Govt To Form Task Force To Review Death Penalty Policy, Direction
Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said the decision to form the task force was made by the government on July 9.
'This review will be carried out comprehensively using an evidence-based approach, involving all stakeholders, including the families of death row inmates and victims' families.
'The government is committed to examining the matter thoroughly before making any final decision,' she said in a written reply uploaded on the Parliament website today.
She was responding to a question from Syerleena Abdul Rashid (PH–Bukit Bendera) on the government's direction towards the complete abolition of the death penalty and whether the existing moratorium on executions would be maintained in line with Malaysia's support for the United Nations General Assembly (UNGA) resolution.
Azalina said the establishment of the task force followed suggestions made by stakeholders during several engagement sessions held in April this year, which called for a more in-depth study as there were still prisoners awaiting execution.
She said the engagement session, which involved government agencies, legal bodies, non-governmental organisations and civil society organisations, was held to gather preliminary views on the policy direction, including implementation, legal and human rights aspects of the complete abolition of the death penalty.
According to her, reform measures concerning the death penalty had been initiated since 2018 through its abolition and the enforcement of a moratorium, during which appeals for pardon by inmates on death row were still permitted in accordance with existing legal provisions.
'After the Death Penalty and Life Imprisonment Review Act 2023 (Act 847) was gazetted, a total of 906 inmates were identified as eligible for sentence review and as of October 2024, the Federal Court had commuted the sentences of 863 prisoners.

Teenager killed in crash after motorcycle tyre bursts

Cops investigating possibility toddler mauled to death by dogs in Sg Buloh
KUALA LUMPUR: A nineteen-month-old boy has died after he was supposedly mauled by dogs in Kampung Orang Asli Sungai Buloh here. Sungai Buloh police chief Supt Mohd Hafiz Muhammad Nor said they received a report on the incident at 8.40am on Tuesday (July 22) from a Sungai Buloh Hospital emergency department medical officer. "The child was brought to the emergency zone unconscious and was given cardiopulmonary resuscitation (CPR), but there was no response. He was pronounced dead at 9.14am. "Initial checks revealed scratches and wounds on the victim's head and body," he said in a statement on Wednesday (July 23). He said investigations found that the child was brought to the hospital by his parents aged 31 and 29. "The couple had just returned from work at about 8.15am and found the door to their house open. They then discovered their son unconscious about 20m from the house, with several dogs near the body," he said. It is understood that the boy had been under the care of his uncle at the time and was believed to have been sleeping in the living room. The boy's body was sent to the Sungai Buloh Hospital's forensic department for a post-mortem. The case is being investigated under Section 31(1)(a) of the Child Act 2001. – Bernama

JPJ Issues 1,194 Summonses For Not Wearing Seat Belts On Buses
KLANG, July 23 (Bernama) -- The Road Transport Department (JPJ) has issued a total of 1,194 summonses to bus drivers and passengers nationwide under the Special Operation on Seat Belt Usage which began on July 1. JPJ Director-General Datuk Aedy Fadly Ramli said of the total, 1,108 summonses were issued to passengers, followed by 62 to drivers, and 24 cases involved the failure to install seat belts. He said among the reasons given to avoid being fined were that they were unaware seat belt usage was mandatory and that enforcement had already been gazetted.
