
Party wants to get passenger rail back on track
The party released its shadow budget yesterday ahead of the government's official Budget announcements.
The shadow budget has a strong focus on the environment and curbing emissions, and key to this platform is the restoration of passenger rail across the country.
The document notes that "Aotearoa was once linked up by passenger rail — from Christchurch to Dunedin, and to a myriad of small towns in between".
"On any given day there were at least two passenger rail services to Christchurch from Dunedin.
"Our plan to deliver a passenger rail service between Christchurch and Dunedin assumes leased rail cars from KiwiRail, while a stage one proof of concept is under way and establishment and refurbishment of stations at Rolleston, Timaru, Oamaru and Ashburton."
Under the proposal, one train would run each way per day.
"Once the passenger service has been proven, we would electrify and upgrade the main line from Christchurch to Ashburton to 110kmh, and purchase tilt trains to run the service and speed up travel times."
The Southerner, running between Christchurch and Invercargill via Dunedin, ran successfully from 1970.
In 1993, the rail system was sold privately, before being sold back to the government in a significantly degraded condition, and closed in 2002.
Green Party co-leader Chloe Swarbrick said New Zealand once had regular, affordable train services connecting the country's centres and regions.
"We've done it before, and we can do it again.
"A passenger rail link would be great for students studying in Otago and Canterbury, and once the new Dunedin hospital is up and running, there will need to be a comfortable, accessible mode of transport for patients and whānau travelling there from around the region."
Rail & Maritime Transport Union general secretary Todd Valster said reviving regional rail had a lot of merit, economically and environmentally.
"There are a lot of people, young people nowadays in particular, that don't necessarily own cars and would like public transport options."
The Green Party's shadow budget costs the project's operating expenditure at $16.89 million over its first four years, generating revenue of about $14.19m.
Upgrading the stations would cost about $20m, buying the new trains about $90m and upgrading the lines about $300m over four years.

Education Minister Erica Stanford will field questions from the site of her old high school following the Government's decision to radically overhaul New Zealand's main secondary school qualification. The press conference at Auckland's Rangitoto College will be live-streamed from the top of this article around 11.30am. Yesterday, the Government announced the decades-old NCEA scheme would be abolished completely and replaced with two new qualifications at Year 12 and 13. Under the new system, Year 11 students will face what is being called a 'Foundational Skills Award' with a focus on literacy and numeracy. English and mathematics will be required subjects for students at this year level. Year 12 and 13 students will seek to attain the New Zealand Certificate of Education (NZCE) and the New Zealand Advanced Certificate of Education (NZACE) respectively. Under the proposal, students currently doing NCEA continue. Students who are Year 8 today will be the first affected by the changes which begin in 2028. Students would do a mix of internal and external exams that add up to a mark out of 100, replacing the current achieved, merit and excellence rankings. That figure aligns to a letter grade such as A, B or C. For example, a student who received 85/100 in English would get an A while 50/100 in History would get them a C. Opposing political parties have been critical, saying the Government is rushing through the radical changes. Labour's education spokeswoman, Willow-Jean Prime, said 'rushing changes through now for political expediency isn't the answer'. She said schools and parents told her they were concerned about 'how hasty' the proposed changes were. 'Previous rushed overhauls have led to students being the guinea pigs for failed change – like national standards – so we must get this right." The Green Party's education spokesman, Lawrence Xu-Nan, said NCEA was not perfect but it recognised learning took place in different ways. 'Today's announcement is another classic case of the Government favouring one-size-fits-all approaches. Our education system is too important to be reduced to a single, rigid framework that will leave many behind. 'We haven't seen any clear case for the scrapping of NCEA - the Government has not made it. We remain entirely unconvinced this is what our school system needs. In fact, it risks throwing the baby out with the bathwater.'

