The Portfolio Committee on Correctional Services yesterday received a briefing from the Department of Correctional Services (DCS) on its Learnership programme selection process, targets and progress achieved to date.
The committee heard that the current developmental programme for the training of entry-level correctional officers is the Corrections Services Learnership programme. Its main aim is to assist with youth employment and empowerment, and it also serves as a pool from which entry-level appointments are made.
Committee Chairperson Ms Kgomotso Anthea Ramolobeng said the committee is aware that there was an intake in 2021 and some were supposed to be absorbed into the system. 'The previous committee received a briefing and certain commitments were made. We would like an update on those commitments,' said Ms Ramolobeng.
Recruitment of the 6 192 learner positions entails the appointment of 50% of applicants with a Grade 12, a National Certificate in Vocational Studies or a Further Education and Training Certificate. The remaining 50% comprises a focused recruitment of those who have DCS-related qualifications, with preference given to those with qualifications in Corrections, Penology and Criminology and those with qualifications/skills that will support the implementation of the Self-Sufficiency and Sustainability Strategy. The DCS received over 1.2 million applications.
The committee heard that the DCS programme can accommodate an intake of 1 032 learners at two training colleges: Kroonstad (with a capacity of 540) and Zonderwater Training College (with a capacity of 492). The programme runs for 12 months – 16 weeks of theoretical training at the colleges and the rest of the period constitutes experiential learning at the correctional centres.
Learners who have successfully completed the Learnership will be considered for permanent employment in the department as correctional officials. Group 1 will commence on 1 April 2025 subject to the completion of all personal suitability checks.
Thus far, the selection process has gone well at all centres, except for the score/result sheets for physical fitness assessments, which were tampered with at Kgosi Mampuru II Management Area in Gauteng. The Regional Commissioner has referred the matter to the Inspectorate for Investigation. The assessments were repeated at the beginning of March.
Ms Ramoboleng said: 'The department needs to ensure that the first group of learners into the programme are those that meet the criteria and are without any questionable suitability issues to ensure credibility of the programme. Strict measures must be applied, such as vetting of applicants, to prevent nepotism, as alleged in the past. The committee received several complaints regarding the recruitment and appointment process into the programme previously,' she highlighted.
The committee also heard that in the interests of achieving a reformed, integrated and modern criminal justice system (CJS), the department intends increasing its capacity by employing 12 950 correctional officers by 2030. In order to achieve this target, the DCS will have to train 3 000 learners per annum. However, this staff increase depends on the DCS's funding levels.
The committee wished the DCS well for the start of the 2025 Leadership programme in April. 'The intake will assist in dealing with the ratio of inmates versus officials, as the current ratio in some centres is concerning and might compromise security in some instances,' said Ms Ramolobeng.
'We resolved to visit to two training facilities in order to allow [the committee] to see the conditions of the facility and assess the training provided to the learners, including the learning material. Furthermore, the committee wants a detailed breakdown on the dropout rate from the programme over the years, a report on the investigation into allegations of tampering with fitness results and nepotism in the Eastern Cape, Free State and Gauteng Region and subsequent consequence management to be implemented,' emphasised Ms Ramolobeng.

