Man held for raping minor daughter in Punjab's Hoshiarpur
An 11-year-old girl was allegedly raped by her father in a village in Punjab's Hoshiarpur district, police said on Friday. According to Mukerian SHO Joginder Singh, the matter came to light after the girl's mother lodged a complaint. The woman told police that she got married to a 40-year-old man in 2011, and the couple had two children -- a son and a daughter. She alleged that her husband used to frequently quarrel with her and their children, and she was currently residing at her maternal home. On March 22, her husband took the daughter to his village. When the mother spoke to her over the phone later, the girl revealed that her father regularly beat her and sexually assaulted her whenever the grandparents were not present at home, she alleged. Singh said the accused has been arrested and a case under relevant sections of the Bharatiya Nyaya Sanhita and under the provisions of the Protection of Children from Sexual Offences (POCSO) Act has been registered. Investigations are underway, the police official said.

‘Can't undo past but can improve present': Delhi CM gives job letters to kin of 1984 riot victims
The 1984 riots in Delhi remain a dark chapter in the history of India, Chief Minister Rekha Gupta said on Tuesday as she handed over appointment letters for government jobs to the relatives of those killed in the carnage. 'For those who lost loved ones, no compensation can ever be enough for their pain. We cannot undo the past, but we can certainly improve their present…This is more than a bureaucratic decision — it is a restoration of rightful entitlements,' said the CM at the event held at the Delhi Secretariat. The appointment letters were handed over to 19 persons for multi-tasking staff (MTS) roles in the revenue department. Many recipients were emotional after receiving the job offers. Joginder Singh, who lost his father in the riots when he was just three, said, 'Ab hum matha tekne ja rahe hai (Now, we are going to pay obedience to God).' 'This is not just an appointment — it is justice walking into their lives after 40 years of silence and struggle,' the CM asserted. Hailing Prime Minister Narendra Modi, she underlined that the process of justice for the riot victims began after he came to power. Delhi minister Manjinder Singh Sirsa, the Sikh face of the BJP government, was in attendance at the event. 'This moment is deeply personal—not just as a minister, but as a member of a Sikh family that has endured this pain… this wait, this hope. I proudly say today that this government has finally delivered what should have been theirs decades ago.' '….This appointment is historic in itself, as the Delhi Government has even relaxed eligibility conditions to ensure justice is served,' he added. Referring to the government's step as a 'landmark' in the journey towards justice, the Chief Minister said, 'By distributing these appointment letters, the Delhi government has not just provided jobs, but also recognised the dignity and identity of thousands of families who had waited decades for justice.' The anti-sikh riots broke out in the aftermath of the assassination of Indira Gandhi, the then-Prime Minister, by her Sikh bodyguards on October 31, 1984. Thousands were killed across the country, and many families have since fought protracted legal battles for compensation and rehabilitation. The handing out of the appointment letters on Tuesday is a part of an ongoing process. Last November, Lieutenant Governor VK Saxena distributed job letters to 50 persons, followed by 89 more in January this year, ahead of the Assembly elections in the city. The latest batch brings the total number of appointments under the government relief scheme to 158. Atma Singh Lubana, Vice-Chairperson of the Delhi Sikh Gurdwara Management Committee, who has been advocating for the victims since 1998, said, 'Many applicants were uneducated and couldn't qualify for government jobs under regular norms. It wasn't until 2024 that this requirement was waived.' He added that over 650 applications had been submitted after camps were held at district magistrate offices. 'The problem now is that those who were in their 20s at the time of the riots are over 60 now, so they can no longer join government service. We are demanding that in such cases, the grandchild of the victim be offered the appointment instead.' During the event, the CM also spoke about the plight of Kashmiri Pandits and those who lost loved ones during the Covid pandemic but were not provided any compensation. 'To address this, a special committee has been formed to identify such cases and provide financial support,' the Delhi government said.

