Jammu: DGP distributes ₹1.53 crore among 22 victims of a ₹2.39 crore job scam
Director general of police, Nalin Prabhat on Tuesday distributed ₹1.53 crore among 22 victims of a ₹2.39 crore job scam at a programme in Nagrota police station. In a landmark action under the newly enacted Bharatiya Nagarik Suraksha Sanhita (BNSS), Jammu Police successfully executed its first-ever property attachment in the high-profile job fraud case, resulting in the recovery and refund of ₹1.53 crore to the victims. The case revolved around Harpreet Singh, a resident of Pallanwala in Akhnoor, who posed as a lieutenant colonel in the Indian Army and defrauded multiple individuals of more than ₹2.39 crore by falsely promising them jobs in prestigious government institutions such as MES, MoD, and DRDO. The fraud came to light when Arun Sharma, of Nagrota, filed a complaint on November 6 last year leading to the registration of FIR under sections 319(2), 318(4), 336(2), 336(3), 338, and 340(2) of the BNSS at Nagrota police station Jammu. The accused was arrested the next day. Out of money collected from youth, the accused had also made digital payment of ₹1.93 crore to one Surinder Singh for purchasing a double storied duplex building on eight marlas of land at Channi Bheja in Bahu Fort tehsil in Jammu district The deal was struck at ₹2.22 crore. The amount paid by accused Harpreet Singh was proceeds of crime collected from innocent victims in lieu of providing them government jobs. Speaking on the occasion DGP Prabhat reaffirmed his force's unwavering commitment to justice, guided by the core principle of 'not touching the innocent and not sparing the guilty', as laid down by lieutenant governor Manoj Sinha. He said the new laws enacted by the government are gradually being implemented on the ground and are built around a victim-centric approach. 'We do our utmost to reach out to those who are oppressed, distressed or in pain. In whatever way possible, we try to help them and for those who have no support, we stand with them in addressing all their problems,' he said. Highlighting the multifaceted demands of policing, the DGP likened the duties of the force to achieving excellence across disciplines. Referring to job scam, the DGP called it a 'clear-cut case of cheating' and urged the public to stay vigilant. 'Why do we often slip on the same banana peel? Why don't we open our eyes before the damage is done?' he asked. 'The first line of defence against crime is society itself. Citizens must stay alert and responsible,' he said.

With VP Polls On Horizon, How One Vote Blocked KR Narayanan's Unopposed Win In 1992
Narayanan and Joginder Singh were the only candidates for the 1992 Vice Presidential election Out of the 16 Vice Presidential elections held in India so far, four were uncontested—1952, 1957, 1979, and 1987. The 1992 election might have joined that list if not for Kaka Joginder Singh, a perennial candidate famed for contesting and losing over 300 polls. Singh, famously dubbed 'Dharti Pakad" for his habit of filing nominations across the country only to lose, contested the 1992 Vice Presidential polls and secured a solitary vote. As a result, KR Narayanan, the candidate of the ruling Congress party, was technically not elected unopposed, even though he won 700 of the 701 valid votes. The Election of 1992 Narayanan and Joginder Singh were the only candidates for the 1992 Vice Presidential election. Out of 790 electors, 711 (90.00%) voted. With ten votes found to be invalid, there were 701 valid votes. Narayanan secured 700 out of 701 valid votes—more than double the quota of 351—while Singh got just one. Though there's no official count, Joginder Singh is believed to have contested around 310 elections in India—from the presidency to the Lok Sabha. He lost every single one before passing away in 1998. 2025 Election The Election Commission of India on Tuesday issued a booklet titled 'Election to the Office of Vice-President of India, 2025", which elucidates all notable aspects of this election in a simple and accessible format. Aimed at enhancing public awareness about the upcoming 2025 Vice Presidential Election—necessitated by the unexpected resignation of Jagdeep Dhankhar last week—the booklet lays out the key constitutional and procedural elements. The poll body is mandated to conduct the election to the office of the Vice President of India 'as soon as possible" after the vacancy arises. The ECI explained that the newly elected Vice President will be entitled to hold the post for a full five-year term from the date of assuming office. 'The Vice-Presidential Election significantly differs from the more commonly known elections to the House of People and State Legislative Assemblies in terms of the electorate involved, eligibility of candidates, the system of voting, the counting of votes and the legal provisions that govern the election, to name a few," the ECI stated. The booklet broadly covers the constitutional provisions relating to the Vice Presidential election, the composition of the electoral college, candidate eligibility, nomination rules, framing of the election schedule, appointment of the returning officer and assistant returning officers, poll venue, system of voting, counting method, and procedures for resolving disputes. It also includes brief notes on all 16 Vice Presidential elections held between 1952 and 2022. The Journey of 16 elections The upcoming 2025 election will be the seventeenth. Earlier elections to this office were held in 1952, 1957, 1962, 1967, 1969, 1974, 1979, 1984, 1987, 1992, 1997, 2002, 2007, 2012, 2017, and 2022. Details shared in the 28-page booklet show that only four of the 16 elections for the post of Vice President have been won without a contest. Two-time Vice President Sarvepalli Radhakrishnan was elected unopposed in 1952 and 1957. In 1952, Janab Shaik Khadir Hussain from Nandyal in Andhra Pradesh filed a nomination, but his papers were rejected—leaving Radhakrishnan as the sole candidate. The first contested election for the post occurred in 1962 when Dr Zakir Hussain faced NC Samantsinhar. Hussain secured 568 votes—276 more than the required quota. Samantsinhar received only 14 votes. With a victory margin of 554, this is the second VP election with the highest margin after 1992. In 1967, VV Giri was elected with 483 votes. He resigned in 1969 to contest the Presidential election. That year's Vice Presidential election saw the highest number of candidates—six. GS Pathak won with 400 first-preference votes. The 1979 election also saw Mohammad Hidayatullah declared elected unopposed. The 1987 election also saw a Vice President elected unopposed. According to the ECI document, 27 candidates filed nominations, but on scrutiny, the returning officer found only one valid nomination—Dr Shankar Dayal Sharma, then governor of Maharashtra. The two officials are head constable Baljinder Singh and selection grade constable Pawan Singh. 'They shall remain posted in DPL Jammu and will deposit uniform articles in DPL store. However, they are entitled to draw subsistence allowances as admissible under rules,' it read further. The SSP, Jammu, has marked a departmental inquiry to Dy SP headquarters. 'Dy SP Hqrs. Jammu is directed to hold departmental inquiry against them. The inquiry officer shall complete the proceedings on merit and submit findings to DPO Jammu for further necessary action,' it added. Parvez Ahmed, 21, a Gujjar youth was shot dead in retaliatory police firing after a team from district special branch raised a drug den in Sure Chak in Phallain Mandal area of Jammu district on Thursday. Taking serious note of the incident, the district magistrate on Friday initiated an inquiry to ensure a fair and impartial examination of the facts and circumstances leading to the incident. The inquiry will be conducted by sub-divisional magistrate, Jammu South, and a detailed report will be submitted within two weeks. Earlier, leaders from across the political spectrum, including chief minister Omar Abdullah and former chief minister Mehbooba Mufti, called for a transparent and time-bound investigation into the matter. A case was registered following a meeting of the tribal committee with the police here. The committee members, the administration and the police have announced a compensation of ₹35 lakh and a job to the next of kin of the deceased.

