
Trump vs. a united ASEAN
U.S. President Donald Trump's tariffs — especially the ultrahigh 'reciprocal tariffs' that he says will be reintroduced on July 8 for any country that has not struck a trade deal with his administration — have sent countries around the world scrambling to respond, adapt and limit the fallout. ASEAN's 10 members — Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam — have been among the most proactive.
Their leaders quickly recognized that, after decades of spectacular gross domestic product growth, ASEAN is an economic force that the Trump administration would have to reckon with in a serious way. In 2000, Japan was the world's second-largest economy, some eight times larger than ASEAN; today, it is only 1.1 times larger, and by 2030, ASEAN's economy will overtake it. In 2010-20, ASEAN contributed more to global economic growth than the European Union did.
ASEAN owes much of this progress to open trade. Between 2003 and 2023, its trade with the rest of the world exploded, from $618 billion to $2.8 trillion. But the real secret to ASEAN's success is strong and competent leadership, exemplified, in the grouping's early years, by Singaporean Prime Minister Lee Kuan Yew, a Cambridge-educated lawyer, and Indonesian President Suharto, a Javanese military leader and mystic. It was their unlikely partnership that kept ASEAN together.
Today, such leadership is exemplified by another group of seeming political opposites: Malaysian Prime Minister Anwar Ibrahim, Indonesian President Prabowo Subianto, Vietnamese General Secretary To Lam and Singaporean Prime Minister Lawrence Wong. Anwar and Prabowo both experienced prolonged periods in the political wilderness and became friends during this time.
ASEAN's leaders have upheld relative peace and stability in their countries, while cultivating a culture of consultation and consensus (musyawarah and mufakat in Indonesian) in guiding regional relations. This stands in stark contrast to the experiences of many other developing countries and regions.
Just a few weeks ago, neighboring India and Pakistan narrowly avoided full-scale war. The Middle East remains gripped by instability and violence, with Israel winning wars and losing the peace. The leaders of Latin America's two largest economies, Brazil and Argentina, are barely on speaking terms.
After 48 years of regular ASEAN meetings — with over 1,000 ministerial and lower-level meetings taking place annually — constructive engagement is a deeply engrained habit in the region. To be sure, ASEAN is often accused of lowest-common-denominator cooperation. But without such a measured approach, one guided by pragmatism, consensus-building and compromise, ASEAN's member countries would not have managed to remain united through multiple shocks, including the Asian financial crisis of 1997-98 and the global financial crisis a decade later.
ASEAN is now bringing these strengths to bear in its response to Trump's tariffs. To be sure, the individualized nature of the tariffs — which vary widely within ASEAN, from 49% on Cambodia to 10% on Singapore — limits countries' prospects for true collective bargaining. But ASEAN's member states are well aware that they are stronger together. That is why, at the just-concluded ASEAN summit in Kuala Lumpur, hosted by Anwar Ibrahim, the group proposed a summit attended by Trump and ASEAN's 10 national leaders.
This builds on ASEAN's April declaration that it would develop 'an enhanced, robust and forward-looking ASEAN-U.S. economic cooperation framework,' which strengthens 'constructive engagement' and drives 'innovative initiatives' to deliver a 'mutually beneficial economic relationship,' with 'particular focus on high-value sectors.' The statement reflects ASEAN's awareness of its value to the U.S., which runs a significant trade surplus in services with the region. It is no coincidence that the U.S. invests heavily there — nearly $500 million in 2023.
ASEAN's value is set only to grow, owing not least to its efforts to deepen its ties with other regional organizations and economic powers. Its just-concluded summit with China and the Gulf Cooperation Council — the first of its kind — sent a clear message: ASEAN is not pinning its future on its relationship with the U.S., but it is not turning its back on open trade. This aligns with the global mood: while Trump continues to brandish tariffs as a weapon against America's trade partners, other countries have refrained from raising tariffs unilaterally.
ASEAN is also seeking to boost internal resilience by strengthening trade among its member countries. While intra-ASEAN trade has been declining as a share of total trade, from 25% in 2003 to 21.5% in 2023, this is only because trade with the rest of the world grew so rapidly. In any case, the group is now seeking to dismantle nontariff barriers — more than 99% of goods already flow through ASEAN tariff-free — and exploring other measures to boost trade within the bloc.
The U.S. economy is formidable and Trump's tariffs may well undermine ASEAN's growth in the short term. But, by spurring the ASEAN countries to deepen cooperation with one another and with others, U.S. tariffs could bring about an even more prosperous — and, crucially, resilient — grouping. This is especially likely if ASEAN makes the most of existing arrangements — for example, the Regional Comprehensive Economic Partnership and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, which could seek to negotiate a new partnership with the EU.
Fortunately, ASEAN has the kinds of leaders who can spearhead such an effort, beginning with the bloc's current leader, Anwar Ibrahim.

