
Daybreak Foods business rescue — a new board fails to instil hope in workers
On Monday, 20 May, the Public Investment Corporation (PIC) confirmed its support for the Daybreak Foods board's decision to enter business rescue, describing the process as 'the best path to preserve the company's value and potential, saving approximately 3,000 jobs'.
With the company's finances resembling a henhouse after a fox visit, the PIC's R74-million cash injection is meant to keep the lights (and incubators) on while a business rescue practitioner is appointed to hatch a credible turnaround plan.
Despite a flurry of official statements, a reconstituted board and the promise of business rescue, hope remains scarce on the factory floor at Daybreak Foods. Thousands of workers, partially paid for April, say this development has done little to lift their spirits.
One anonymous worker told Daily Maverick, 'We don't have hope now. Our hope for Daybreak Foods is diminished.'
They added that they had received only half of their basic April salary and nothing for their overtime. The worker said the company had not communicated anything about these delays, leaving employees in the dark. They are now awaiting their May salary, which is expected to be paid on Friday, 23 May, since the usual payday of the 25th falls on a Sunday.
Another employee echoed this sentiment, saying, 'Things are very bad there. They are not being fully transparent with us, and there is no direct communication, so we do not have hope.'
The employee said workers simply wanted the truth — no matter how grim — so they can understand the company's current position and know whether they have a future with it.
The PIC, which holds the dual distinction of being both a major shareholder and creditor, has made it clear that Daybreak must be rescued, not just for the sake of the workers, but to 'realise returns for clients and their beneficiaries'.
Meet the new board
Before the feathers hit the fan, the PIC had already reconstituted Daybreak's board. The new line-up reads like a who's who of agriculture, finance and — crucially — damage control:
Dr Cynthia Charlotte Nkuna (retained interim chairperson): A poultry vet with an MBA and a background in biologicals. If anyone can spot a sick chicken — or a sick balance sheet — it's her.
Lehlohonolo Andrew Makenete (interim deputy chairperson): Agricultural economist and policy wonk.
Tshokolo Petrus Nchocho: Development finance veteran, former CEO of the IDC and Land Bank.
Kgampi Jack Bapela (retained): Agro-processing dealmaker.
Esethu Ayanda Dazana (retained): Chartered accountant and transformation specialist.
Brian Luthuli Mavuka (PIC): PIC's head of finance, because someone needs to keep an eye on the purse.
Martinus Philipus de Jonge (PIC): Investment executive and former interim CEO of Daybreak — back for another peck at the problem.
The board, together with the PIC, has pledged full cooperation with the business rescue practitioner to implement a 'sustainable turnaround strategy.'
How did we get here?
Daybreak Foods' decline unfolded over several years, marked by mounting financial strain, management instability, and operational breakdowns. Originally part of Afgri, the company was acquired by a PIC-backed BEE consortium in 2015, with high hopes for transformation and growth.
However, by 2017, just two years after the acquisition, Daybreak began facing severe financial difficulties amid increased competition from cheaper imported chicken, governance challenges and operational mismanagement.
The PIC assumed full control in 2017, but despite efforts to stabilise the company, including board changes and management reshuffles, Daybreak's liquidity worsened. By late 2024, the company had failed to repay R42-million owed to its largest contract grower and defaulted on a R100-million emergency loan.
A requested R250-million bailout was declined by the PIC in early 2025, precipitating the resignation of CEO Richard Manzini and the executive team. This leadership vacuum triggered an operational collapse. Feed deliveries stopped, contracts fell through, and workers and livestock were left stranded.
Efforts to shift consumer demand from frozen to fresh poultry were undermined by rising feed costs, avian influenza outbreaks and delayed funding. Animal welfare deteriorated drastically, culminating in the mass euthanisation of more than 350,000 chickens under horrific conditions. The National Council of SPCAs intervened with a court order to halt inhumane culling and enforce adequate feeding of nearly 600,000 starving breeder birds.
Workers faced unpaid or partial salaries, forced weekend work without overtime pay and poor communication from management, with protests in early May met by the police using rubber bullets. Leadership instability was rife, with four CEOs in four years, legal battles with security firms, and the abrupt resignation of board chairperson Bojane Segooa in May 2025 after securing a R625,000 payout amid strikes and internal conflict.
