Planning Ministry signs agreement with over 10 business associations to expand private sector support

Cairo – June 16, 2025: During the 'Development Finance to Foster Private Sector-Led Growth & Jobs' conference, which took place under the patronage and attendance of Prime Minister Mostafa Madbouly, the Ministry of Planning, Economic Development, and International Cooperation established a major partnership with a wide range of prominent business associations and chambers of commerce.
The agreement seeks to expand the availability and effectiveness of both financial and non-financial services for private sector enterprises across all governorates in Egypt.
This includes enterprises of all sizes—from large corporations to micro-enterprises and startups—who will benefit from the direct and indirect mechanisms provided through the 'Hafiz' platform. These efforts will be coordinated via the Federation of Industries, business associations, the Federation of Chambers of Commerce, and their local branches.
Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, signed the agreement alongside representatives from the Federation of Egyptian Industries, the Federation of Egyptian Chambers of Commerce, the Confederation of Egyptian European Business Associations (CEEBA), the Egyptian-British Chamber of Commerce, the Egyptian-African Businessmen's Association, the Canadian Chamber of Commerce in Egypt, the Egyptian-Japanese Business Council, the Swiss-Egyptian Business Association, the British Egyptian Business Association, the Egyptian Businessmen's Association, the Egyptian Junior Business Association, and the Italian Chamber of Commerce in Egypt.
In her remarks, Rania Al-Mashat emphasized the Ministry's commitment to Egypt's sustainable economic development strategies and alignment with 'Egypt Vision 2030.' She highlighted the importance of fostering partnerships between public and private sectors and activating the role of the Private Sector Participation Unit to integrate private sector efforts within national development priorities, especially focusing on improving the business environment, supporting SMEs, and encouraging sectoral integration.
Al-Mashat also explained that the Ministry is working to increase the private sector's utilization of the Hub for Advisory, Finance & Investment for Enterprises platform. The platform offers a range of services and financing options, and the Ministry facilitates easier access for chamber member companies. Ongoing meetings organized by the Ministry through the Private Sector Participation Unit aim to strengthen communication with international development partners and the business community.
The Hub was launched by the Ministry as an innovative digital tool to empower the private sector by simplifying access to development financing and technical services. It connects development partners, government bodies, implementing agencies, and businesses of all scales, including SMEs, micro enterprises, and startups. The platform serves as a strategic mechanism to support economic diplomacy and mobilize funds for sustainable development.
Since its launch in December 2023, the Hub has expanded its offerings from 62 to over 90 financial and technical support services, provided by 44 bilateral and multilateral development partners. Nearly 18,000 users from the private sector and entrepreneurship community have engaged with the platform.
Its database features over 700 companies that have accessed support services, along with more than 1,000 tenders and development initiatives funded by partners in Egypt and over 80 other countries, providing opportunities for growth and access to wider markets.

CAIRO – 16 June 2025: Egyptian Prime Minister Mostafa Madbouly has issued a directive to establish a high-level "Crisis Committee" tasked with monitoring the repercussions of the ongoing military escalation between Iran and Israel and preparing for potential impacts across multiple sectors. Cabinet Spokesperson Counselor Mohamed El-Homossany stated that the committee will be chaired by the Prime Minister and will include key officials such as the Governor of the Central Bank and the Ministers of Industry, Planning and Economic Development, International Cooperation, Electricity and Renewable Energy, Finance, Supply and Internal Trade, and Petroleum and Mineral Resources. Representatives from the Ministries of Defense, Interior, and Foreign Affairs, along with members of the General Intelligence Service and the Administrative Control Authority, will also participate. El-Homossany added that Prime Minister Madbouly will hold regular meetings with the committee and is currently intensifying consultations with various advisory bodies to assess the evolving situation and its potential impact on the Egyptian economy, energy sector, food security, and national security. For the fourth day in a raw, Iran and Israel have exchanged the launch of missiles and drones, killing dozens and injuring hundreds in both countries, besides bombing vital nuclear and scientific facilities. Iran said that most of the killed people are women and children, in addition to several nuclear scientists and military leaders.

Minister of Petroleum and Mineral Resources Karim Badawi met with Ahmed El Sewedy, CEO and Managing Director of Elsewedy Electric, to discuss avenues for expanding joint cooperation in the fields of petroleum, mineral resources, petrochemicals, and green energy. During the meeting, Badawi presented the six foundational pillars of the Ministry's strategic plan, highlighting extensive investment opportunities within Egypt's petroleum sector and its rapidly developing mining industry. He emphasised the significance of transforming the Egyptian Mineral Resources Authority into the 'Mineral Resources and Mining Industries Authority'—a newly established economic body that is expected to enhance the Authority's operational efficiency, foster better alignment with government and investor interests, and attract both foreign and local investment into the mining sector. This transformation, he noted, is a major step towards positioning Egypt as a regional hub for value-added mining activities. By tapping into both domestic mineral wealth and raw materials imported from African nations, Egypt aims to establish complementary industries that create added value across the supply chain. Badawi also reaffirmed the Ministry's commitment to encouraging private sector involvement across these key sectors, stressing the mutual benefits for the state and investors alike. Ahmed El Sewedy, for his part, reiterated the group's strong interest in investing in mineral resources such as phosphate and kaolin, particularly through the development of downstream industries that enhance the value of these materials. He highlighted Elsewedy Group's broad international presence, with operations in more than 40 countries, and affirmed the company's intention to expand its footprint in Egypt through investments in mining, green energy, petroleum exploration services, and petrochemical industries. The meeting was also attended by senior officials, including Samir Raslan, Undersecretary of the Ministry for Exploration and Agreements; Yasser Ramadan, Chairman of the Egyptian Mineral Resources Authority (EMRA); and Mohamed Radwan, Director of the Egypt Upstream Gateway and Vice President for Agreements and Exploration at Ganoub El Wadi Holding Company for Petroleum.

CAIRO, June 16 (MENA) - Prime Minister Mostafa Madbouly chaired a meeting Monday to follow up on the plans of the Arab Company for Hotel and Tourism Investments (ICON) to develop and manage seven historic hotels in Egypt. The hotels were previously offered as part of the government's initial public offerings (IPOs) program. The meeting was attended by Minister of Tourism and Antiquities Sherif Fathy, Minister of Public Business Sector Mohamed Shimi, Minister of Investment and Foreign Trade Hassan El-Khatib, and Talaat Mostafa Group CEO and Managing Director Hisham Talaat. The premier said the meeting aimed to review the progress of development plans for these historically significant hotels, which hold great cultural value and strong marketing potential. The initiative aligns with the goals of the State Ownership Policy Document, which seeks to maximize returns from tourism assets through partnerships with the private sector, contributing to the modernization and operational efficiency of these hotels, while attracting more guests and tourists, he added. Cabinet Spokesperson Mohamed el Homsany said the meeting included a presentation by ICON on the development of seven iconic hotels located in Cairo, Alexandria, Aswan and Luxor, including Steigenberger Cecil Alexandria, Cataract Aswan, Mövenpick Aswan, Sofitel Winter Palace Luxor, Steigenberger El Tahrir, Marriott Mena House, and Marriott Omar Khayyam Zamalek. ICON acquired a stake in these hotels through a deal announced in December 2023. The spokesperson added that discussions touched on ongoing work to renovate and upgrade these historic hotels under a restoration plan preserving their architectural and cultural identity to boost their tourism value and appeal to a wider range of international visitors, along with enhanced regional and global marketing efforts.
