
‘Sim farms', high heels, zombie knives: what scammers buy with the money they steal
On a shelf between Alexander McQueen shoes, Louis Vuitton handbags and Versace heels in the police evidence room are an 18-inch machete and a serrated zombie knife. Alongside the expensive fashions bought with the proceeds of serious fraud are the tools needed to achieve it, says DCI Paul Curtis.
'These are serious offenders and for whatever reason they felt the need to have these to protect themselves,' he says. Among the other tools are 'Sim farms' bought on the dark web, which scammers use to send out numerous text messages at once; stacks of laptops; and mobile phones and payment card readers.
The tools and spoils of crime have come from raids headed by the Dedicated Card and Payment Crime Unit (DCPCU), whose offices the Observer visited this month. Tasked with uncovering payment fraud across the country and charging the perpetrators, this group of officers from the City of London and Metropolitan police forces are at the forefront of the battle against fraud.
Some of their most recent successes involved scammers who pretended to be bank officials and police officers to defraud people, and a Chinese man who drove around the West End of London sending masses of fake text messages from a machine in his car.
The National Crime Agency (NCA) estimates that 40% of crime is fraud-related; it puts the amount lost every year in the billions. Uncovering the criminals behind payment fraud is an uphill struggle.
The problems are numerous: criminals are often based abroad and take advantage of constant advances in technology to dupe victims. But one difficulty is simple and prevalent, which is that people are so embarrassed to have fallen for a scam that they fail to mention it to those around them, let alone report it. 'It's under-reported, and it causes huge harm,' says Curtis. 'And that harm isn't just financial.' Victims can lose their sense of self-confidence and develop problems with mental health, and this can even lead to suicide.
'Getting over people's own embarrassment and shame is really challenging,' he says. 'It's about telling people and getting comfort from that network around you, like from your family [and] from your social network. And if people have that support, that can be so empowering to them [they can] then make a report and engage with law enforcement.'
The Guardian recently revealed details of the sophisticated and mercenary tactics used by scammers in an elaborate operation based in Tblisi, Georgia, which tricked Britons out of £9m. Many were called again and again by the criminals and persuaded to hand over more and more money.
Curtis says criminals in fraud cases use methods similar to those of sexual predators when grooming their victims. 'It works in exactly the same way with fraudsters. They have to build the confidence with the victim. They have to build that trust up. So sometimes this isn't a quick process to become a victim of fraud,' he says.
Advances in technology present ongoing problems for the DCPCU. Money can now be moved across borders at much greater speed than before, putting it out of the reach of law enforcement, and advertisements for fake investment vehicles often purport to be backed by celebrities, such as happened with MoneySavingExpert's Martin Lewis.
Developments in generative AI – where artificial intelligence can create text, images or videos using patterns in existing data – give fresh opportunities to criminals, according to Ben Donaldson, managing director of economic crime at UK Finance, the banking body that funds the DCPCU.
'I think it gives [criminals] a range of capabilities that they just didn't have before and … it's getting easier and easier for them to use some of this technology,' he says. In the past, emails and messages which claimed to be from a bank could be spotted because of poor grammar or spelling, but this is no longer the case as the technology being used by criminals improves.
'It's much, much easier to do that [fraud] in a very, very convincing way [as] there's a whole sort of suite of capabilities available to criminals now which do change the nature of the threat. The bar to entry [with] that type of technology is getting lower all the time,' says Donaldson.
This month, UK Finance and the consumer group Which? wrote a joint letter to the UK government calling for 'robust action' to be taken against technology companies to offset the growing cost of fraud.
Donaldson says the vast majority of authorised push payment (APP) fraud, which involves tricking someone into voluntarily sending money from their bank account, emerges from social media accounts. The decision by Facebook to get rid of factcheckers and reduce censorship, announced in January, raises concerns that it will be even easier for criminals to exploit people, he says.
Police have called for more effective user verification so that criminals cannot operate anonymously, as well as for more sharing of information that can identify them.
Meta, the parent company of Facebook, Instagram and WhatsApp, says it has launched its Fraud Intelligence Reciprocal Exchange – through which banks can share information about scams – which has led to the removal of 20,000 accounts. TikTok says each request for data from the police is examined and evaluated before data is disclosed.
So at a time when fraud is ballooning and coming at people in emails, texts, WhatsApp messages and through any number of social media channels, what can people do to stay safe?
Treat your personal information in the same way you treat your house keys, says Donaldson. 'You shouldn't hand over any aspects of your personal information unless you would trust that person with the keys to your front door.'

'The other friction point in my term here has been transnational repression, and it's very disappointing to see over my three years here, attempts by Hong Kong authorities to enforce the national security law within the borders of the United States against U.S. persons,' he said. He was referring to accusations by Hong Kong authorities against some overseas-based activists claiming they violated the security law and offering rewards of 1 million Hong Kong dollars ($128,000) for information leading to each of their arrests. On Tuesday, the U.S. Consulate condemned the Hong Kong government for what it called repression of 4th of July celebrations after city education authorities reportedly cautioned teachers and students not to attend events marking the day and organized by American diplomats. May said he was disappointed over the move and that it was 'pretty perplexing.' On Tuesday, the city's education bureau responded to media queries, saying schools have the responsibility to be good gatekeepers and to enhance the sensitivity of teachers and students to national security at that time.