The Justice, Crime Prevention and Security (JCPS) Cluster Ministers and senior officials convened a special sitting on Monday, 14 April 2025, under the leadership of Cluster Co-Chairs, Minister Mmamoloko Kubayi of the Department of Justice and Constitutional Development and Minister of Police, Senzo Mchunu. This urgent meeting was convened in response to the alarming surge in Gender-Based Violence and Femicide (GBVF) incidents across the country. It culminated in the adoption of a 90-day acceleration programme to intensify the national response and fast-track the implementation of the National Strategic Plan on GBVF. Recognising the gravity of the crisis, the Cluster resolved to revitalise and urgently reconstitute the Inter-Ministerial Committee (IMC) on GBVF, with a formal request to the President for its re-establishment under the 7th Administration. The IMC's inaugural meeting is scheduled to take place within two weeks. It will serve as the central coordinating mechanism to expedite government interventions, resolve systemic bottlenecks, and ensure measurable progress. A dedicated GBVF Priority Committee will also be established within the National Joint Operational and Intelligence Structure (NATJOINTS), co-chaired by the Departments of Social Development and Women, Youth and Persons with Disabilities. This structure aims to improve the coordination of frontline security and protection interventions. Acknowledging the inadequacy of relying solely on the national government for local-level interventions, the Cluster directed the revitalisation of JCPS structures across all provinces. Provincial JCPS Committees, comprising security cluster executives and senior officials, will be established to drive targeted and localised implementation of GBVF interventions. The Cluster further directed the activation of government machinery at the grassroots level, with a strong emphasis on community mobilisation and the involvement of local structures in the fight against GBVF. To address inefficiencies within the criminal justice value chain, a team of senior officials has been tasked with aligning police, prosecutorial, and correctional services systems to eliminate delays in GBVF case processing. Departments have also been instructed to identify critical institutional gaps and propose actionable, time-bound measures. The meeting mandated the consolidation of GBVF-related statistics across the JCPS value chain, from arrest, prosecution, conviction to incarceration, into a single integrated report. This report, along with each department's intervention points, will be submitted to the IMC. The Government Communication and Information System (GCIS) has been instructed to coordinate a national webinar on GBVF, led by government experts, and to deliver targeted communication training to officials. The training will focus on ensuring message alignment and professional public engagement. The Cluster also resolved to prioritise the accelerated rollout of Thuthuzela Care Centres across all provinces to provide holistic, survivor-centred support services. The Department of Justice and Constitutional Development was specifically tasked with urgently addressing the repair and maintenance of SOS systems in court facilities. This is aimed at enhancing safety for survivors and witnesses, especially minors, and ensuring the prevention of secondary victimisation. Further, the meeting underscored the need to rebuild the social fabric of society, particularly the family unit, as a foundational step in the long-term prevention of GBVF. Departments were directed to develop results-driven action plans with clear timelines, defined target communities, and measurable outcomes. To strengthen the National Council on GBVF, departments will propose sustainable funding models and nominate board members at Deputy Director-General level or higher to reinforce institutional capacity. The meeting further resolved to intensify training across the Cluster on the revised legislation, regulations, and guidelines for handling GBVF cases. In addition, concern was raised about the growing number of children arrested for sexual offences, prompting a directive for NATJOINTS to develop an appropriate and urgent response to this emerging crisis. Importantly, the Cluster affirmed the need to reclaim the national narrative on GBVF and broader security matters, ensuring that government, not external actors, leads public discourse on these issues. This 90-day blitz marks not only a declaration of intent but the beginning of a coordinated, government-wide campaign to end GBVF. Implementation began immediately following the meeting, and the Co-Chairs emphasised that incremental change is no longer sufficient. Government enters this period with full force, calling on every organ of state and sector of society to play an active, decisive role in eradicating GBVF. All allegations against BE Club co-founders Moyn and Monir Islam related to the OneCoin fraud have been fully withdrawn by claimants in the UK High Court (Case: CL-2024-000213), without financial settlement. The resolution, made public on January 25, 2025, came after the Islam brothers presented evidence demonstrating the allegations were unfounded. Notably, the case concluded without any financial settlement from the brothers to the claimants. Instead, the claimants have agreed to contribute toward the legal expenses incurred by the Islams during their defense. This revealed that the brothers were small-scale investors who lost money in the OneCoin scheme – they did not make money from the scheme. They held no leadership positions within OneCoin's structure, and attempted to warn others once they became suspicious of the operation. "For years, misinformation surrounding OneCoin has affected my reputation, including allegations of dishonesty, fraud, and fleeing the UK. This resolution shows we have been telling the truth. We've been unfairly targeted, and this is a vital step in setting the record straight," said Moyn Islam. The brothers' subsequent ventures, including Melius, which later became BE Club, have been mischaracterized due to baseless connections to OneCoin. Critics have also falsely asserted that Moyn and Monir Islam fled to Dubai after the collapse of the scheme, when their relocation was a deliberate business decision that occurred progressively over several years. Jennifer McAdam, representing the claimant group's steering committee, has issued official statements across social media confirming the withdrawal of all claims. The resolution includes the lifting of a previously imposed worldwide freezing order and establishes a binding agreement preventing any future OneCoin-related claims against the brothers.
