious at the government's handling of the asylum system."If you conceal the truth and you act as if you are hiding something, people are going to be angry," she says. "If they said there are 70 in the Bell Hotel, five are from Sudan, five from somewhere else, I think most people would feel better."Epping Forest District Council's Conservative Leader, Chris Whitbread recently said that "it is important to be transparent" about asylum hotel a recent report, the Independent Chief Inspector of Borders and Immigration, David Bolt, criticised how the Home Office deals with asylum hotels. "It is clear that the Home Office still has a long way to go to build trust and confidence in its willingness to be open and honest about its intentions and performance," he Home Office says it removed 6,000 people from hotels in early 2025 and has already closed 200 hotels. In its manifesto, Labour pledges to close them all by the next the other side of the political divide from the anti-migrant campaigners, in north London outside a meeting "to organise against the right wing", Sabby Dhalu from the protest group Stand Up To Racism wants the government to work more closely with councils so that their residents are better informed. This should include "explaining why these people are here, where they come from, what's happening in those countries," she says. "That they're in the process of seeking asylum and going through the application process. Settling them in with the community.""I think you've got far right organisations that are determined to repeat the events of last year," she added."And because for their own cynical reasons, they want to stir up racist violence, and in order to build their own political organisations."That said, she feels that voices on the right are "whipping up" and weaponising a wider feeling of discontent among the public over Labour's cuts to public spending, and that the government is "making silly concessions" to the right in doing the boats is a challenge which haunts the government, as it did the Conservatives. The Home Office has managed to cut the asylum claim backlog, currently standing at 79,000, but the claimants keep coming and the cost of accommodation is soaring. There is a feeling the government is struggling to cope and ignoring the views of are in agreement that having more than 200 hotels, full of asylum seekers often waiting for lengthy periods for decisions on their applications, is not a sustainable or not the current protests continue, the government will have to find a solution.
