City was warned building was tilting before Midtown collapse killed man

KANSAS CITY, Mo. — Just one day after a deadly building collapse in Midtown, FOX4 has confirmed that someone warned the city — just days before it came crashing down.
The collapse happened on Sunday at the . One man died, and three others were injured when the entrance of the building gave way.

A 311 complaint filed Friday — two days before the collapse — stated the building was 'slowly tilting.' That complaint, publicly visible on the city's Compass KC portal, shows a resident sounding the alarm ahead of the disaster.
FOX4 tracked down the inspector assigned to the case. She told FOX4 she was unaware of the complaint — despite being listed as the one responsible for following up.
City officials say that's because the complaint came in on Friday, and under current procedures, it wouldn't have been seen until the next business day — which would have been Monday, the day after the collapse.
The city also added: '311 is a non-emergency information line. Reports of imminent danger should be made to 911.'
Councilmember Crispin Rea, who represents this Midtown district, is demanding answers.
'It's tragic. This is my district — I live just a few blocks from here,' Rea told FOX4.
He went on to say even if it's Christmas morning, the city has to be ready to respond to emergencies — when they happen.
Rea said city officials need to take a hard look at how emergency reports like this one are handled.
'We've got to diagnose this and I'm still receiving information about this – about what happened what I will say right now is we need to look at this top to bottom. We need to have a process in place for catching emergencies,' he said.
FOX4 also uncovered surveillance footage from 2016 showing a car crashing into the same Family Dollar building.
That crash knocked out a pillar near the entrance — and FOX4 has confirmed that pillar was never replaced.
At this time, investigators have not said whether the missing pillar played a role in Sunday's collapse.
'The property owner is going to have to face some level of accountability,' Rea added. 'And the city is going to have to make sure they follow through.'

The Family Dollar remains closed, with the site cordoned off as the investigation continues. There is no timeline for when the store might reopen.

LOS ANGELES (AP) — A woman charged with selling Matthew Perry the dose of ketamine that killed him is headed for a September trial. Jasveen Sangha's trial — the only one forthcoming in the death of the 'Friends' star after four other defendants reached plea agreements with prosecutors — is now set to begin Sept. 23 after an order Tuesday from a federal judge in Los Angeles. The 42-year-old Sangha, who prosecutors say was known to her customers as 'The Ketamine Queen,' is charged with five counts of ketamine distribution, including one count of distribution resulting in death. She has pleaded not guilty and has been held in federal custody since her arrest last year. Her trial had been scheduled to start Aug. 19, but the judge postponed it for the fourth time since her April 2024 indictment after both sides agreed it should be moved. Sangha's lawyers said they needed the time to go through the huge amount of evidence they have received from the prosecution and to finish their own investigation. Sangha was one of the two biggest targets in the investigation of Perry's death, along with Dr. Salvador Plasencia, who pleaded guilty to ketamine distribution last month. Perry's personal assistant, his friend and another doctor also entered guilty pleas and are cooperating with prosecutors. All are awaiting sentencing. Perry, who was found dead at age 54 at his home on Oct. 23, 2023, had been getting ketamine from his regular doctor for treatment of depression, an increasingly common off-label use for the surgical anesthetic. But prosecutors say when the doctor wouldn't give Perry as much as he wanted, he illegally sought more from Plasencia, then still more from Sangha, who they say presented herself as 'a celebrity drug dealer with high quality goods.' Perry's assistant and friend said in their plea agreements that they acted as middlemen to buy large amounts of ketamine for Perry from Sangha, including 25 vials for $6,000 in cash a few days before his death. Prosecutors allege that included the doses that killed Perry.

Carriage horse collapses in NYC's Hell's Kitchen

A carriage horse collapsed in Hell's Kitchen Tuesday afternoon. It happened at around 3 p.m. at 51st Street and 11th Avenue. Video from the scene shows the horse on the ground, apparently deceased. Workers dragged the animal into a trailer. Witnesses told CBS News New York the horse collapsed and started shaking. The horse, carriage, and driver all fell into the street, witnesses said. The incident comes amid an ongoing citywide discussion about the use of carriage horses. Just last month, carriage horse handler Ian McKeever was found not guilty in an animal abuse trial after the carriage horse Ryder collapsed in Hell's Kitchen in 2022.