The crisis has since drawn the attention of the Department of Labour, the Congress of South African Trade Unions (Cosatu) and political parties like the Democratic Alliance (DA), which have called for urgent investigations into governance failures and PIC oversight. As Daybreak enters business rescue with a reconstituted board and renewed PIC backing, the challenge remains to restore financial stability, protect jobs and rebuild trust among workers and stakeholders alike.
Daybreak Foods' slow unravelling is a stark illustration of the complex challenges facing state-backed enterprises, where financial pressures, governance lapses and social responsibility converge with profound consequences.
The path forward demands transparency, accountability and decisive action to safeguard the livelihoods of workers, the welfare of animals and the stewardship of public funds in South Africa's poultry industry. DM

The story that Malaka wanted to bury delves into a botched IDT EPWP scheme and prominent businessman Collen Mashawana's involvement in a property currently being built for Malaka inside Gauteng's Waterfall Country Estate. Mashawana funnelled at least R200,000 into House Malaka. This while his eponymous charitable foundation secured a R60-million contract from Malaka's IDT to run employment schemes for nearly 2000 people across five provinces. Scores of the EPWP workers were ripped off by the Collen Mashawana Foundation, with some of them receiving only fractions of the salaries that were due to them. Despite the video evidence, Malaka and her family trust have gone on the offensive, claiming that she had no knowledge of the money Makgolane placed on the table. She also claimed that she was somehow being 'set up' by unnamed forces. In the extended footage we can now release, Malaka can be clearly heard discussing a cash bribe and further lucrative tenders in exchange for this journalist's silence. Beware RDP scam, metro warns
The Tshwane metro is urging residents to be wary of a recent circulating RDP scam that targets people who have applied for the subsidised housing between 1996–2022. MMC for Human Settlements Aaron Maluleke said applicants must use the National Housing Needs Register (NHNR) to register for RDPs as it is the only body with the authority to do so. 'In the false messages being circulated, applicants are being misled to believe that approval of their RDP housing opportunities will be made on the condition that they first settle their outstanding utility bills before being permitted access to the house. This is manifestly irrational, as RDP housing opportunities are new houses for which no municipal debt has been accrued,' Maluleke said. To qualify for an RDP, the applicant must: – Be a South African citizen or have permanent residency, – Be 18 years and older, and – Be married, widowed, divorced or single with dependents. The MMC urged victims of the scam to report it to law enforcement agencies. He added that the metro is committed to unblocking the historical housing backlog and expanding housing and human settlements opportunities to more residents. Maluleke asserted that this is a critical move going forward, given the prominence of the Capital City. 'Migration to urban centres is a phenomenon that many cities across the world have to grapple with. Tshwane is no different. Tshwane, being a key player in the South African economy, has the consequence of attracting people from across the country looking for better opportunities. This often leads to people erecting unsafe dwellings on the peripheries of the city, where there is often no bulk infrastructure to service their needs,' Maluleka said. He said to address residents' housing needs, the metro needs: – 43 000 student beds – 93 092 first-time home finance units – 110 498 social housing units – 83 926 rental units Housing Company Tshwane (HCT) has been allocated a R40.2-million subsidy as a result, as well as 1 200 rental units to improve access to more housing opportunities closer to places of economic activity. The metro's flagship project, the Marabastad Townlands, is now fully tenanted with 300 families since its opening. Another R400- million has been budgeted to address the more than 500 informal settlements the city houses, according to Maluleke. 'Tshwane now has 502 informal settlements for which we have set aside R400-million for the provision of dignified rudimentary services. To assist in providing dignified living spaces for these residents, we have allocated a further R98-million for the formalisation of informal settlements,' he said. 'This multiparty coalition government has demonstrated in its budget envelope that it is committed to addressing the challenges of our human settlements backlog, and we are working to progressively realise greater access to housing opportunities as demanded by the Constitution,' Maluleka concluded. City says debt relief working, critics warn of looming crisis
