Thunder Bay city administration proposes two hours of free on-street parking

Thunder Bay City Administration is hoping to learn more about parking trends in the city by enticing drivers with two hours of free parking.
A report going to council on Monday states that since the implementation of the Parking Authority Financial Plan, overall use of the city's parking system has increased. However, there is "significant unused capacity."
And the city is unclear as to why, exactly, that is the case.
"Given the many factors that have influenced parking in recent years – including the COVID-19 pandemic, revitalization projects, shifts in consumer habits, and rate increases – it is unclear what is driving current usage patterns."
The report notes that council approved the parking financial plan on Jan. 22, 2024. The plan made several significant changes to parking in the city, including:
Increased rates.
The introduction of paid parking at the Marina, and on Saturdays.
Expanded hours of parking enforcement.
The closure of under-utilized lots.
The changes, the report states, were met with "significant community resistance," which led to some rollbacks, including the reversal of expanded enforcement hours.
"In light of increasing community concern, Administration committed to bring an update to City Council by January 2026," the report states. "Based on the data collected to date, as well as concern from the business community and residents, Administration has accelerated its review of paid parking and is presenting a strategic shift in approach."
Keri Greaves, city treasurer and commissioner of corporate services, said the financial plan was focused on making the city's parking system pay for itself.
"While financial sustainability is still important, we also need to understand why we have paid parking, and that's to encourage turnover in high demand areas to facilitate access," he said. "That high demand isn't there, so we have a bit of misalignment between the increased parking fees, and not a strong demand to warrant that."
Ideally, the report states, there would be about 10 to 20 per cent vacancy in on-street parking areas at any given time. For example, in a typical block with 10 parking spaces, one or two should always be available.
"This level of availability ensures that drivers can find parking without excessive circling, reducing congestion, frustration, and greenhouse gas emissions," the report states.
However, data collected to date shows that the opposite is happening, with an on-street parking utilization rate of 10 per cent or less. The data only applies to people using the app or a pay machine; people paying for parking with coins at a meter aren't included.
The suggested free parking plan would involve several steps before being approved by council and would not likely be debated before the end of the month.
If the suggestion is eventually approved by city council, Greaves said drivers would still need to use the city's parking app, or the parking pay machines, even though the first two hours of parking would be free.
That, Greaves said, is important if the city is to get the needed parking data.
"It's really important that the data is there because going forward, the data is going to ... drive the recommendations," he said. If a person can't use the app, or a pay machine is unavailable, parking enforcement officers would manually track vehicles to enforce the complimentary parking timelines, the report states.
Drivers can pay for an extra two hours' of on-street parking after the free two hours expires; anyone needing to park for longer than four hours, however, would need to do so in a pay-metered parking lot, or a city parkade, the report states.
If approved by council, the complimentary two hours of on-street parking would be in effect until the end of 2027.
Maelyn Hurley, founder of Goods and Co. Market in the city's north core, said she's in favour of the city offering two hours of free parking.
"That would be huge," she said. "I know that every business down here would light up if they heard that news."
"It definitely just would be so helpful for people being able to just take that out of their minds, that they don't have to worry about it coming down here, especially because a lot of our businesses are kind of like, you park, you run in, you grab what you need and you go."
"It really gives that time for people to not have to stress about getting a $30, $40 ticket while they're going into support local."
Hurley noted that the past few years have been challenging for north core businesses.
"It was already a challenging time after COVID for businesses down here," she said. "Rolling out parking enforcement at that time was just an added layer to the many challenges we were already going through."
"Couple that with all the construction happening downtown for the last three summers, it's incredibly hard for businesses down here."
Kara Pratt, executive director of the Waterfront District BIA, said she welcomes the idea of the administration reevaluating the parking system and offering two hours free.
"I think we'll bring more people down and also have people stay a little longer," she said.
"This might actually encourage some more of the restaurants to open up over lunch because people will come down during that time."
The city is also proposing four hours of free parking at the marina, with an option to purchase four more hours after that expires. Greaves said if that change is implemented, it would be in perpetuity.

