
Daybreak Foods business rescue — a new board fails to instil hope in workers
In a move that's part lifeline, part last rites, the Public Investment Corporation has thrown its weight behind Daybreak Foods' move into business rescue, announcing a freshly reconstituted board and a renewed — if slightly desperate — commitment to saving South Africa's embattled poultry giant. But workers remain unconvinced.
On Monday, 20 May, the Public Investment Corporation (PIC) confirmed its support for the Daybreak Foods board's decision to enter business rescue, describing the process as 'the best path to preserve the company's value and potential, saving approximately 3,000 jobs'.
With the company's finances resembling a henhouse after a fox visit, the PIC's R74-million cash injection is meant to keep the lights (and incubators) on while a business rescue practitioner is appointed to hatch a credible turnaround plan.
Despite a flurry of official statements, a reconstituted board and the promise of business rescue, hope remains scarce on the factory floor at Daybreak Foods. Thousands of workers, partially paid for April, say this development has done little to lift their spirits.
One anonymous worker told Daily Maverick, 'We don't have hope now. Our hope for Daybreak Foods is diminished.'
They added that they had received only half of their basic April salary and nothing for their overtime. The worker said the company had not communicated anything about these delays, leaving employees in the dark. They are now awaiting their May salary, which is expected to be paid on Friday, 23 May, since the usual payday of the 25th falls on a Sunday.
Another employee echoed this sentiment, saying, 'Things are very bad there. They are not being fully transparent with us, and there is no direct communication, so we do not have hope.'
The employee said workers simply wanted the truth — no matter how grim — so they can understand the company's current position and know whether they have a future with it.
The PIC, which holds the dual distinction of being both a major shareholder and creditor, has made it clear that Daybreak must be rescued, not just for the sake of the workers, but to 'realise returns for clients and their beneficiaries'.
Meet the new board
Before the feathers hit the fan, the PIC had already reconstituted Daybreak's board. The new line-up reads like a who's who of agriculture, finance and — crucially — damage control:
Dr Cynthia Charlotte Nkuna (retained interim chairperson): A poultry vet with an MBA and a background in biologicals. If anyone can spot a sick chicken — or a sick balance sheet — it's her.
Lehlohonolo Andrew Makenete (interim deputy chairperson): Agricultural economist and policy wonk.
Tshokolo Petrus Nchocho: Development finance veteran, former CEO of the IDC and Land Bank.
Kgampi Jack Bapela (retained): Agro-processing dealmaker.
Esethu Ayanda Dazana (retained): Chartered accountant and transformation specialist.
Brian Luthuli Mavuka (PIC): PIC's head of finance, because someone needs to keep an eye on the purse.
Martinus Philipus de Jonge (PIC): Investment executive and former interim CEO of Daybreak — back for another peck at the problem.
The board, together with the PIC, has pledged full cooperation with the business rescue practitioner to implement a 'sustainable turnaround strategy.'
How did we get here?
Daybreak Foods' decline unfolded over several years, marked by mounting financial strain, management instability, and operational breakdowns. Originally part of Afgri, the company was acquired by a PIC-backed BEE consortium in 2015, with high hopes for transformation and growth.
However, by 2017, just two years after the acquisition, Daybreak began facing severe financial difficulties amid increased competition from cheaper imported chicken, governance challenges and operational mismanagement.
The PIC assumed full control in 2017, but despite efforts to stabilise the company, including board changes and management reshuffles, Daybreak's liquidity worsened. By late 2024, the company had failed to repay R42-million owed to its largest contract grower and defaulted on a R100-million emergency loan.
A requested R250-million bailout was declined by the PIC in early 2025, precipitating the resignation of CEO Richard Manzini and the executive team. This leadership vacuum triggered an operational collapse. Feed deliveries stopped, contracts fell through, and workers and livestock were left stranded.
Efforts to shift consumer demand from frozen to fresh poultry were undermined by rising feed costs, avian influenza outbreaks and delayed funding. Animal welfare deteriorated drastically, culminating in the mass euthanisation of more than 350,000 chickens under horrific conditions. The National Council of SPCAs intervened with a court order to halt inhumane culling and enforce adequate feeding of nearly 600,000 starving breeder birds.
Workers faced unpaid or partial salaries, forced weekend work without overtime pay and poor communication from management, with protests in early May met by the police using rubber bullets. Leadership instability was rife, with four CEOs in four years, legal battles with security firms, and the abrupt resignation of board chairperson Bojane Segooa in May 2025 after securing a R625,000 payout amid strikes and internal conflict.
The crisis has since drawn the attention of the Department of Labour, the Congress of South African Trade Unions (Cosatu) and political parties like the Democratic Alliance (DA), which have called for urgent investigations into governance failures and PIC oversight. As Daybreak enters business rescue with a reconstituted board and renewed PIC backing, the challenge remains to restore financial stability, protect jobs and rebuild trust among workers and stakeholders alike.
Daybreak Foods' slow unravelling is a stark illustration of the complex challenges facing state-backed enterprises, where financial pressures, governance lapses and social responsibility converge with profound consequences.