UN envoy says violence puts Myanmar on 'path to self-destruction'
The UN's special envoy for Myanmar has condemned the continuing violence across the country, even after the devastating earthquake that struck in March. She warned that the conflict is embedding a "crisis within a crisis." Julie Bishop, Special Envoy of the Secretary-General on Myanmar, spoke to the UN General Assembly on Tuesday in New York. She said the scale of the conflict has increased over the four years since the military takeover in 2021. A major earthquake rocked central Myanmar in March. The military says the quake has left more than 3,700 people dead and over 5,000 injured. The junta and pro-democracy forces declared a temporary ceasefire to prioritize relief efforts. Bishop pointed out, however, that the ceasefire has largely not been observed. She said, "If there is no end to the violence, Myanmar is on a path to self-destruction." Bishop also cited the dire situation of the Muslim minority Rohingya population in the western state of Rakhine. She said they are subject to forced recruitment and other abuse, and called for urgent international support.

Philippine senate returns Duterte impeachment case to lower house
The Philippine Senate has returned the impeachment complaint against Vice President Sara Duterte to the House of Representatives to ensure that constitutional requirements were not violated. The decision was reached hours after the 23-member upper house convened on Tuesday as an impeachment court. A majority backed the motion to remand the articles of impeachment to the lower house. But some lawmakers condemned the move. Philipine Senate President Francis Escudero said it was "in no way a dismissal, because we will be issuing a summons after this." The lower house impeached Duterte in February for threatening to kill President Ferdinand Marcos Jr. and allegedly misusing public funds. The vice president, daughter of former President Rodrigo Duterte, denies the allegations. The current term of Congress closes at the end of this month. The session starting July will include lawmakers elected in the mid-term election held in May. The Senate impeachment court is expected to continue. Twelve new senators will join the 12 incumbents as senator-judges. If the vice president is convicted, she will lose the right to run in the presidential election in 2028.

U.S. and China officials agree on plan to ramp down trade tensions
The U.S. and China agreed to a preliminary plan to ease trade tensions, which could revive the flow of sensitive goods between the world's two largest economies. American and Chinese negotiators in London said both sides agreed on a framework on how to implement the consensus the two sides reached in the prior round of talks in Geneva. The U.S. and Chinese delegations will now take the proposal back to their respective leaders, according to China's chief trade negotiator Li Chenggang. While full details of the pact weren't immediately available, U.S. negotiators said they "absolutely expect' that issues around shipments of rare earth minerals and magnets would be resolved. "Once the presidents approve it, we will then seek to implement it,' U.S. Commerce Secretary Howard Lutnick told reporters in London, after two days of discussions that spanned nearly 20 hours in a Georgian-era mansion near Buckingham Palace. U.S. Trade Rep. Jamieson Greer said there were no other meetings scheduled, but added that the American and Chinese sides talk frequently and are able to do so whenever they need. Rare earths The talks in London came at the urging of the Trump administration to cement a pledge the Chinese government made to ease shipments of rare earths made during last month's trade talks in Geneva, which culminated in a tariff truce. The disagreement over critical mineral exports reignited open economic conflict between the U.S. and China and raised the prospect their nascent deal could collapse, which would pose a fresh threat for the world economy. "We do absolutely expect that the topic of rare earth minerals and magnets with respect to the United States of America will be resolved in this framework implementation,' Lutnick said. "You should expect those to come off — sort of, as President Trump said, in a balanced way. When they approve the licenses, then you should expect that our export implementation will come down as well.' Greer said the issue of fentanyl, which the Trump has administration cited as a rationale for imposing tariffs on China, is also a priority for the U.S. president. European trade officials and carmakers have also sounded the alarm on disruption of supplies from China. In response, Washington moved last month to limit exports of chip design software, jet engine parts, chemicals and nuclear materials — restrictions the U.S. opened the door to lifting in London in exchange for relief on rare earths. Following the Xi-Trump call last week, Treasury Secretary Scott Bessent, Lutnick and Greer were dispatched to the U.K. capital to break the deadlock with a Chinese delegation led by Vice Premier He Lifeng. Trust The U.S. and China are about a third of the way through a 90-day reprieve on the crippling tit-for-tat tariffs imposed on each other through April. The settlement announced in Geneva on May 12 brought those duties down considerably, though trade between the two largest economies remains disrupted. "We hope that the progress we made will be conducive to building trust,' China's Li said. China's exports to the U.S. fell 34% in May, according to Bloomberg News calculations, the most since Feb. 2020, when the first wave of the coronavirus pandemic shut down the Chinese economy. Josef Gregory Mahoney, a professor of international relations at Shanghai's East China Normal University, said the biggest casualty of the trade war has not been lost sales but trust and that China is very cautious, aiming to avoid being drawn into the Trump "circus.' "We've heard a lot about agreements on frameworks for talks. But the fundamental issue remains: chips vs. rare earths,' he said. "Everything else is a peacock dance.' Financial markets have largely recovered from a bout of volatility that struck as Trump first introduced his tariff policies in early April, with MSCI's all-country equity index ending Tuesday at a record high. Currency markets tell a slightly different story, with the U.S. dollar weaker against all its major counterparts. Initial market reaction to the announcement was minimal, with U.S. equity futures edging lower and the offshore yuan inching higher. The yen was little changed. "Markets will likely welcome the shift from confrontation to coordination,' said Charu Chanana, chief investment strategist at Saxo Markets. "But the absence of further scheduled meetings signals that we're not out of the woods yet — it's now up to Trump and Xi to approve and enforce the deal.'