WASHINGTON — U.S. President Donald Trump on Friday signed an executive order paving the way for a Nippon Steel investment in U.S. Steel, so long as the Japanese company complies with a 'national security agreement' submitted by the federal government. Trump's order didn't detail the terms of the national security agreement. But U.S. Steel and Nippon Steel said in a joint statement that the agreement stipulates that approximately US$11 billion in new investments will be made by 2028 and includes giving the U.S. government a 'golden share' — essentially veto power to ensure the country's national security interests are protected. 'We thank President Trump and his Administration for their bold leadership and strong support for our historic partnership,' the two companies said. 'This partnership will bring a massive investment that will support our communities and families for generations to come. We look forward to putting our commitments into action to make American steelmaking and manufacturing great again.' The companies have completed a U.S. Department of Justice review and received all necessary regulatory approvals, the statement said. 'The partnership is expected to be finalized promptly,' the statement said. The companies offered few details on how the golden share would work and what investments would be made. Trump said Thursday that he would as president have 'total control' of what U.S. Steel did as part of the investment. Trump said then that the deal would preserve '51 per cent ownership by Americans.' The Japan-based steelmaker had been offering nearly $15 billion to purchase the Pittsburgh-based U.S. Steel in a merger that had been delayed on national security concerns starting during Joe Biden's presidency. Trump opposed the purchase while campaigning for the White House, yet he expressed optimism in working out an arrangement once in office. 'We have a golden share, which I control,' said Trump, although it was unclear what he meant by suggesting that the federal government would determine what U.S. Steel does as a company. Trump added that he was 'a little concerned' about what presidents other than him would do with their golden share, 'but that gives you total control.' Still, Nippon Steel has never said it was backing off its bid to buy and control U.S. Steel as a wholly owned subsidiary. The proposed merger had been under review by the Committee on Foreign Investment in the United States, or CFIUS, during the Trump and Biden administrations. The order signed Friday by Trump said the CFIUS review provided 'credible evidence' that Nippon Steel 'might take action that threatens to impair the national security of the United States,' but such risks might be 'adequately mitigated' by approving the proposed national security agreement. The order doesn't detail the perceived national security risk and only provides a timeline for the national security agreement. The White House declined to provide details on the terms of the agreement. The order said the draft agreement was submitted to U.S. Steel and Nippon Steel on Friday. The Canada Revenue Agency (CRA) says it has resolved an issue that prevented people from seeing how much contribution room they had left in their tax-free savings accounts (TFSAs). That information first became unavailable on April 17. CRA spokesperson Charles Drouin told CBC News in an email that the federal agency introduced a new data validation process this year to ensure that tax information submitted to them is accurate. "Upfront validations now advise these filers of errors with their information return submission in real-time and prevent the submission of invalid returns," Drouin wrote. He said the new system would ultimately improve the quality of the data the Canada Revenue Agency receives and allow for any errors to be corrected faster. But he added that "stricter validations and new processes caused delays in receiving and processing the information returns. As a result, there have been delays in processing TFSA annual information returns this year." Each year, Canadians 18 or older get more contribution room in their tax-free savings accounts, which shield investments from taxes. In 2025, for example, the new contribution limit was $7,000. If someone was 18 in 2009 – the year the the savings accounts were introduced – has lived in Canada since then and never contributed to their TFSA, their total contribution limit would be $102,000 as of Jan. 1, 2025. If someone didn't properly track their contributions over the years, though, they could risk going over their limit, which comes with a one per cent interest penalty per month for those funds over the limit. The CRA website notes that posted contribution limits do not take into account any contributions to the TFSA made since Jan. 1, 2025.

Hotel rooms in Calgary and the Bow Valley are filling up as delegates, journalists and security personnel arrive for the G7 in Kananaskis, which starts Sunday. The summit could generate around $240 million for Alberta's economy, according to the Calgary Chamber of Commerce, with a long-term boost to tourism expected as potential visitors around the world get a look at the area's natural beauty. But the costs of hosting a summit are massive, and all costs are covered by the host country. The last time Kananaskis hosted the summit, its price tag was estimated at $300 million. Canada last hosted the summit in La Malbaie, Que., in 2018, when it budgeted $600 million. "When we talk about economic benefits, we have to talk about economic costs as well," said Frédéric Dimanche, a professor in the department of hospitality and tourism management at Toronto Metropolitan University, on CBC Calgary's The Homestretch Thursday. Dimanche said Kananaskis and the surrounding area already attracts visitors from around the world, and he's not sure this year's summit will provide the long-lasting boost some are expecting. "Does anyone remember when the last G7 took place and where it took place?" he said. "We have to be very careful when we say that having an event like this is going to lead to a big increase in visitation." Some tourism executives who worked on past summits said there are benefits, but puzzling out the long-term impacts isn't straightforward. 'Difficult to calculate' economic impact in Charlevoix, Que. Hosting the 2018 G7 made Charlevoix, Que., "more visible" on the international stage, according to the general manager of Tourism Charlevoix, Mitchell Dion. "At one point you have everybody in the world watching this event," he said. "It was a way for us to connect with media [outlets] and organize press tours, media tours of the region, to talk, yes, about the political event, but also about the region." But the community has not been able to quantify the economic benefits of that exposure, Dion added. "It's really difficult to calculate even years after. But of course there [were] really some short-term impacts." Lodging tax revenue increased due to the summit, and Dion said Charlevoix locals also benefited from improvements to infrastructure — such as roads and cell towers. Cornwall, U.K., saw benefits, no huge tourism boom Malcolm Bell was the chief executive of Visit Cornwall when the coastal English county hosted the summit in 2021. He said the attention surrounding the summit didn't spark a massive tourism boom, but added it did allow the area to show off its natural beauty. "We were able to expose the [world] and journalists to the sort of natural cliffs and sandy beaches," said Bell. "We had this sort of worldwide coverage that there was this beautiful place ... called Cornwall." Bell added if Cornwall had to pay for the kind of publicity it received from hosting the G7, it would have cost about $111 million Cdn. After the summit, more travel companies from the U.S., Canada, Germany and Italy added Cornwall to their U.K. tour itineraries, he said, especially those designed to accommodate tourists who've already visited the U.K. and seen the famous attractions. "That's been the big growth area," said Bell. "We got a lot more Italians, lot more Canadians." He recommends summit hosts snap plenty of photos of world leaders in front of iconic landmarks and use them to inspire tourists to follow in their footsteps. Canmore, Kananaskis hoping to attract overseas visitors Tourism Canmore Kananaskis aims to use the summit to improve the area's "brand recognition" around the world. "We are working very hard to attract more international visitors, especially from the United States, the U.K., Germany and France," said CEO Rachel Ludwig. "We know that they are staying longer and spending more money. Having that news coverage about the area, hopefully, we'll get that additional boost for years to come." Hotels in Canmore and Kananaskis were on average 74 per cent full in 2024 — up 11 per cent from 2019 levels — according to Tourism Canmore Kananaskis' 2025 business plan. But with new accommodation options expected to open in the coming years, Ludwig said the region will have the space to welcome more visitors. "There's a lot of short-term vacation inventory that will come online in the next few years. So we're definitely ready to grow," she said.
