UPSC likely to implement biometric authentication from June
This, however, will not affect the Civil Services (Preliminary) Examination 2025, which is scheduled to be held across 80 centres with around 9.5 lakh students expected to appear on Sunday, as per UPSC sources.
The Commission had in June last year kicked off the project by inviting bids from public sector undertakings for 'Aadhaar based Fingerprint Authentication/Digital Fingerprint Capturing & Facial Recognition of Candidates, QR Code Scanning of e-Admit Cards and Live AI-based CCTV Surveillance', as per the tender document.
Following that, the Department of Personnel and Training had on August 28, 2024 notified that the UPSC was 'allowed to perform Aadhaar authentication, on voluntary basis, for verification of identity of candidates at the time of registration on 'One Time Registration' portal and various stages of examination/recruitment test, using Yes/No or/and e-KYC authentication facility.'
When asked about the status of the project, UPSC chairman Dr Ajay Kumar told The Indian Express: 'This will be launched for all exams starting in June itself'.
The UPSC conducts 14 major examinations as well as recruitment tests and interviews for Group A and Group B posts in the Union Government. As per its tender document, the UPSC called for Aadhaar-based fingerprint authentication and facial recognition of candidates and scanning of e-Admit Cards with QR codes to prevent impersonation, and live AI-based CCTV surveillance during exams to check for cheating.
The move comes at a time when the UPSC is facing scrutiny over the case of Puja Khedkar, the former IAS probationer who was dismissed from service last year following allegations of forgery and misconduct. The UPSC had in July 2024 cancelled Khedkar's candidature for the CSE 2022 saying that she had appeared for the examination beyond the maximum attempts allowed and had applied under different names herself and of her parents. The DoPT then dismissed her from service. Khedkar has denied the charges and has contested the decision in court.
Following the case, the UPSC had examined the data of the number of attempts availed by over 15,000 recommended candidates from 2009 to 2023. 'After this detailed exercise, barring the case of Ms. Puja Manorama Dilip Khedkar, no other candidate has been found to have availed more number of attempts than permitted under the CSE Rules. In the lone case of Ms. Puja Manorama Dilip Khedkar, the Standard Operating Procedure (SOP) of the UPSC could not detect her number of attempts primarily due to the fact that she changed not only her name but also her parents' name. The UPSC is in the process of further strengthening the SOP to ensure that such a case does not recur in the future,' the UPSC had said in a statement on July 31 last year.

Karnataka High Court quashes injunction against Dakshina Kannada media house
BENGALURU: The Karnataka High Court on Friday quashed the ex-parte ad-interim injunction order passed by a city sessions court restraining a Dakshina Kannada-based digital media house from reporting defamatory news linking the family members of Harshendra Kumar D and the Dharmasthala temple administration to the ongoing investigation into the alleged mass burial case. However, the court remitted the matter to the sessions court with a direction to consider the interlocutory applications afresh, bearing in mind the observations made in the order. Justice M Nagaprasanna pronounced the order while partly allowing the petition filed by 'Kudla Rampage', which challenged the legality of the injunction order dated July 18, passed by the 10th Additional City Civil and Sessions Court in Bengaluru. Making clear that it has not expressed any opinion on the merits of the civil suit pending before the sessions court and also the criminal proceedings or the veracity of the allegations and the counter allegations, the high court said all contentions, except the one considered in this petition, should remain open and the petitioner and other parties should extend their full cooperation to the sessions court in passing the necessary orders. The petitioner was one among the 338 defendants before the sessions court, which passed the ex-parte injunction order restraining defamatory reporting against the plaintiff, his family, the temple administration and its affiliated institutions. It was also directed for the removal and de-indexing of over 8,842 web links.

