'Cops Absent And Inactive, Local Councillor Directed Attacks': Murshidabad Violence Report

The Calcutta High Court-appointed committee found that the local police were inactive and absent during the Murshidabad violence. It also suggests the attack was pre-planned.
The local police in West Bengal's violence-hit Murshidabad were 'inactive and absent" during the incidents in Dhuliyan town on April 11, a report by a committee set up by the Calcutta High Court stated.
It also mentioned that a local councillor directed the attacks at the town, and that a mall was also looted.
The three-member committee was set up on April 17 for the identification and rehabilitation of people displaced by the violence during the protests over the Waqf (Amendment) Act in the district.
The panel, comprising Joginder Singh, Registrar, (Law), National Human Rights Commission (NHRC), Satya Arnab Ghosal, member secretary, West Bengal Legal Services Authority (WBLSA), and Saugata Chakraborty, Registrar, WBJS, submitted the report to the high court last week.
This came after the panel visited the affected areas and spoke to the victims as directed by the division bench hearing the matter.
Another report earlier submitted by the West Bengal government to the division bench hearing the petitions related to the Murshidabad violence detailed widespread incidents of violence between April 8 and April 12 by mobs in connection with protests over the Waqf Act.
It stated that following intervention by the police and civil administration, the situation in Suti, Dhuliyan, Samserganj and Jangipur was under control.
The report said that agitational programmes over the Waqf (Amendment) Act, 2025 started on April 4 in all police station areas of Jangipur police district in Murshidabad district.
It stated that the protests turned violent on April 8.
The report said that two persons – Haragobinda Das and his son Chandan Das – were killed by a mob on April 12 at Jafrabad under the Samserganj police station.
It stated that central forces were deployed in Samserganj on April 11 as the situation went out of control, and thereafter more CAPF were deployed on orders of the high court on April 12.

Internal reservation: Survey of SCs to continue at 'citizen centric services' centers
Bengaluru, A provision has been made to continue the survey for gathering the empirical data, aimed at providing internal reservation among Scheduled Castes in Karnataka, at the 9,400 state level 'citizen centric services' centers from June 9 to 22, the commission overseeing the survey said. With about 10 per cent of the survey yet to be completed and amid requests for time extension, the commission headed by retired judge of the Karnataka High Court H N Nagmohan Das, who has been tasked to recommend to the government the internal reservation among SCs, has made this announcement. "Currently, the 'Comprehensive Survey of the Scheduled Castes-2025', is being carried out across the state of Karnataka from April 5 onwards in 2 modes at special camps and online self-declarations. As of date i.e., , an overall progress of 90 per cent has been achieved in the survey across the state," an official release dated June 7 that was released to media on Sunday said. It said about 10 per cent of the caste survey is yet to be completed. In addition to this, some Scheduled Caste organisations have once again submitted representations, requesting for time extension to complete the said survey. The commission, however, pointed out that in the wake of the schools reopening in the state, the teachers who were appointed as enumerators for the survey have been relieved from the survey work. "Thus, in order to facilitate the continuation of the SC castes' survey for those Scheduled Castes' households of Karnataka, who are yet to submit their data in the Scheduled Caste Survey, a provision has been made to carry out the same at the existing 9,400 state level 'citizen centric services' centers, such as , "Karnataka One", "Bengaluru One" and "Grama One" and also at the 198 "BBMP ward offices", from June 9 to June 22," it said. In order to submit the required information, the Aadhaar card or ration card of the citizen is required, it further said, adding that a separate camp will be set up at each of the 198 Bruhat Bengaluru Mahanagara Palike ward offices, to carry out this survey. According to officials, the SC population in the state according to the 2011 census was 1.04 crore. In 2025, the projected SC population will be 1.16 crore and out of this 1.05 crore, have been enumerated. Apart from this, the same facility for the survey will also be provided at the Bapuji Seva Kendras, across the state. To enter the said information at the centres, the citizen's Aadhaar card or the ration card number is required. Further, the time limit for Scheduled Caste families for submitting online self declaration has also been extended up to June 22. This can be done through the link: https: As per the government orders earlier and the terms of references, the Commission has to obtain empirical data regarding the representation of the 101 Scheduled Castes' in education and government services in the state of and has to submit a report with suitable recommendations on internal reservation of the Scheduled Castes. A section of SCs, like 'SC Left', have been demanding internal reservation, alleging that only a few influential sub-castes were taking away a majority of the benefits, while many communities were still marginalised. The internal reservation is aimed at slicing up the 17 per cent reservation matrix given to 101 Scheduled Castes. The government, in November last year, had appointed Nagmohan Das to head a commission to recommend internal reservation among SCs, after the Supreme Court last year allowed the states to provide internal reservation, and the state cabinet agreed to implement internal reservation. In a landmark verdict delivered by the Supreme Court on August 1 last year, it held that states are constitutionally empowered to make sub-classifications within the SCs, which form a socially heterogeneous class, for granting reservation for the uplift of castes that are socially and educationally more backward.

