The missing convict was located within a few hours in Kannur, Manorama reported. Upon noticing the police, Govindachamy attempted to hide inside a well but was apprehended and taken back into custody.

The attempted escape has raised serious questions about security lapses within one of Kerala's most fortified prisons. Authorities have ordered a probe to ascertain how he managed to slip out unnoticed.
But who is Govindachamy, and why has this case left a lasting scar on Kerala's collective memory?
The Soumya Murder Case
The crime dates back to February 1, 2011. Soumya, a 23-year-old sales assistant working at a shopping mall in Kochi, was travelling alone in the ladies' compartment of a train from Ernakulam to Shoranur.
During the journey, Govindachamy entered her coach, attacked her and pushed her out of the moving train near Vallathol Nagar station.
What followed was even more horrifying. According to Manorama Online, Govindachamy jumped off the train, found the injured woman lying on the tracks, and raped her near another railway line. After the assault, he fled the scene after stealing her mobile phone and cash from her purse.
The victim, unable to move for over an hour, was eventually found by locals and rushed to Mulankunnathukavu Medical College Hospital. Govindachamy was arrested in Palakkad on February 4. The woman succumbed to injuries two days later, on February 6, 2011.
A Legal And Public Uproar
Govindachamy's criminal history and the brutal nature of the attack shocked Kerala. In 2012, a fast-track court handed him the death penalty, describing him as a habitual offender. The judge observed that the rape had directly led to Soumya's death and that the case had shocked the collective conscience of society.
But the legal battle did not end there. In 2016, the Supreme Court set aside the murder conviction, saying there wasn't enough evidence to prove that the injuries leading to Soumya's death were caused by Govindachamy pushing her from the train. The court, however, upheld the life sentence for rape, maintaining that his actions were undeniably barbaric.
The Soumya case became a rallying point for women's safety in public transport, and is often cited as one of Kerala's most distressing criminal cases.

The electric fencing at the prison, meant to deter such breakouts, has not been functioning for nearly three years. This is not an isolated lapse. Except for the Viyyur Central Prison and the adjacent High Security Prison, all central prisons in the State suffer from similar vulnerabilities. Sources point to chronic underfunding and poor interdepartmental coordination as key reasons delaying much-needed security upgrades of prison facilities. While electric fencing has been installed around the central prisons, except the Thavanur Central Prison and the High Security Prison, several years ago, the absence of live power supply has rendered these systems ineffective. At the Poojappura Central Prison, the fencing has been inoperative for nearly two years. The issue stems from expired annual maintenance contracts (AMC) and persistent delays by implementing agencies, including the Public Works department, in preparing repair estimates. Even the High Security Prison stares at a similar situation, with its AMC having lapsed. Compounding the problem, the lack of periodic maintenance has also hampered the surveillance infrastructure within prisons, as many CCTV cameras lack technical support. Further exposing prisons to more potential jailbreaks, boundary walls in certain facilities are crumbling, forcing prison superintendents fund makeshift repairs using their own funds. These challenges are particularly acute in ageing institutions built during the British era. The situation has been exacerbated by Kerala's ongoing fiscal crisis. The government had allocated ₹20 crore in the last State Budget for prison upgrades, despite proposals for nearly ₹100 crore being submitted. Half of the allocated amount was later slashed due to budgetary constraints, further straining prison resources. The Kerala Prisons and Correctional Services has now pinned its hopes on the decisions taken at a recent meeting chaired by Chief Minister Pinarayi Vijayan that resolved to make electric fences fully operational in all major prisons. The prison authorities have also expedited the ongoing security audit of its correctional facilities. At present, the periodic assessment is complete in 39 prisons, with steps under way to conduct the exercise in the remaining 18. Director General of Prisons and Correctional Services Balram Kumar Upadhyay told The Hindu that a number of steps are being planned to enhance security measures. 'Electric fencing will be the top priority for all central prisons. In addition, we will soon install 340 more CCTV cameras across jails to strengthen the existing network of nearly 1,500 cameras,' he says. To improve night-time security, high-mast lighting has already been installed on five major prison complexes. 'We are looking into every aspect (of security vulnerabilities) after the incident. Security measures are being reassessed. We hope to implement the upgraded measures within a couple of months,' he says. Sources indicate that the Home department is also exploring new technologies, including motion-sensing surveillance systems. The possibility of partnering with start-ups to pilot motion sensors is also being explored to detect unauthorised movement and potential breaches.