Prison officers have been accused of corruption after shocking footage showed them turning a blind eye to drug use behind bars in a new TV documentary. UK Prisons Exposed: Sex, Drugs and Corruption, which is available to stream on Channel 4, follows ex-inmate David Navarro inside UK prisons where he delves deeper into bribery behind bars and shared how inmates get their hands on booze and drugs — and even how they have sex with guards. In the documentary David, who has spent a decade in and out of custody, speaks to both inmates and guards to get both perspectives. During exclusive interviews he uncovers allegations of prison officer corruption, sex and drugs, with shocking videos filmed by prisoners. In one video, taken on a phone which a prisoner had smuggled into his cell, an officer confronted a prisoner as he stands outside their door - confronted with the stench of marijuana. And when the convict pushes back - asking the officer openly what his room smells like - he is met with an extraordinary response as he is told to open his window so it isn't as obvious. In the shocking footage the officer says: "What the f*** is in that? I don't wanna know." The prisoner responds: "Why, what does it smell like?", to which he replies: "F***ing weed." When the inmate says: "Weed? It smells like weed?" he says: "Yeah, hence why I told you, open your f***ing window." In a brazen show of shamelessness, the prisoner then asks "What's that on the table?" The officer says: "Well, there you go." Ex-prisoner David Navarro, who presents the show, said that the footage 'suggests that prison staff at every level could be part of the problem', reports MailOnline. A Prison Service spokesperson said: "While the vast majority of most prison staff are honest, we are catching more of the small minority who break the rules through our Counter-Corruption Unit and stronger vetting. Where officers fall below our high standards, we do not hesitate to take robust action." 'We never thought we would go on holiday and one of us wouldn't come back'
John and Cheryl Stollery were on holiday with their son in Tunisia when an ISIS gunman went on the rampage in June 2015. Ex-paratrooper John, 58, died instantly after being shot in the head The widow of a social worker killed in the horrific Tunisia terror attack that took place ten years ago has spoken to the Mirror of how the "images of that day will never leave" her. John Stollery, 58, was among 30 Britons who died when Seifeddine Rezgui opened fire at the Riu Imperial Marhaba Hotel. The former Paratrooper was on holiday with his wife Cheryl and 21-year-old son Matt when the atrocity took place on June 26, 2015. John and Cheryl had just finished their morning swim and were drying off with a coffee by the pool in Sousse when gunfire erupted. They were planning to meet university student Matt on the fourth floor of the five-star hotel and head for lunch. Instead, they suddenly found themselves running for their lives as Kalashnikov-wielding Rezgui went on the rampage. John was shot in the side of the temple in the hotel car park wearing only his swimming shorts. Since his death, Cheryl, 64, from Newark, Notts, has campaigned for more support for victims of terror attacks. She is part of a group of survivors and relatives who held talks with the government on how support can be improved. Plans were recently unveiled for a national day to honour victims and survivors of terror attacks. The announcement was part of Government efforts to boost support for those affected by terrorism. Cheryl, who recently retired as a social worker, still finds it hard to speak about her husband's death. But she told the Mirror she is determined to ensure her husband's legacy continues. She said John, who completed two tours in Belfast with the Parachute Regiment, was 'motivated by kindness'. "I will never forget what happened and how that impacted on our lives and other peoples' lives,' she said. 'We never thought we would go on holiday and one of us wouldn't come back. 'But it is about hope, and finding peace for the future. You can let hate eat you away, but it is not going to bring you any satisfaction. 'My son and I will be spending time together with our friends to mark the anniversary. We will be reflecting on John's life, and all the funny things he did, all the laughter he brought us. Not the sad memories but the happy memories, because that is what John would want." Cheryl told the Mirror she is determined to ensure her husband's 'legacy of kindness' continues. 'We need to educate the young people out there and communities so that we all live cohesively together,' she said. 'Jo Cox said before she died about how we have more in common than that that divides us, and we really do need to focus on that. I have kept my promise to John to keep his legacy of kindness alive and to do all I can to bring about better outcomes. 'But there is still a long way to go. Victims of terrorism are living their lives one day, and the next it is totally ripped away from you. They are never going to get over what has happened, we are never going to forget what has happened. 'It's important that we can support all victims, bereaved families and survivors, to be able to find a new normal - if that is at all possible - and have more control in finding a way forward. We need the government, who makes promises every time an attack occurs that victims and families will get the help, to keep those promises. "We don't always get the information that we have been promised - certainly overseas victims of terrorism don't get the answers that we look for. I will do all that I can to change that. "It is not about looking back, but looking forward and finding a focus for better outcomes. I am sure that given this unsafe and turbulent world, other situations will occur." Cheryl gave a heartbreaking account of her final moments with John during an inquest into his death in 2017. She told the hearing in London how she saw a gunman dressed in black trousers and a black shirt run past her. 'I turned round thinking John was still immediately behind me and said 'John, he is there, he has got a gun',' said Cheryl. "The gunman went past me. I expected him (John) to be at the side of me or just behind me. And when I turned around, John was on the floor. "I screamed 'no' very loudly and 'John, John'. I went back up to him, stood over him and I could see from that moment he had already died. Although his eyes were open, there was nothing there. I could see the damage caused to his head, especially the left-hand side of his temple." She stood over her husband for a few seconds before running back into the hotel to find her son. But she had to hide in a phone booth as the shootings continued and later took cover with other holidaymakers in a laundry room. The Stollery family and relatives of 21 other victims reached an out-of-court settlement with travel operator TUI after the carnage. They alleged TUI was responsible for safety and security breaches at the hotel, which the company denied. In 2017 an inquest ruled that the 30 Britons were unlawfully killed. ISIS-inspired student Rezgui was shot dead by Tunisian police and nine conspirators were later jailed for their role in the attack. Four militants were given life sentences, while five others were sentenced to between six months and 16 years. Chamseddine al-Sandi, the man believed to have planned the attack, remains at large. Unconfirmed reports suggested he may have died in a US air strike in February 2016 in Libya.
