335 UP Board schools to lose recognition over zero enrollment

These schools will receive notices to explain their situation, and if no valid reasons are provided, their recognition will be withdrawn.
The UP Board had granted recognition to these schools, but they failed to attract students and didn't have any candidates for High School and Intermediate exams. To optimize resource allocation and ensure schools serve their designated areas, the UP Board is revoking recognition.
This process is expected to conclude before the 2026 board exams.
UP Board Secretary Bhagwati Singh said that strict action would be taken according to the rules against these non-functional schools. This move follows a similar effort in Dec 2022, when former secretary Dibyakant Shukla identified 178 schools with zero enrolment and served notices, leading to the cancellation of their recognition.
Additionally, schools where mass cheating was detected during the 10th and 12th board exams may also face revocation of recognition.
The Uttar Pradesh Public Examination (Prevention of Malpractices) Act, 2024, introduced tougher penalties, and the first board exams under this act were conducted in 2025.
In another significant development, the UP Board granted recognition to 32 new unaided secondary schools across the state. Some of these schools have been approved for additional classes and subjects. The UP Board's recognition committee earlier sent proposals for 41 schools, out of which nine were not granted recognition.

This recognition is for the 2027 academic year, and registration for students in these schools has already begun.
Prior to this, 87 unaided schools were granted recognition on June 25, 2025.
Teachers' Union seeks revocation of online attendance rule
A delegation from the Thakurai faction of the Secondary Teachers' Union submitted a memorandum to secretary Bhagwati Singh, demanding the revocation of the recent order regarding online attendance for teachers in UP Board schools. The union, led by state general secretary Lalmani Dwivedi, requested that the order issued on June 30 be rescinded. If the board does not comply, the union will hold a meeting on July 27 to decide the next course of action.
The online attendance mandate has raised concerns among teachers, especially in rural areas where internet connectivity is poor.

AUT alleges ICCs at Periyar University in Salem not composed as per PoSH Act and UGC regulations
The Associations of University Teachers (AUT), Tamil Nadu, alleged that the Internal Complaint Committees (ICCs) in Periyar University were not constituted as per the Sexual Harassment of Women at Workplace (prevention, prohibition, and redressal) Act (PoSH Act) and the University Grants Commission (UGC) regulations. The AUT also claimed ICC was used as a tool to target unpreferred teachers. ICC, a committee mandated by the PoSH Act, should be established within an organisation to address and resolve complaints of sexual harassment in the workplace. Its prime goal is to ensure a safe and respectful working environment, especially for women. The UGC issued guidelines for the composition and constitution of an ICC committee in a university in 2015. As per the guidelines, a presiding officer should be a woman faculty member, not below the rank of professor. Persons in senior administrative positions such as Vice-Chancellor, Registrar, Dean, syndicate member, and head of the departments (HoD) shall not be members of ICCs to ensure the autonomy of their functioning. The AUT alleges these rules are violated brazenly and ICCs are used as a tool to victimise not-so-preferred teachers and employees. The AUT general secretary, K. Raja, said that the first ICC committee at Periyar University was constituted only in July 2018 with T. Poongodi Vijayakumar as the presiding officer. She was the HoD when she assumed the role and was also a syndicate member between 2019 and 2022. As per the rule, this is a serious violation. The second and third ICCs (April 21 and 24, 2022) were headed by T. Periasamy. This was also a violation, as the ICC presiding officer should be female. The fourth committee was headed by R. Parimalavalli (April 28, 2022), an associate professor, which again, is a violation, as a presiding officer should not be below the rank of professor. From July 2022 to May 2025, Ms. Poongodi, once again headed the fifth, sixth, and seventh ICCs as the presiding officer. Except for three months, she has been in the position for the past seven years, while UGC says no one can be a member of the ICC beyond three years. ICC has also not provided the details of complaints received in the last seven years. As per available records, ICC punished two faculty members: K. Premkumar, the then general secretary of the Periyar University Teachers Association (PUTA), and another professor. Mr. Premkumar was suspended and later removed from service. While another professor was awarded a demotion, he got a stay from the court for the issue. Mr. Premkumar is an unpreferred teacher, as he allegedly raised his voice against the Periyar University administration's wrongdoing as PUTA's general secretary. If the ICC is constituted against the UGC regulations and PoSH Act, then how will the reports submitted by these committees be valid? Mr. Raja questioned. Demanding that action taken based on these ICC reports should be revoked, Mr. Raja said the incumbent administration should pay due attention to the conscious violations in the composition and constitution of the ICCs and sensitise the committee by appropriating mandated amendments in accordance with the rules in vogue at the ensuing meeting of the Syndicate, Mr. Raja added. The member of the Periyar University Vice-Chancellor in-charge Committee, R. Subramani, was not available for a comment.

