Jinggoy pushes for creation of Department of Disaster Resilience
Under Senate Bill 791, Estrada said that the proposed DDR would stand as the principal government body with "sufficiently high level of authority to lead the coordination, monitoring, oversight, and implementation of disaster risk reduction and management efforts' in the country.
The agency is also expected to provide a 'clear operational framework to address the fragmented institutional functions and actions among concerned agencies on climate change and disasters.'
It will also cover all natural and biological hazards, including typhoons, earthquakes, pandemics, volcanic eruptions, and other climate-related threats.
'Given how natural disasters can seriously affect our country's economic progress, it's important for the government to put in place long-term strategies and practical solutions to manage risks and help communities become less vulnerable,' Estrada said in a statement.
Aside from this bill, the senator also included in his priority measures for the 20th Congress the enactment of the Disaster Food Bank and Stockpile Act, which seeks to establish a nationwide network of food banks and relief supplies for quick deployment during calamities and emergencies.
Under Senate Bill 2860, food and non-food items will be prepositioned at strategic areas housed in a calamity-proof and secure warehouse that will be jointly managed by the National Disaster Risk Reduction and Management Council (NDRRMC) and the Department of Social Welfare and Development (DSWD).
The local stockpiles will contain non-perishable food, potable water, medical supplies, first-aid kits, power and light sources, tents, and communication devices.
The bill also requires stored items to have a minimum shelf life of two years, enough supplies to be maintained to support the local population for at least three weeks, and the use of a 'first-in, first-out system' to ensure timely use and replenishment of expiring goods.
'Relief efforts are often delayed because of access issues. These food banks will bring help closer to those who need it most, especially in hard-to-reach and island communities,' Estrada said. —VBL, GMA Integrated News

SONA 2025 protesters slam hurdles to VP Sara Duterte impeachment
Groups on Monday protested against the obstacles to the impeachment trial of Vice President Sara Duterte, saying that President Ferdinand "Bongbong" Marcos Jr. was among those to blame for the delay. Several groups marched along Commonwealth Avenue in Quezon City to call for action from the government as Marcos delivered his fourth State of the Nation Address (SONA). Former ACT Teachers party-list representative France Castro expressed disappointment over the developments in the vice president's impeachment case. 'Sino ang dapat na sisihin kung bakit nagkakaroon ng delay sa pagpapanagot sa impeachment? Si Marcos, ang liderato ng Senado. Dahil inuuna pa ang mga personal na mga posisyon, personal na mga interes laban sa hustisya. Ang Supreme Court, inuna pa ang kapakanan ni Sara Duterte,' she said. 'No bite' For his part, Bayan president Renato Reyes Jr. said that Marcos' SONA was 'all bark but no bite.' 'The tough talk on corruption ignored the most crucial corruption issue today: the impeachment of the Vice President and the abuse of so-called confidential funds. Mr. Marcos had nothing to say about the elephant in the room—the House impeached the Vice President, the Senate stalled the trial and the Supreme Court derailed the trial. How could the president not comment on a matter involving massive corruption, conflict among the different branches of government and the miscarriage of justice? How will we even take his anti-corruption rhetoric seriously?' he said in a statement. The SC's ruling is in relation to the consolidated petition filed by Duterte, lawyer Israelito Torreon, and others seeking to declare the Articles of Impeachment against her as null and void. Supreme Court spokesperson Camille Ting clarified that the high tribunal "is not absolving" Duterte from the charges against her, but added that "any subsequent impeachment complaint" may only be filed starting February 6, 2026. This is a day after the one-year anniversary of House of Representatives impeachment of Duterte, including its endorsement of the fourth complaint that constituted the Articles of Impeachment. The SC decision is immediately executory. However, Ting said the House of Representatives may still file a motion for reconsideration. Religious groups join action Aside from progressive groups, members of the religious sector also joined the rally as they sought accountability from the Marcos administration on various issues. Reverend Carleen Nomorosa, ordained deacon of United Methodist Church, was joined by more than 90 seminarians and pastors. 'Nandito kami dahil naniniwala kami na dapat i-convict si Sara Duterte at dapat singilin si Marcos sa kanyang pananahimik…at sa kanyang hindi pagtugon sa mga hinaing ng taong bayan,' she told reporters. (We are here because we believe that Sara Duterte should be convicted and Marcos should be charged for his his failure to respond to the grievances of the people.) For her part, Sister Shirley Mabunga of Missionaries of Perpetual Help said that joining the protests means being in one with the plight of the masses. 'Bilang isang taong simbahan, nakikiisa kami rito para sa boses ng mga mamayan na humihingi ng katarungan at katotohan dahil sa mga nangyaring issues sa ating bansa, dahil na rin sa mga dinanas na kahirapan ng ating mga kababayan lalo ng mga nakalipas na bagyo,' she told GMA News Online. No mention of online gambling in SONA 2025 a ‘missed opportunity', says senators
Several senators on Monday expressed disappointment that President Ferdinand 'Bongbong' Marcos Jr. failed to mention the government's steps to address the proliferation of online gambling in the country during his fourth State of the Nation Address (SONA). Senate majority leader Joel Villanueva, who is pushing for the total ban of online gambling, lamented how Marcos seemingly sidestepped the issue which 'wreaks havoc on the lives of our people.' 'Nakapanghihinayang lamang na hindi nabanggit ng Pangulo ang kanyang posisyon laban sa salot na dulot ng online gambling. Patuloy po ang panawagan natin–ipagbawal na po ito nang tuluyan. Wala itong naiaambag na mabuti sa ating lipunan,' Villanueva said. (It is unfortunate that the President did not mention his position against the consequences of online gambling. We continue to call for its total ban as it does not contribute anything good to our society.) Senator Risa Hontiveros, meanwhile, said that Marcos not tackling the issue of online gambling in his SONA was a 'missed opportunity.' 'Sayang, walang pagbanggit sa online gambling. 'Yun din 'yung isang hinahinan ko ng resolution recently, containing at least a dozen provisions, kasama na 'yung pag-ban ng koneksyon sa gitna ng mga online gambling platforms at mga e-wallets or super apps,' Hontiveros said in an ambush interview. I filed a resolution about that recently, containing at least a dozen provisions, including banning the connection between online gambling platforms and e-wallets and super apps.) Hontiveros earlier filed a bill seeking to ban online gambling access in e-wallets and super apps. The measure also seeks to bar those aged below 21 from online gambling platforms and prohibits the advertisement of online gambling in public spaces, tri-media, and social media. Senator Alan Peter Cayetano also said his personal wishlist for the SONA was the action against online gambling. 'In the same manner na nag-standing ovation sa POGO, that's one thing na kung may wishlist ako, sana nag-announce ng total ban ng online gaming,' he said in an ambush interview. (In the same manner that there was a standing ovation when he mentioned the POGO ban, I would have wanted it if Marcos announced a total ban on online gaming as well.) Cayetano has filed the Anti-Online Gambling Advertisement Act of 2025, which seeks to ban gambling promotions across all media platforms.