ED books Kerala charitable trust for FCRA violation
The Enforcement Directorate has registered a forex violation case against a Kerala-based charitable organisation for receiving Rs 220 crore from abroad in alleged violation of the Foreign Contribution Regulation Act (FCRA). The investigation pertains to Kunhahmed Musliyar Memorial Trust located in Kasargod and its chairman Ibrahim Ahmad Ali, an NRI. Searches were conducted under the Foreign Exchange Management Act (FEMA) at two locations in Kasargod on Thursday in connection with the case, the ED said in a statement. The Trust, according to the ED, received more than Rs 220 crore since 2021 from Ibrahim Ahmad Ali, which was reflected in the books of accounts as 'unsecured' loans. However, no loan agreement, interest rate terms, or repayment schedule were available, and no repayment had been made till date, the probe agency said. The probe found that these funds were received by Ali from a UAE company named Universal Lubricants LLC. In the absence of supporting documents and in view of the clarification given under a section of the FCRA, the said loan prima facie qualified as 'foreign contribution' under FCRA, the statement said. According to the ED, the Trust is 'not registered' under the FCRA and does not possess the 'mandatory permission' or a designated FCRA bank account to receive foreign contributions. It was found that a part of these foreign contributions was 'utilised' for the purchase of agricultural land in India, in violation of the existing regulations. The search action found that the Trust received Rs 2.49 crore in 'cash' from Ali in violation of FEMA provisions. 'During the search, incriminating documents, ledger accounts showing unsecured loans of Rs 220 crore, the cash book of the Trust, and a hard disk containing financial data were seized,' the ED said.

What is Showrunner, the AI that can generate entire episodes of TV shows?
As the world is coming to terms with AI generating a few seconds of realistic videos, Amazon has just invested in a company that has a system that can generate entire 22-minute-long TV shows. The company Fable Studio has introduced a platform called Showrunner, which is capable of generating entire episodes with coherent plots, character development, and dialogue that sounds similar to any popular show. Showrunner is essentially the first streaming platform for AI-generated shows. Subscribers of the platform are able to watch AI-generated series and also create their own content. They will have complete control over dialogues, characters, and camera angles. As of now, Showrunner is limited to animation and cannot yet create live-action shots. The AI platform has been created by San Francisco-based startup Fable Studio. The Emmy-winning company's platform can write, voice, and animate episodes of its shows with generative AI. Users can create videos by simply using prompts in natural language. Reportedly, upon its initial release, users will be able to watch and create AI content. The Showrunner system uses something known as a multi-agent simulation that brings AI characters to life and lets them interact and develop relationships over time. Reportedly, users can insert themselves as South Park characters and become a part of the story. To generate a video episode, users simply need to write simple prompts that include the title and the main plotline. Reportedly, the characters generated through the platform show consistent personalities and are capable of remembering past interactions. Some reports claim that each episode takes nearly three hours of simulation time to generate. The company had conducted a closed alpha test with over 10,000 users for months before it was launched. In order to use Showrunner, users are required to sign in to the Discord group chat platform. It is reported that initially, Showrunner will be free to use; however, Fable will gradually begin charging creators about $10 to $20 per month, which will allow them credits to create about hundreds of TV scenes. Meanwhile, viewing this AI-generated content will be free, and users or anyone can share it on YouTube or other platforms. The new platform signals a shift in video generation with AI, as several other companies, such as Runway, DecartAI, Pika Labs, Odyssey, World Labs, and Google's Veo 3 and Genie 2, are paving the way for newer and more advanced video creations. Amazon's investment in Fable comes at a time when there is a raging debate about using AI to alter the endings of films and television shows. Recently, Bollywood filmmaker Anand L. Rai expressed his displeasure with the AI-altered ending of his 2013 hit 'Raanjhanaa.' The production house has offered an AI-assisted happy ending to the original story. 'AI is the future. Everybody knows that. But then use it for the future or for the present. Don't use it to distort the past!' Rai told in a statement to The Indian Express. This type of tech signals a new wave where users will be able to create personalised entertainment experiences with simple prompts. It seems we are moving into a space where all kinds of content will be created using AI customised to their personal preferences. Users will be able to generate episodes where they are the protagonists and have storylines tailored to their interests. Also, if this technology is to make rapid strides, the entertainment industry is likely to take a massive hit.