The path forward demands transparency, accountability and decisive action to safeguard the livelihoods of workers, the welfare of animals and the stewardship of public funds in South Africa's poultry industry. DM

'I do not accept that the sky will fall' says judge The National Lotteries Commission (NLC) has failed in its bid to change a recent court ruling limiting the temporary licence to operate the lottery to five months. This means ticket sales may stop before Sunday, 1 June. The current licence, held by Ithuba Holdings, expires on Saturday. After that, their sister company, Ithuba Lottery, was supposed to take over the licence for a period of twelve months. But after last week's Gauteng High Court ruling that the issuing of the temporary licence is unconstitutional and can only be issued for five months, Ithuba Lottery said a five-month licence is financially unfeasible and may not continue operating the lottery after Saturday. And the new licence holder, Sizekhaya Holdings, which is set to take over from Ithuba Lottery for a period of eight years, will need at least nine months to set up its operations. The NLC therefore applied to change the court order to allow a twelve-month licence. But Judge Omphemetse Mooki ruled against them on Friday. Will funding stop? A source at the NLC told GroundUp that the board is in emergency meetings to discuss the way forward. If lottery ticket sales do stop after Saturday, the National Lottery Distribution Fund does still have about R4.3-billion in reserves to continue issuing grants to good causes. The NLC's application, which was heard urgently on Thursday at the High Court in Pretoria, was opposed by Wina Njalo, one of the companies that bid on the lottery licence tender. Wina Njalo argued that the NLC was seeking to relitigate the same issues that had already been heard by the court. If it was found that five months was not enough time, it argued, then the NLC could approach the court at that stage. It said the application to vary the order was yet another example of how the NLC was seeking to favour the Ithuba companies and they were not entitled to insist on making a profit, given that Ithuba Holdings had already made 'huge profits' by operating the lottery for the last 10 years. In his ruling, Judge Mooki said the issue was whether it was just and equitable to extend the period that the temporary licence can operate before it is declared invalid and, in doing so, interfere with the discretion exercised by another court. Such interference was 'very sparingly exercised'. He said he was not persuaded that the NLC had made out a case. 'There is no substantive support that Ithuba Lottery will suffer a loss of R51-million unless it is granted a temporary licence for 12 months. There was complete silence from Ithuba Lottery. It did not file any affidavits,' the Judge said. He pointed to the fact that the NLC on 22 May 2025, when it was aware of Judge Potterill's order, had written to Ithuba Lottery requesting it sign a licence to operate for 12 months. 'It was thus inviting the Ithuba Lottery to sign an agreement that would breach the order made on May 21.' While the NLC had disclosed the response from Ithuba Lottery, it had not disclosed its own letter. In fact, as Wina Njalo had pointed out, a condition of the fourth licence was that the successful bidder must be able to operate within five to six months of being awarded the licence. He said in claiming that its reserves would be significantly depleted should there be no operator after 1 June, the NLC had 'over-egged the pudding'. 'I do not accept that the sky will fall after 1 June should Ithuba Lottery refuse to sign an agreement to conduct lottery operations as determined in (Potterill's) order,' he said. The request for proposals for the temporary licence was issued when it became apparent that Minister Parks Tau would not meet the strict deadlines to announce the new lottery licence holder, giving it time to take over operations. He only made the announcement on 28 May, just three days before the expiration of Ithuba's licence. He has yet to provide reasons for the delay. Urgent appeal to prevent financial collapse of Moot children's homes The Jakaranda and Louis Botha Children's Homes in the Moot are facing an unprecedented financial crisis, operating without state funding for more than 60 days. CEO Charlene Grobler described the situation as the most stressful in her nearly 20-year tenure, highlighting the severe impact on both staff and children. During a recent fundraiser at the Atterbury Theatre, Grobler posed a poignant question to the audience: 'How long does it take to bleed out?' This metaphor underscored the urgency of the homes' financial distress. Despite fulfilling all compliance requirements and undergoing successful audits by the Auditor-General and the Gauteng Department of Social Development (DSD), the management of the homes has not received any feedback or funding, leaving it unable to meet basic operational costs. The institution cares for nearly 300 children aged 3 to 18 and employs 122 staff members. Daily operations, including transporting children to 28 schools and maintaining 30 houses, two clinics, and two administrative buildings, require immediate financial support. With the second school quarter concluding and examinations approaching, Grobler emphasised the critical need for electricity and resources to ensure the children's well-being and academic success. Grobler made a direct appeal to the community, urging them to put pressure on the DSD to honour its commitments to the children who are all placed under the care of the homes by court order. 