TN IT engineer murder: DMK allies seek law against honour killing
Tiruneveli/Chennai, Jul 29 (PTI) With the alleged honour killing of a Dalit IT engineer in Tamil Nadu sending across shock waves, allies of the ruling DMK on Tuesday demanded a separate legislation to handle such incidents. The victim, 27 year-old Kavin Selvaganesh was hacked to death by a youth, allegedly over an inter-caste relationship near a Siddha facility in the southern Tirunevlei district on Sunday. The victim was employed as an engineer with a software firm in Chennai. Thol Thirumavalavan, VCK chief, an ally of the ruling DMK, demanded legislation to prevent honour killings. 'It is said the woman's parents, who were involved in this gruesome honour killing, have not been arrested. They must be arrested and removed from (police) service," Thirumavalavan said in a statement here. He sought the transfer of the case to a special investigating team for fair probe. 'It is distressing that caste-based honour killings and casteist attacks continue to occur, particularly in the southern districts. We reiterate our demand for the creation of a dedicated intelligence unit in the police department to curb such caste-based atrocities," he said. 'The occurrence of such caste killings in many parts of Tamil Nadu, especially in the southern districts, is a cause for concern. The government contends that the existing criminal laws are sufficient, but the ongoing caste killings underscore the need for a new law," he said in a statement. He also sought appropriate compensation and government jobs for Kavin's family. The suspect, S Surjith, has been arrested on July 28 and remanded. According to a police officer, both Saravanan and Krishnakumari, the parents of the accused, are police sub-inspectors, and they have been placed under suspension following the incident. Senior police officials went to the house of Kavin Selvaganesh to console his parents and provide relief. However, his parents declined to accept the relief and demanded the immediate arrest of the SI couple as justice for their son's murder. A case has been registered against the SI couple and their son Surjith under various sections of BNS and SC/ST (Prevention of Atrocities) Act, police said. Police investigation revealed that on July 27, the victim, Kavin had gone to KTC Nagar to consult the woman, a Siddha physician, about his grandfather's health condition. He was accosted by the woman's brother Surjith who invited him home for a discussion. Trusting him, Kavin went along with him. But enroute, Surjith abruptly stopped his two-wheeler, pulled out a sickle and indiscriminately attacked Kavin, police said. Though Kavin attempted to flee, Surjith overtook him and hacked him to death, police added. Meanwhile, On Tuesday, the relatives of Kavin staged a protest in neighbouring Tuticorin district, demanding justice for him. One of his relatives attempted to immolate himself, but the police present on the spot poured water on him and thwarted the attempt. GST collection has clocked double digit growth in April-June quarter: Minister
New Delhi: The average monthly net GST collection has risen by a robust 10.7 per cent to Rs 1,80,774 crore in the first quarter (April-June) of the current FY 2025-26, compared to the average monthly net GST collection of Rs 1,63,319 crore in the same quarter of the previous year, Minister of State for Finance Pankaj Chaudhary informed the Parliament on Tuesday. A number of measures have been taken by the government on the recommendations of the GST Council for the benefit of the small business sector, the minister said in a written reply to a question in the Rajya Sabha. These steps include exempting small and medium enterprises from the need to obtain GST registration if the persons involved in intra-state taxable supply of goods, if their aggregate turnover in a financial year does not exceed Rs 40 lakh (Rs 20 lakh for certain special category states). Similarly, persons involved in intra-state or inter-state taxable supply of services also need not go for GST registration, if their aggregate turnover in a financial year does not exceed Rs 20 lakh (Rs 10 lakh for certain special category states) The composition levy scheme in GST is an alternative, simple method of levying tax designed for small and medium taxpayers whose turnover is up to the prescribed limit. A uniform rate of tax @1 per cent (0.5 per cent under the CGST Act and 0.5 per cent under the respective SGST Act) is payable on supplies by traders of goods and manufacturers of goods, and 2.5 per cent under each Act for supplies by restaurants. All eligible registered persons with an annual turnover up to Rs 5 crore in the preceding financial year may opt for filing of quarterly returns with monthly payment of tax. The minister further stated that a series of administrative measures, including fiscal and trade policy, have been taken to control inflation and mitigate its impact. These include the augmentation of buffer stocks for essential food items and strategic sales of procured grains in the open market to increase supply and bring down prices. Besides, facilitation of imports and export curbs during periods of short supply, and implementation of stock limits to push more supplies of select commodities into the market are other steps that have been taken by the government to control inflation, the minister added.
