13MP crucial amid uncertain times, says Fahmi
KUALA LUMPUR : Communications minister Fahmi Fadzil said the tabling of the 13th Malaysia Plan (13MP) is a 'critical milestone' in charting the country's development amid global uncertainty and rapid technological change.
Speaking at the International Connectivity Conference 2025 here today, Fahmi said the 13MP, to be tabled by the prime minister tomorrow, will shape Malaysia's response to emerging challenges, particularly in the digital and connectivity sectors.
'The 13MP is built on the Madani economic framework, guided by the principle of raising the ceiling and raising the floor.
'The aim is to grow both national income and the people's income, with a focus on high value-added industries and strengthening downstream sectors.
'You can't talk about planning the future without thinking about connectivity. We are living in a time and an age where connectivity is ubiquitous, and you have an entire new generation born into what we now call the digital age,' he said.
Separately, Fahmi said Malaysia's digital progress must go hand-in-hand with ethical responsibility, adding that technology must always be used in ways that serve humanity.
He said emerging technologies such as artificial intelligence (AI), quantum communications and direct-to-cell satellite connectivity present many possibilities, but also raise questions around ethics.
He cautioned against treating AI systems as if they possess human-like decision-making power, calling it a dangerous misconception that could undermine human agency.
Fahmi also announced that Malaysia is set to launch its first large language model – an AI model trained on massive amounts of text data to understand, generate and manipulate human language – at the Asean AI Summit this year, a move aimed at enhancing national control over AI development and ensuring responsible use of technology.

Govt to consider raising I-BAP allocation following overwhelming response
KUALA LUMPUR: The government will consider raising the allocation for the Business Accelerator for Indian-owned companies (I-BAP) to RM10 million in the upcoming Budget following overwhelming response since its launch in October last year. Deputy Entrepreneur Development and Cooperatives Minister Datuk Seri R. Ramanan said RM5.13 million from the RM6 million allocation this year has been approved and will be channelled to recipients, while the remaining RM800,000 is being processed for distribution, and noted that new applications have reached RM2 million, pushing total applications beyond RM8 million. "Based on discussions with Minister (Datuk Ewon Benedick) and SME Corporation Malaysia (SME Corp) chief executive Rizal Nainy, we will carry the suggestion to raise allocations to RM10 million in the upcoming Budget. "If applications rise to RM14 million or RM15 million next year, the government will suggest an additional allocation of RM20 million the following year," he told reporters after attending the handing-over of offer letters to I-BAP recipients here today, where 31 companies received grant offers between RM7,000 to RM100,000. He also shared the latest suggestion of raising the rate of matching grants from 50:50 to 70:30, and expanding the scope of use for the grants for purchasing raw materials and premises rental payments. "This was suggested by Rizal and will help reduce operation costs for small entrepreneurs and will give them room to focus on growth and innovation," Ramanan said. Meanwhile, I-BAP recipient Chocofac (Malaysia) Sdn Bhd chief executive officer (CEO) A Micheal Dass said that it was the second time his company had applied for the grants and praised the improvements made to the application process, which he described as being simpler and more inclusive. "Previously it was rather complicated, now it's very easy to apply. "The aid will help us improve our product and raise sales. SME Corp has also helped us a lot, including shipping subsidies for cross-border business transactions," he said. Fellow recipient, MindAppz E-Tuition CEO K Thinesh Kumar said that I-BAP not only helped strengthen the small and medium enterprises, but also made a huge impact on education technology companies that introduce artificial intelligence (AI) based learning systems. Finally, Rizal during his speech shared that SME Corp would be organising SME Venture@ASEAN 2025 in conjunction with Malaysia being Asean Chair, from Oct 16 to 18 at the Malaysian International Trade and Exhibition Centre (Mitec), which will be officiated by Prime Minister Datuk Seri Anwar Ibrahim. – Bernama

Business Events Instrumental To Achieve Tourism Targets Under 13MP -- Ahmad Zahid
BUSINESS KUALA LUMPUR, Aug 7 (Bernama) -- Business events will be instrumental for Malaysia to achieve its targets of 35.6 million tourist arrivals and RM147 billion in total receipts during Visit Malaysia Year 2026, as well as a 16 per cent contribution to gross domestic product from the tourism sector during the 13th Malaysia Plan (13MP) period. In saying this, Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi pointed out that business delegates are high-value travellers, as they stay longer, spend more, make repeat visits, and often return with their families. 'More importantly, business travellers bring with them ideas, investments, and influence,' he said in his opening speech at the Business Events Awards Gala Dinner here today. According to him, the tourism sector is also resurgent and remains a key national priority. 'In 2024 alone, foreign tourist expenditure surged to RM102.2 billion, a strong indicator that Malaysia's appeal is not only intact, it is expanding,' Ahmad Zahid said. Over the past decade, Malaysia has hosted more than 3,000 business events, drawing over a million delegates and generating an estimated RM18 billion in economic impact. Ahmad Zahid said the government recognises the business events industry as a strategic engine for inclusive, sustainable and high-impact growth. He said the government is taking concrete steps by streamlining visa facilitation, especially for high-frequency travellers, and upgrading major airports and convention venues to meet global standards. In addition, he said, it is looking at deepening inter-agency collaboration, especially between the Malaysian Association of Convention and Exhibition Organisers and Suppliers (MACEOS); the Tourism, Arts and Culture Ministry; and the Investment, Trade and Industry Ministry.

King Observes Russian Drone Technology At Tochka Kipeniya