The 'merged'' Akali Dal of Joginder Singh has rejected the 'so-called memorandum' jointly signed by Harchand Singh Longowal and Prime Minister Rajiv Gandhi to settle the Punjab problem. According to a resolution, unanimously adopted at a meeting of the ad-hoc advisory committee of the 'merged' Akali Dal, the agreement is unacceptable because Longowal does not 'represent' the Sikh masses. Joginder Singh presided over the meeting. Rajasthan has refused to accept that portion of the Centre-Akali accord which deals with sharing of river waters. The Chief Minister, Hari Dev Joshi, told the Vidhan Sabha during a stormy three-hour debate that he had discussed the relevant portion of the agreement with the former law minister and called a meeting of his cabinet, which supported his stand. The Punjab Governor, Arjun Singh, said in New Delhi that he would send his recommendations on holding elections in the state to the Centre by August 15 at the latest. Singh said the Government would consult the Akalis as well as other Opposition parties before making a final recommendation to the Centre. At least six persons have died of starvation since last fortnight and many more are struggling for survival in the Komna block of Kalahandi district, which the Prime Minister Rajiv Gandhi, is to visit. The Chief Minister, J B Patnaik, got first-hand knowledge of four deaths when he visited the bereaved families in Chhata village, 10 km from Komna on July 20. This knowledge, however, does seem to have percolated to other authorities. There is no estimate of the number of starvation deaths in the district in the past three months.

AAP councillor among seven booked in Delhi under Public Gambling Act
An AAP councillor was among the seven individuals held in connection with an illegal betting racket, which was busted in the Swaroop Nagar area of outer north Delhi, an official said on Sunday. Acting on a tip-off, a team from the Swaroop Nagar Police Station conducted a raid and booked seven people allegedly involved in gambling activities under Sections 3 (penalty for owning or keeping, or having charge of, a gaming-house) and four (penalty for being found in a gaming-house) of the Public Gambling Act, 1867. Among those named in the case is Joginder Singh, alias Bunty, a sitting municipal councillor from the Aam Aadmi Party (AAP), police sources said. A senior police officer confirmed that Singh's name surfaced during the initial investigation, and further inquiry is underway to determine his involvement. Reacting to the incident, Delhi BJP President Virendra Sachdeva stated that a new face of the Aam Aadmi Party leaders has emerged ever since the party lost power in the national capital. He questioned former Delhi chief minister Arvind Kejriwal and AAP's Delhi President Saurabh Bharadwaj, asking whether the councillor would be expelled from AAP or if the matter would be dismissed again as a 'BJP conspiracy'. The Delhi BJP President further claimed that Singh, who was arrested allegedly with Rs 4.35 lakh in cash, is the same councillor who had brandished a revolver during the 2022 municipal election campaign, and was caught on video for the same.
