ECI appoints observers for Vice Presidential election 2025
In a press note, the poll body said the appointments were made under the powers conferred by Article 324 of the Constitution to ensure the smooth conduct of the election process. As per the schedule notified on August 7, the polling and counting of votes for the Vice-President's post will take place on the same day — September 9 — within the premises of Parliament.
The term of the current Vice-President is set to end shortly, necessitating the election. The two officers named as Observers are- Sushil Kumar Lohani, IAS (Odisha cadre, 1995 batch), who is currently an additional Secretary in the Ministry of Panchayati Raj.
The second bureaucrat is D. Anandan, IAS (Sikkim cadre, 2000 batch), serving as additional Secretary in the Ministry of Finance, Department of Expenditure. In addition, the Commission has placed Nitin Kumar Shivdas Khade, IAS (Assam-Meghalaya cadre, 2004 batch), Joint Secretary in the Ministry of Rural Development's Department of Land Resources, on the reserve list.
The Observers will oversee all aspects of the election, including adherence to protocols, polling arrangements, and counting procedures. Their role is considered critical in maintaining transparency, impartiality, and fairness in the Vice-Presidential election, which is conducted by an Electoral College comprising members of both Houses of Parliament.
The appointment of Observers comes as political parties gear up for the contest.
The ruling coalition and opposition parties have already announced their candidates.
The Vice-President of India, the second-highest constitutional office in the country, also serves as the ex officio Chairman of the Rajya Sabha.
The election thus carries both constitutional and political significance.

'That in light of the order passed by this Hon'ble Court, the booth-wise list of about 65 lakh persons whose names do not appear in the Draft electoral Roll has been published on the website of all 38 District Election Officers in the State of Bihar, along with reasons for their non-inclusion in the Draft Electoral Roll, i.e., whether it is on account of death, shifting of ordinary residence or duplicate entries,' the poll body said in its affidavit submitted on Thursday, as reported by Hindustan Times. Supreme Court in its 14 August interim order had directed the Election Commission to place the names of all excluded voters in the public domain by 19 August, with details of whether the omission was due to death, migration, duplication, or other reasons. The SC had asked the poll panel to display the lists in EPIC-based searchable format on the websites of all district electoral officers and the state's chief electoral officer, as well as at panchayat and block offices. The Special Intensive Revision (SIR) in poll-bound Bihar has snowballed into a political flashpoint. The opposition INDIA bloc has alleged that the revision could disenfranchise millions of legitimate voters, fearing its replication elsewhere in the country, which would allegedly benefit the Bharatiya Janata Party (BJP). A batch of petitions by political leaders, civil society groups, and activists have challenged SIR's legality and fairness. The Election Commission has defended SIR, saying it is necessary to update rolls that have not undergone intensive revision for nearly two decades.

She claimed she did not 'expect justice' through legal means and wanted the accused to reform himself as well as warn other women about him. The 35-year-old MLA began the press conference by saying that he had spoken to the opposition leader, as well as KPCC and AICC leaders, on Thursday morning. 'They did not demand my resignation. The actress is my friend, and I don't believe the person she mentioned was me. She is my good friend and will remain so. I believe that I have not done anything against the law or the Constitution of the country until now,' he said. He added, 'I am resigning from the post not because there is any truth in the allegations. I reject all the allegations against me. I am resigning because at a time when Congress workers have to mount a resistance against the deeply unpopular LDF government, they should not have to waste time justifying me or trying to prove my innocence. Return of colonial-era, says J&K Deputy Chief Minister on recent Bills
Ruling National Conference (NC) on Thursday (August 21, 2025) described the Constitution (One Hundred and Thirtieth Amendment) Bill that proposed for removal of Prime Minister, Chief Ministers if arrested as 'return of colonial-era', as several parties joined the voices opposing the Bill in J&K. 'The Bill on removal of elected Chief Ministers and Ministers, if arrested for 30 days, seems to be aimed at removing the governments. These Bills mean return of the colonial rule. People were enslaved for 200 years in the past and they (the government) want to do the same again. However, people of India are well read and vigilant to allow such laws to take shape,' J&K Deputy Chief Minister Surinder Kumar Choudhary said. On introduction of the J&K Reorganisation (Amendment) Bill, 2025, Mr. Choudhary said, 'Not only people of J&K but the entire nation expected a Bill on return of Statehood to J&K in the Parliament session. Our supporters were also expecting a gift from the Prime Minister of India. Instead, a Bill on removal of Chief Ministers and Ministers was introduced. We still expect the PM to announce J&K's Statehood. And we will praise him for that.' Opposition Peoples Democratic Party (PDP) vice president Sartaj Madni said the Bill introduced was 'just another weapon to unseat leaders at will'. 'Today's India is not about the idea propounded by Abul Kalam Azad, Jawaharlal Nehru or Sir Syed Ahmad Khan. We only see animosity being spread. 'The CBI, Enforcement Directorate (ED) will never eye on the Central Ministers. The move reflects the shaking confidence (of the BJP). It's more aimed at the Opposition parties ruling in States. It's also against judicial process and the idea of justice. We oppose it,' Mr. Tarigami said.