New Delhi [India], July 29 (ANI): Union Minister for Communications Jyotiraditya Scindia announced significant achievements in the government's fight against telecom fraud, revealing that the Sanchar Saathi portal has been utilised by 15.5 crore citizens nationwide, marking a major milestone in digital security initiatives. Speaking to the media, Minister Scindia highlighted the dramatic impact of coordinated anti-fraud measures, stating that spoofed calls have been reduced by 97 per cent. "Earlier, we were receiving 1.35 crore spoofed calls per day. Now these calls have been reduced to just 3 lakh daily," the Minister announced. The government's multi-pronged approach has yielded impressive results across various fronts. A total of 1.75 crore phone numbers have been cancelled for exceeding individual limits, while an additional 82 lakh mobile connections were disconnected using the AI-powered ASTR (Artificial Intelligence and Facial Recognition for Telecom SIM Subscriber Verification) system. The ASTR technology has proven effective in identifying connections obtained through fake or forged documents. Authorities have blocked 5.1 lakh mobile handsets and disengaged 24.46 lakh WhatsApp accounts suspected of fraudulent activities. Additionally, 20,000 bulk SMS senders have been blacklisted to prevent mass fraudulent messaging campaigns. The CEIR (Central Equipment Identity Register) facility has secured over 35 lakh lost or stolen mobile devices. Of these, 21.35 lakh devices have been traced and 5.07 lakh successfully recovered and returned to their owners. The Sanchar Saathi portal has emerged as a crucial tool in the fight against telecom fraud, recording over 16 crore visitor hits with approximately 2 lakh daily users. The platform provides real-time data and enables citizens to report issues through features like "Not My Number" and "Not Required" services. The portal's CEIR facility allows users to report lost or stolen handsets for immediate blocking and tracing across all telecom operator networks. This ensures that stolen devices cannot be misused anywhere in India, with traceability features helping in recovery efforts. DGP Cyber Crime Telangana Sikha Goyal highlighted the state's exceptional performance in mobile phone recovery. "Telangana presently ranks first in recovery of mobile phones in the country. As of date, we have recovered and handed over to victims about 88,301 mobile phones," she stated. The success in Telangana was attributed to systematic training programs where modal officers were identified in each district and trained by state-level nodal officers from the CID. This structured approach has made Telangana a model for other states to follow. The government has taken decisive action against international spoofed calls through the CIOR (International Incoming Spoofed Calls Prevention System), launched in October 2024. Within 24 hours of deployment, the system blocked 1.35 crore spoofed calls, demonstrating immediate effectiveness. To combat evolving fraud tactics, telecom service providers have been instructed to display "International Call" notifications for all calls originating from outside India. This helps citizens make informed decisions about answering such calls. Additionally, 308 international carriers and aggregators repeatedly sending spoofed calls have been blocked. Complaints about international number fraud dropped from 2,776 cases in January 2025 to single-digit numbers by June 2025. The Digital Intelligence Platform (DIP) has created a secure network of 620 organizations working as national-level watchdogs. This includes central security agencies, 35 state police forces, telecom service providers, and GSTN, creating a comprehensive security ecosystem. The ASTR system has analyzed 134 crore mobile connections, leading to the disconnection of over 82 lakh fraudulent connections after reverification. The technology detects cases where mobile connections have been acquired using different demographic and KYC details but similar subscriber images, effectively identifying fake document usage.
