
Canada said it would stand up to Trump. Instead, it's taking cues from him
Steve Bannon calls it 'flooding the zone'. Donald Trump demonstrated it in his first weeks back in office, when he introduced over 100 executive orders. Regardless of their legal viability, the sheer volume of policy changes is the point. It is a political strategy to overwhelm institutions, courts and social groups, preventing effective opposition.
In Canada, we are witnessing our own version of 'flooding the zone' from our new prime minister, Mark Carney, in coordination with provincial and territorial premiers. Carney is the former governor of the Bank of England. Prior to that, he was the governor of the Bank of Canada. He recently won the federal election by defeating a rightwing opponent Canadians feared would steer them too far towards Trump policies. Yet Carney's 'negotiations' with Trump have so far involved gentle reminders that Canada would never become the 51st state, as threatened by the US president, and capitulations to Trump's demand to strengthen our border security and increase defense spending. In reality, Canada is moving much closer to the authoritarian rule of Trump.
Under the guise of 'elbows up' – a hockey reference calling on Canadians to fight back against Trump – massive corporate giveaways are taking place across the country. Characterizing Trump's tariff war as an emergency that demands drastic action, the province of British Columbia has passed Bills 14 and 15, expediting resource extraction and development. In Ontario, Bill 5 was whipped through the legislature in recent weeks, creating Special Economic Zones that the premier says will fast-track mining in the 'Ring of Fire' – a vast region of boreal peatlands rich in critical minerals.
Federally, Carney has introduced an equally authoritarian legislative proposal called the Building Canada Act, which will grant to cabinet the extraordinary power to waive the application of almost any federal law in respect of projects it deems to be in the 'national interest'. He has also introduced omnibus legislation called the 'Safe Borders Act', which will weaken refugee protections and terminate potentially thousands of pending immigration permits and applications. Moreover, it is likely to be twined with the beefing up of police and border forces. Finally, the defense minister announced tens of billions of dollars in spending on new security infrastructure in line with Trump's new Nato priorities.
These so-called 'emergency' levers being pulled in the national interest are a complete stunt. Besides a couple of thousand new security recruits – and a small surge of workers for an extremely short period of construction – there is no job creation here, no reduction in cost of living, no difference to Canadians at the grocery store. As ever, almost none of these dollars will 'trickle down' to the vast majority of people across the country. Moreover, the fast-tracking of resource extraction involves not only an assault on Indigenous jurisdiction and environmental regulations, but also on workers' rights and protections.
Instead, let's look at who really gains from this concentration of new power in the executive branches, and who loses.
In British Columbia, it's the Prince Rupert Gas Transmission line and Ksi Lisims LNG that's on the docket for approval at the moment. Its financial investors include Wall Street companies deeply embedded in Trump's inner circle. The Sisson Project in New Brunswick is operated by Northcliff Resources, which is mostly owned by the Todd Corporation based in New Zealand. New Brunswick recently brought the Sisson Mine back from the dead thanks to nearly $30m in cash to the project from both the Canadian and US governments.
In Ontario, the Ring of Fire has been 'explored' by a number of companies, but it is primarily the privately held Wyloo mining company that stands to benefit from Ontario's decision in Bill 5 to exempt its Eagle's Nest mine from environmental assessment entirely. This – when combined with Ontario's bankrolling of the new all-season road through the peatlands that is necessary to get the minerals out – is a huge public subsidy to the company, owned by an Australian billionaire – cynically promoted as shoring up our national autonomy.
Indigenous peoples across the country promise that this legislative bullying will generate a backlash of blockades and direct action on the land. To attempt to stem the damage, the Ontario government announced a $70m contribution to the Indigenous Participation Fund for First Nations to supposedly have more input in regulatory processes, and a tripling of the Indigenous Opportunities Fund, which provides loan guarantees to First Nations seeking to access financing to become proponents of resource extraction projects. The federal Indigenous Loan Guarantee Program has also been expanded to these same ends, doubling to $10bn.
A common thread in this onslaught of new legislation is the creation of 'legal black holes' and the dangerous centralization of discretionary power federally within the privy council office and in provincial cabinet offices. Neither equity stakes nor more 'consultation' alter the balance of power in these startling new arrangements.
What happens when these projects are contested, even despite extensive consultation and the availability of financing? If history is any indication, the needs of federal and provincial governments – citing 'critical infrastructure' for securing national interests – will surely take precedence over Indigenous rights.