We have a clear vision that is outlined by the action plans we have released in the past months, including our Green Emissions Reduction Plan, He Ara Anamata, as well as our Green Budget 2025 and Fiscal Strategy. We know that the status quo is not working, the truth is that it hasn't worked for a long time. In the 1980s and 1990s, many reforms saw public assets that had been built up over generations sold into private hands, like our rail network, some social housing, and some electricity generation. There was a mistaken belief that cutting public investment and jobs would make us better off as a country. Thirty-five years on, we can clearly say that approach has not worked for most of the country. Cutting down the responsibility of the state has increased inequality, which may suit the super-rich, but certainly doesn't benefit the rest of our society. Housing scarcity and unaffordability allow a gentry of landlords to exploit desperate renters without a foot to stand on. Handing the reins of our economy over to the private sector and moulding our laws around their preference makes it easy for corporates to exploit underpaid workers and our natural resources. Our people, and the planet we depend upon, pay the price. The 'privatise the benefits, socialise the cost' approach isn't fair, and it isn't working. It's time to be bold and brave. We can invest in the public infrastructure we need ourselves, rather than making ourselves dependent on the goodwill of private international financiers, who will be looking for returns. New Zealanders can be in control of our economy, our jobs and our future. We can take control of our destiny and build what we need while creating thousands of good jobs. Julie Anna Genter Over the past months, we have been across the country and have seen the harm private companies have done to communities by coming in, promising the world, and then upping sticks once the profits have dried up, leaving people without livelihoods and much hope. In the last year alone, we have seen this from the West Coast of the South Island, to Ohakune, to Tokoroa. It was the stories we heard from these communities that encouraged our Green Jobs Guarantee. This plan will create at least 40,000 jobs across Aotearoa to rebuild our infrastructure, restore nature and build the homes we so desperately need. These jobs will form the foundations of an economy that works for all of us and a society that leaves nobody behind. Before politicians took their hands off the wheel of the economy 40 years ago and sold off the assets we all used to own, we had a Ministry of Works. Our plan for a Ministry of Green Works builds on that proud tradition but is future-fit for the climate transition. With our future-focused workforce agency, Mahi Anamata, we will be able to plan for the skills we need. This will allow us to prioritise resources to the areas we need rather than allowing the private sector to dictate our job market on their terms. We have so many opportunities at our fingertips. Energy efficiency is a boon for productivity. The steps we need to take in transportation and urban development to reduce congestion will also reduce emissions, deaths and serious injuries, and petrol bills – by reducing the need to use private vehicles. We can take pressure off our hospitals and people's power bills with healthy homes, wind and solar, and walkable communities. A better world is possible. The only thing holding us back is this Government, which is firmly stuck in the past and beholden to the interests of a wealthy few. KiwiRail's bold electrification plan is crucial for NZ's future
Being able to accurately forecast and meet the needs of growing and changing populations and transport movements is essential to economic growth. KiwiRail's trains and ferries move 17 million tonnes of freight each year - and we know this can - and needs to - grow. It makes sense – for the economy, for the environment and for our customers across the national supply chain. New Zealand's population is growing – we need more options for moving people around too. Sustainable options that take cars off roads, offer faster journeys and allow people to choose rail as the most convenient choice. Avondale to Southdown – the missing limb in Auckland's rail network Designated for rail since the 1940s, KiwiRail owns land that forms a corridor running from Avondale to Southdown (near Onehunga) in Auckland. This has always been earmarked for the development of both passenger and freight rail. This new east-west cross-isthmus link would deliver vast benefits for rail passengers and local communities – as wide-ranging as increased property values, improvements in accessibility and connectivity, not only opening up new rail routes but integrating with North/South bus routes too. Improved productivity and efficiency would stimulate economic growth, as would residential and commercial property development around the new stations and along the rail corridor. Building a new route for freight and passenger rail here unlocks a bottleneck at the converging Western, Southern and Eastern Lines. It allows freight services to bypass the inner-city network – reducing congestion, improving efficiency for freight and logistics supply chains and supporting economic growth in and beyond Auckland. For passengers, there would be enhanced accessibility and travel times, connecting communities across the isthmus – new routes into the city centre and further amplifying the faster, more frequent journeys benefits that will be unlocked by the City Rail Link. KiwiRail's Avondale to Southdown corridor. In developing the corridor, there is a real opportunity for private investment to help deliver the rail infrastructure, supported by housing and commercial urban development. This co-development would help to fund the infrastructure and more broadly create economic growth - all benefiting Auckland and neighbouring regions. The national rationale for this new infrastructure becomes all the more persuasive when you factor in the proposed increased freight movements from Northport via the Marsden Point Branch Line, which is currently under investment consideration. Golden Triangle Electrification Also crucial to this big picture of growth for rail is the proposed Golden Triangle Electrification project. This involves electrifying the busiest part of the rail network (outside the metros) between Tauranga, Hamilton and Auckland to bring significant benefits to NZ Inc. Rail is already an energy-efficient and low-carbon mode of transport, with KiwiRail carrying 25% of New Zealand's export products. The proposed investment in electrification will help us respond to the growing customer demand for a net zero carbon freight option in the supply chain. Listening to our customers' needs and helping them to meet their decarbonisation targets is a key priority for KiwiRail and it will support New Zealand's exports in remaining attractive to overseas countries by enabling carbon tariffs to be minimised. Electrifying the Golden Triangle rail network will make a significant contribution towards New Zealand meeting carbon emission reduction commitments. This project would help reduce rail emissions by 45% by 2035 in the Golden Triangle and 95% by 2050 (compared to 2019 levels). Our strategy to electrify the Golden Triangle rail network is consistent with the Government Policy Statement for land transport to invest in the busiest part of the transport network to support economic growth. And it's not just about freight - it includes a scenario for extending electric overhead wires for passenger rail south of Pukekohe to Te Rapa. Being able to run electric trains south of the Bombay Hills would cater for the large population growth occurring as housing intensification takes place in these areas. This would provide a sustainable transport option and reduce traffic congestion for the 130,000 more people who are expected to move there in the next three decades. Peter Reidy, CEO KiwiRail. To help grow the economy, plus provide an efficient and certain decarbonised transport option, it is vital there is an environment that fosters long-term, sustained investment and policy to unlock transformational rail infrastructure development as part of the national land transport system. Each of the projects mentioned could work alone, but the benefits would be even greater if they are assessed, delivered and co-ordinated through a transport system lens rather than a road versus rail analysis. It's big-picture transport demand thinking that New Zealand needs right now as we battle the only too visible impacts of population increases and climate change - we need to take meaningful action to address this. Bold decisive moves to ensure long-term sustainable futures are needed and working together as an integrated supply chain system with customers, communities and agencies will accelerate options to address the challenges we face.