The metro has defended its controversial debt relief programme, maintaining that consumer debt has declined. This comes after criticism from opposition parties who claim it encourages non-payment and threatens the metro's financial health. Opposition claimed that despite the debt relief programme, residents' outstanding debt increased by more than R700-million in the previous financial year. The Freedom Front Plus said it was particularly concerned about a 600% increase in new defaults within the 31-60-day payment period. However, metro spokesperson Lindela Mashigo argued that consumer debt has been decreasing since the launch of the incentive in May. 'Between February and March, the debtors' book fell by 13.56%, with a further drop from R26.6-billion to R25.8-billion over the next two months,' Mashigo said. He said these figures prove the initiative is working, allowing residents to settle arrears and keep their accounts in good standing. 'The plan offers ratepayers a 70% discount on outstanding municipal bills if they pay the balance in full, and was introduced to address a historic R30-billion debtor's ledger.' Mashigo dismissed claims of a 600% spike in new defaults as 'factually incorrect'. 'Nevertheless, the city remains committed to addressing all arrear accounts, particularly those that are 30 days and more in arrears.' He said intensified credit control measures are being implemented to reduce the debtors' book and to improve the overall payment levels. 'These measures include stricter enforcement of credit control policies, targeted customer engagement, and proactive monitoring of payment patterns to prevent accounts from falling into longer-term arrears.' Mashigo stressed that the metro maintains a structured payment arrangement with Eskom, honoured in full and on time. 'We have never defaulted on our commitments to Eskom and disciplined financial management has kept essential services running.' Despite the metro's reassurances, opposition parties remain unconvinced. Freedom Front Plus Councillor Mark Surgeon warned that outstanding debt climbed by more than R700-million in the past financial year, even with the debt relief scheme in place. He accused the ANC-led coalition of using the policy as a quick political fix rather than a long-term financial strategy. 'The FF Plus has always maintained that general debt write-offs foster a culture of non-payment,' said Surgeon. Surgeon also cited a R2.28-billion increase in the city's own debt in 2024/25 and a 43% rise in what it owes Eskom, warning of looming fiscal collapse. He said underspending on projects further erodes public trust, calling the budget a 'political wish list' rather than a binding service delivery plan. Surgeon argued that without structural reforms, the debt crisis will only deepen, worsening service delivery and public confidence in municipal governance. The DA shared similar concerns. Former MMC for Finance Jacqui Uys said the policy benefits residents who can pay but choose not to, while doing little for struggling households or for restoring payment discipline. 'The processes followed by the coalition do not ensure the inclusion of defaulting ratepayers back into the payment net,' she said. Uys said the DA had proposed alternative repayment models to help those who want to pay but cannot, but these were rejected. 'The debtors' book might even be closer to R28-billion,' said DA caucus leader in Tshwane Cilliers Brink. Brink said it is clear that there hasn't been an uptake by residents of the incentive scheme of the city. 'The DA warned that the scheme is inadequate, but the bigger problem is that credit control is not happening.' He said other measures, such as rolling out smart meters to indigent residents, are also not happening. 'Instead of collecting what is already due to the city, the ANC coalition has sought to introduce a new tax, the so-called city cleansing levy. Now that the High Court has set the levy aside, it means that there is about R500-million shortfall on top of the R850-million shortfall from the financial year ending in June,' said Brink. Mashigo insists that the metro's approach, combined with stronger credit control and targeted revenue collection campaigns, will stabilise its finances and support long-term service delivery. He said the underspending experienced in the 2024/25 financial year can largely be attributed to delays in project implementation, procurement processes, and the finalisation of contractor appointments. 'In some cases, unforeseen technical challenges and compliance requirements also contributed to slower capital expenditure. While underspending may temporarily affect the pace of certain service delivery projects, the city is actively working to fast-track delayed initiatives and reallocate resources where possible to ensure service delivery targets are met.' He said the city has instituted a 'war room' initiative led by the mayor. 'In this forum, service delivery departments are required to report regularly on the progress of their respective capital programmes and others.' According to Mashigo, the political leadership provides oversight, ensuring accountability and alignment with strategic priorities. 'Importantly, this process operates in conjunction with the statutory oversight functions of the Section 79 Committees and the city's council, which continues to hold the administration accountable for sound budget planning, disciplined execution, and prudent financial management. This layered oversight structure mitigates the risk of undue political interference.' Mashigo said the metro has adopted an approved service delivery budgetary implementation plan that outlines clear performance targets for each department. 'This plan is supported by a funding plan aimed at ensuring financial viability, achieving strategic financial objectives, and strengthening the city's liquidity position. By enhancing revenue collection and optimising expenditure, the city can sustainably deliver essential services to communities, thereby restoring public trust and reinforcing confidence in its financial stability.' He denied that the debt relief programme has fostered a culture of non-payment, saying on the contrary, it has provided much-needed financial reprieve to residents across the city, enabling them to settle arrears and remain in good standing.