It is not only the tactic of 'flooding the zone' that is being replicated here, but the content of how the political emergency is being defined and solved. Who needs to become the 51st state when our own governments are ready to implement all the same policies of pillage and oligarchic power themselves?

A perilous age
We go to print this week at a moment of deep peril, uncertainty and, it has to be said, shame. In the Middle East, Israel and Iran are engaged in an existential battle for supremacy which, at the time of writing, threatens to spiral out of control, causing unknown death and destruction. In Ukraine, Vladimir Putin's assault continues, and in Gaza, the suffering of millions intensifies even as their fate falls down the global agenda. We do not live in a world bending towards justice, but one being bent out of shape by those with power. US 'Doomsday Plane' spotted near DC: Everything to know about the Boeing E-4B
A US Air Force E-4B aircraft landed near Washington, DC, heightening speculation as President Donald Trump weighs joining the war between Iran and Israel. The 'Nightwatch' aircraft nicknamed the presidential 'Doomsday Plane' touched down at Joint Base Andrews in Maryland on Tuesday night. It departed from Barksdale Air Force Base in Shreveport, Louisiana, and took a very unusual flight path to arrive close to DC, i24NEWS reported. The White House did not immediately respond to a request for comment from Metro on the Boeing E-4B's mission, if it was related to the Iran-Israel conflict and whether Trump was on board. Unlike Air Force One which is known as the 'flying Oval Office', the E-4B Nightwatch is essentially a 'flying war room'. It is referred to as the Doomsday Plane because it has thermal and nuclear shielding designed to withstand nuclear blasts, and an electrical system that is immune to electromagnetic pulses. The plane has the ability to fly for 12 hours without needing to refuel. It is deployed to protect the president and senior administration officials, and is also used to transport the Secretary of Defense internationally. Beside transporting the president and top officials, the E-4B is sometimes flown for training and readiness drills. But the aircraft's irregular flight path and presence near DC the same day that Trump met with his national security advisers in the White House Situation Room boosts theories that it could be linked to the escalating conflict in the Middle East. Equipped with a command and control center to deliver military orders, the Doomsday Plane is meant to be flown in dire scenarios including ahead of a nuclear attack. The world is watching as Trump on Wednesday was cryptic on whether the US will join the war, saying, 'I may do it. I may not do it. I mean, nobody knows what I'm going to do.' The US Air Force has a fleet of four E-4Bs and they are all assigned to the 595th Command and Control Group at Offutt Air Force Base in Omaha, Nebraska. More Trending E-4Bs have been in operation since the Cold War. One E-4B has been staffed nonstop since 1975. It 'is on alert at all times, often traveling with the president or secretary of defense in case of emergency', according to Senator Deb Fischer of Nebraska. Iran defies warnings to 'surrender' as US gears up for war again
United States war machine gears up to join Israeli air attacks on Iran's nuclear programme and military sites as region hurtles towards all-out war and Iran defies White House command to 'surrender' Iran has defied US warnings it must accept 'unconditional surrender' as Supreme Leader Ayatollah Ali Khamenei threatened 'irreparable damage' to America. The war of words came as Israel continued blistering attacks on Iran's nuclear research bases and many military sites with waves of strikes across the country. America's war machine is building up a huge presence in the Middle East, with squadrons of warplanes touching down in Saudi Arabia and other locations. US President Donald Trump said he had not yet decided whether the US military should join Israel's ongoing attacks on Iran, believing it was not too late to reach a nuclear deal with the Islamic Republic. He said: "I may do it, I may not do it, nobody knows what I'm going to do," he said when he was asked about America taking part in the strikes on Tehran's nuclear a nd military facilities. Asked if he believed it was too late to negotiate a new deal to halt Iran's nuclear program, which he has made clear he wants the Iranian government to abandon completely, Trump said: "Nothing's too late." He then claimed Iran had sought talks, and said they had even suggested sending a delegation for discussions at the White House. But sources also suggested Iran's regime is looking increasingly unstable with covert operations by Israel-backed dissidents trying to trigger regime change. One intelligence source told the Mirror exclusively: 'Covert political developments suggest mounting regime instability within Iran with external actors posturing for a potential post Islamic Republic transition.' Among the US warplane arrivals is the deadly heavy B-2 Stealth Bomber, the only craft capable of carrying the 13 ton GBU-57 bomb which could smash Iran's Fordow enrichment