Guidelines modified for preferential appointment in T.N. government service for persons who studied in Tamil medium
Candidates who did not attend Class I but pursued education eventually under the Right to Education (RTE) Act with Tamil as the medium of instruction up to the prescribed qualification, would be able to benefit from the 20% preferential appointment in Tamil Nadu government service, given to persons who studied in Tamil medium (PSTM). The State government has recently modified its guidelines in this regard. According to the modification issued by Chief Secretary N. Muruganandam for the Human Resources Management Department to the guidelines in this regard, candidates who could not join Class I but who joined schools under the RTE Act between Classes II and VIII with Tamil as the medium of instruction and passed, would be able to obtain preferential appointment in Tamil Nadu government service, if they meet other conditions. The modification in guidelines also allowed those candidates who have studied in other States with Tamil as the medium of instruction and resumed their education in Tamil Nadu and continued in Tamil as the medium of instruction from the class they joined in the State. 'They should obtain certificates from all the educational institutions that their medium of instruction was Tamil upto the prescribed qualification,' it said. The modification issued by the Human Resources Management Department followed a judgment of the Madras High Court delivered in March 2024 and several representations to the State government requesting to allow those who went to Nila Oli Pallis, those who went to schools only from Class II, III, VI or V and those who could not pursue formal education but completed Class VIII, X, XI and XII as private candidates with Tamil as the medium of instruction. The modification issued to the guidelines is expected to benefit candidates who might have gone to Nila Oli Pallis (moonlight schools or night schools) that are set up by district administrations to get students, who were out of formal education and were involved in work in the daytime to get education between 6 p.m. and 9 p.m. It is also expected to benefit candidates who did not follow the formal education from Class I but completed their schooling under RTE Act, among others.

Lured with hospital jobs, 3 Bangladeshi women trafficked to Mumbai and forced into sex trade
The Malvani police arrested a 53-year-old man Saturday and are currently searching for his three accomplices for allegedly trafficking three women from Bangladesh to Mumbai, misleading them with false promises of employment at a hospital, only to force them into the sex trade. The police rescued the three Bangladeshi women and sent them to a shelter home. According to the police, acting on specific information, the Malwani police raided a house Saturday night and rescued the three women. During the initial investigation, when the women's statements were recorded, it was revealed that they are Bangladeshi nationals from poor families. The women were desperately seeking work to support their families, the police said. The victims told the police that the accused falsely promised them jobs in hospitals in Mumbai. Last month, they were allegedly brought to Mumbai by illegally crossing the international border between India and Bangladesh. The accused allegedly bribed some government officials at the border to facilitate their illegal entry into India. The police registered a suo motu FIR and arrested Mansar Ahmed Sheikh, a Malvani resident, and are looking for Mehandi Hassan, Sanjeev alias Bachchan, and Akash alias Shaheen. The group members also allegedly helped one of the three women in making an Aadhaar card in her name to conceal her Bangladeshi nationality, an officer said. The four accused have been booked under sections 143(3) [trafficking of person], 144(2) [Exploitation of a trafficked person], 336(3) [crime of forgery], and 3(5) [common intention] of the Bharatiya Nyaya Sanhita (BNS) and sections 4 and 5 of the Illegal Trafficking (Prevention) Act. The police are investigating whether the group trafficked women and forced them into the flesh trade in the past.