Kapurthala farmer loses over ₹11 lakh in a digital arrest fraud case
Jalandhar A Kapurthala-based farmer has been duped of ₹11.75 lakh after the victim and his wife was kept under 'digital' arrest for nearly 24 hours. Police have registered an FIR under sections of cheating and cybercrime against the unidentified persons on the complaint of Joginder Singh on May 21. In his complaint, Joginder alleged that his wife received a phone call from a foreign number and the caller told that their son, who is settled in Canada, had met with an accident in which he and another person suffered serious injuries on May 13. 'The caller told us that the legal action had been initiated against his son as he was found to be responsible for the mishap. We received repeated calls from different foreign numbers and the callers asked us to not contact anyone, else action would be taken against my son,' he said. The victim further alleged that the callers asked them to deposit ₹6.25 lakh in one of the bank accounts, while ₹5 lakh in another. 'Fearing for our son's life, we didn't inform about the incident to anyone and deposited the amount. We came to know about the cheating later when our son made video call in which he was looking fine. We narrated the whole incident to him, and he told us to immediately inform the police,' Joginder said.

'Cops Absent And Inactive, Local Councillor Directed Attacks': Murshidabad Violence Report

The local police in West Bengal's violence-hit Murshidabad were 'inactive and absent" during the incidents in Dhuliyan town on April 11, a report by a committee set up by the Calcutta High Court stated. It also mentioned that a local councillor directed the attacks at the town, and that a mall was also looted. The three-member committee was set up on April 17 for the identification and rehabilitation of people displaced by the violence during the protests over the Waqf (Amendment) Act in the district. The panel, comprising Joginder Singh, Registrar, (Law), National Human Rights Commission (NHRC), Satya Arnab Ghosal, member secretary, West Bengal Legal Services Authority (WBLSA), and Saugata Chakraborty, Registrar, WBJS, submitted the report to the high court last week. This came after the panel visited the affected areas and spoke to the victims as directed by the division bench hearing the matter. Another report earlier submitted by the West Bengal government to the division bench hearing the petitions related to the Murshidabad violence detailed widespread incidents of violence between April 8 and April 12 by mobs in connection with protests over the Waqf Act. It stated that following intervention by the police and civil administration, the situation in Suti, Dhuliyan, Samserganj and Jangipur was under control. The report said that agitational programmes over the Waqf (Amendment) Act, 2025 started on April 4 in all police station areas of Jangipur police district in Murshidabad district. It stated that the protests turned violent on April 8. The report said that two persons – Haragobinda Das and his son Chandan Das – were killed by a mob on April 12 at Jafrabad under the Samserganj police station. It stated that central forces were deployed in Samserganj on April 11 as the situation went out of control, and thereafter more CAPF were deployed on orders of the high court on April 12. Murshidabad violence: Calcutta High Court-appointed panel says police were inactive at some places
A report by a committee set up by the Calcutta High Court for identification and rehabilitation of victims of anti-Waqf protests-related violence in West Bengal's Murshidabad district said that the local police were 'inactive and absent' during the incidents at Dhulian on April 11, 2025. It also mentioned that a local councillor directed the attacks at Dhulian town in Murshidabad. The report, submitted to the High Court by the three-member committee, stated that a garments mall in Dhulian was also looted. Noting that the 'main attack' occurred on the afternoon of April 11, the report said 'Local police were completely inactive and absent.' The panel, comprising Joginder Singh, Registrar, (Law), National Human Rights Commission (NHRC), Satya Arnab Ghosal, member secretary, West Bengal Legal Services Authority (WBLSA) and Saugata Chakraborty, Registrar, WBJS, submitted the report to the High Court last week after visiting the affected areas and speaking to the victims as directed by the division bench hearing the matter. The High Court had on April 17 ordered the formation of the committee for the identification and rehabilitation of people displaced by the violence during the protests over the Waqf (Amendment) Act in Murshidabad district. The division bench, comprising justices Soumen Sen and Raja Basu Chowdhury, noted that the committee had stated in its report that 'appointing qualified valuation experts is the only possible remedy to the state's failure to protect a section of its citizens. 'The victims of the affected areas need individualised and customised rehabilitation packages and for this, securing the services of valuation experts appears to be the sine qua non (an essential condition),' it said, according to the Court.