plant. Destroying Fordow is now at the top of Israel's priorities and only the GBU-57 could penetrate up to 80 metres underground to destroy it. Khamenei's TV outburst came a day after President Donald Trump demanded surrender and warned the U.S. knows where he is but has no plans to kill him, "at least not for now." Trump is considering major strikes on Iran after initially distancing himself from Israel's surprise attack on Friday but has hinted at greater American involvement. The U.S. has sent a huge number of warplanes, destroyers and even a second carrier strike force to the region creating a large-scale war machine. It is believed they are there in case of all-out war and to protect US bases throughout the Middle East and beyond. The threat of terrorism was struck home after Baghdad security officials in neighbouring Iraq warned the German Embassy of an Iran-backed terror threat to its building. Security in and around the embassy's building in Baghdad's leafy Mansour district has been stepped up along with all other western diplomatic HQs. Khamenei dismissed the "threatening and absurd statements" by Trump. He added: "Wise individuals who know Iran, its people, and its history never speak to this nation with the language of threats, because the Iranian nation is not one to surrender. "Americans should know that any military involvement by the U.S. will undoubtedly result in irreparable damage to them." An Iranian diplomat had earlier Wednesday warned that U.S. intervention would risk "all-out war." Foreign Ministry spokesman Esmail Baghaei did not elaborate, but thousands of American troops are based in nearby countries within range of Iran's weapons. The U.S. has threatened a massive response to any attack. Israeli strikes hit one facility used to make uranium centrifuges and another that made missile components, the Israeli military said. It said it had intercepted ten missiles overnight as Iran's retaliatory barrages diminish. The U.N. nuclear watchdog said Israel struck two centrifuge production facilities in and near Tehran. The Israeli military said it also carried out strikes in western Iran, hitting missile storage sites and a loaded missile launcher. Israeli strikes have hit several nuclear and military sites, killing top generals and nuclear scientists. Iran has fired some 400 missiles and hundreds of drones in retaliatory strikes, killing at least 24 people in Israel and wounding hundreds. The Washington-based group Human Rights Activists said it had identified 239 of those killed in Israeli strikes as civilians and 126 as security personnel. Shops have been closed across Tehran, including in its famed Grand Bazaar, as people wait in gas lines and pack roads leading out of the city to escape the onslaught. A major explosion could be heard around 5 a.m. in Tehran Wednesday morning, following other explosions earlier in the predawn darkness. Iran's ambassador to Geneva, Ali Bahreini, told reporters that Iran "will continue to produce the enriched uranium as far as we need for peaceful purposes." He rejected any talk of a setback to Iran's nuclear research and development from the Israeli strikes, saying, "Our scientists will continue their work." In a stark ultimatum, senior White House officials confirmed that the coming day would be decisive in determining whether they can avert a new conflict in the Middle East. Insiders say Trump has grown increasingly frustrated by Iran's 'measured' but 'provocative' response to Israel's offensive, and fears looking indecisive as regional tensions spiral. One source told the Mirror/ Express/ Star: 'He doesn't want to appear like he's bluffing.' Israel, meanwhile, has vowed a 'surprise' move tonight (Thurs), fuelling speculation of a strike akin to the 2019 targeted killing of Hezbollah leadership in Lebanon. Pentagon sources confirmed a significant US naval and air buildup across the region, though the White House insists American forces remain in a 'defensive posture'. Behind the scenes, the administration is actively preparing strike options should Iran fail to respond to the ultimatum. The potential for a wider war has triggered alarm among global powers, with fears the crisis could spark a conflagration stretching far beyond Israel and Iran. Trump had initially kept the US at arm's length from Israel's sudden strikes last week, but now appears to be pushing for deeper involvement, telling aides he wants 'something much bigger' than a ceasefire. Iran has vowed to continue enriching uranium, appearing to dismiss Trump's key demand that it halt its nuclear programme. Israel, which had closed its airspace at the start of the conflict, reopened it for the first time on Wednesday. Two flights from Cyprus arrived at Ben Gurion International Airport in Tel Aviv, bringing stranded Israelis home. Shops across Tehran remain shuttered and traffic jams stretch for miles as residents flee the capital. Fuel queues snake through neighbourhoods and many are believed to be sheltering underground. Despite the chaos, Iran has offered no signs of backing down. In his defiant message, Khamenei vowed the Iranian people would not bow to US threats: 'The Iranian nation is not one to surrender.'