'Help is needed now to care for these children to prevent a total breakdown,' she stated. The situation reflects broader systemic issues within the Gauteng department. In 2023, the department rejected funding for 171 non-profit organisations (NPOs) due to non-compliance, citing reasons such as lack of occupational certificates and building plans. The DA's Refiloe Nt'sekhe MPL and DA Gauteng Shadow MEC for Social Development, said investigations revealed that many state-run facilities continued to receive funding despite similar non-compliance, raising concerns about double standards in the department's funding practices. Furthermore, the department has been criticised by the DA for its handling of funds. In the 2024/25 financial year, it was reported that R1.7-billion allocated for social development purposes remained unspent, while R102-million was returned to the Treasury due to NPOs' non-compliance. Nt'sekhe argues that instead of penalising NPOs, the department should assist them in meeting compliance standards to continue providing essential services. AfriForum's Private Prosecution Unit is also taking up the cudgels for the NPOs. Despite repeated requests for clarification and action, Premier Panayaza Lesufi has yet to respond to concerns raised by the civil organisation about the provincial DSD. Lesufi is now also facing serious allegations of orchestrating a cover-up involving widespread corruption, money laundering, and fraud within the department. The AfriForum unit has now approached the Gauteng Legislature with a letter, urging the Speaker to fulfil the constitutional duty to exercise oversight of the provincial executive authority, which includes the premier. The legislature's Speaker and the Deputy Speaker have confirmed receipt of the letter. The accusations, which have been ongoing for several months, claim that Lesufi failed to act on forensic reports detailing misconduct by senior officials. The unit asserts that the implicated officials were suspended between September 2023 and January 2024 but have since been reinstated. Advocate Gerrie Nel, head of the unit, criticised Lesufi's response to the allegations, stating that the premier's actions appear to be an effort to conceal the alleged crimes and protect the implicated officials. Approximately 13 000 years ago. People were fermenting wheat and barley in Israel's Raqefet Cave's. That's according to UK beer journalist and the author of The Meaning of Beer, Jonny Garret, who was one of the keynote speakers at last weekend's BeerEx Africa conference held at the V&A Waterfront's Makers Landing. The opening panel discussion focused on the state of the beer industry in South Africa, followed by a session on brewing lager with dry yeast, sensory training, tips on hops' best-practices and the potential of sorghum in brewing. Some of the conversations centred around how South Africa, a country with a rich history of female brewing, finds itself 90 percent male-led in the beer industry? Why Africa is yet to develop a commercially viable yeast strain for beer production? "The South African beer industry contributes R98 billion to the country's GDP and R74 billion in tax revenue. This industry employs thousands of people, it creates livelihoods and yet it is penalised with sin taxes. These are some of the things we are fighting - the removal of sin taxes - to ensure that this industry can grow," said Beer Association of South Africa (Basa) CEO, Charlene Louw. Of those who drink it is only 10 percent that tend to give beer a bad name. Beer has low levels of alcohol and as an association we encourage responsible drinking. We produce some of the best beers in the world and we are not doing enough to promote this. There are quite a number of economic opportunities that still need to be realised in this industry." What set this conference apart from the rest was the fact that one could literally sit back with a bottle of beer in hand during proceedings as well as sample some of the best beers from around the world. Everyone pulled out their tasting glasses when it was time to sample Pliny the Elder, a double Indian Pale Ale (IPA) brewed by the Russian River Brewing Company in California. It is currently considered the best craft beer in the world and it necessitated that I suspend my self-imposed teetotalism to taste it. Russian River Brewing Company founders Vinnie and Natalie Cilurzo gave an afternoon talk to a room full of brewers, beer lovers and beverage industry experts. It was more a motivational talk on how Vinnie started brewing from as early as 1994, their struggles as a couple in the beer industry and how their popularity suddenly surged in 2010 when they were rated highly on and Beer does not taste great in general. It's bitter and is more of an acquired taste. Much like wine. So, I really did not know what to look out for when tasting Pliny the Elder but what did stand out is that it tasted far lighter than its claimed 8 percent alcohol volume. Upon first kiss it was gentle and gave off citrus and grapefruit notes. Crisp even and lacked that heavy-meal-like rounded taste I've come to associate with craft beers. And this got me thinking about South African beer drinkers and why craft beers aren't as popular in this country. Beyond us being brand-loyalists one tends to find that craft beers can be relatively pricey, aren't readily available in all outlets, vary significantly in terms of taste and many of them aren't associated with easy-drinking. I still find it hard to believe that anyone drinks beer for taste. It's more for effect. Be that as it may, there is potential for growth and space for many more brewers in this country. Romina Delicio, one of the partners of BeerEx Africa, told me that many more beer promotional efforts are underway and there's even a dedicated South African beer route online. Image: Supplied Co-Founder of Cactus Crafts, Willie Hamman, added that producing more flavoured beers can significantly increase as well as change the beer drinker profile in this country. "Craft beer is associated with older pale males in this country. How do we change that? We could start by working on more flavoured beers that can appeal to women and younger people," said Hamman during one of the many expo talks on the ground floor where beverage industry suppliers also did interactive demos, homebrewing workshops, social media competitions, packaging and pouring demos. One of the joys of attending BeerEx Africa is interacting with beer judges and brewers from around the world. There are even brewers, like Harper Brewing Co and the Candy Cane Project, that brew for charity not profit. There was a lot of learning on my part this year.
