BEIJING, June 9 (Reuters) - China's Rednote, one of the country's most popular social media platforms, has released an open-source large language model, joining a wave of Chinese tech firms making their artificial intelligence models freely available.
The approach contrasts with many U.S. tech giants like OpenAI and Google, which have kept their most advanced models proprietary, though some American firms including Meta have also released open-source models.

Open sourcing allows Chinese companies to demonstrate their technological capabilities, build developer communities and spread influence globally at a time when the U.S. has sought to stymie China's tech progress with export restrictions on advanced semiconductors.
Rednote's model, called dots.llm1, is available for download on developer platform Hugging Face. A company technical paper describing it was uploaded on Friday.
In coding tasks, the model performs comparably to Alibaba's Qwen 2.5 series, though it trails more advanced models such as DeepSeek-V3, the technical paper said.
RedNote, also known by its Chinese name Xiaohongshu, is an Instagram-like platform where users share photos, videos, text posts and live streams. The platform gained international attention earlier this year when some U.S. users flocked to the app amid concerns over a potential TikTok ban.
The company has invested in large language model development since 2023, not long after OpenAI's release of ChatGPT in late 2022.
It has accelerated its AI efforts in recent months, launching Diandian, an AI-powered search application that helps users find content on Xiaohongshu's main platform.
Other companies that are pursuing an open-source approach include Alibaba which launched Qwen 3, an upgraded version of its model in April.
Earlier this year, startup DeepSeek released its low-cost R1 model as open-source software, shaking up the global AI industry due to its competitive performance despite being developed at a fraction of the cost of Western rivals.

Donald Trump is pushing cash for all American babies. What are ‘Trump Accounts'? Explained
US President Donald Trump wants to make a significant but limited investment in newborn babies through his 'Big Beautiful Bill'. On Monday, the president touted a provision in his tax cut bill that proposes opening investment accounts for all American babies born during Trump's current term as President. These accounts have been dubbed "Trump Accounts", and families of all income levels could receive them. The 'Trump Accounts' pilot program is included in the 'One Big Beautiful Bill'. Simply put, these are new tax-exempt investment accounts to benefit all American children. An earlier version of the bill called them MAGA Accounts, referring to the president's Make America Great Again campaign slogan. During a roundtable on Monday, Trump said, "For every US citizen born after December 31, 2024, before January 1, 2029, the federal government will make a one-time contribution of $1,000 into a tax-deferred account that will track the overall stock accounts will be private property controlled by the child's guardians. This provision means that every US citizen born between the start of 2025 and the end of 2028 would receive $1,000 initially from the federal government in a tax-deferred account. The accounts would, over the course of a child's first 18 years, be linked to a mutual fund or index fund tied to the performance of the stock market. The initiative further allows parents to contribute additionally — up to $5,000 tax-free each year to "Trump Accounts". The money would only be accessible to the child upon reaching adult status at 18. At age 18, children could withdraw the money to put toward a down payment for a home, education or to start a small business. If the money is used for other purposes, it'll be taxed at a higher rate. The full balance would be available at age 30, USA Today reported. With about 3.6 million babies born in the US each year, the cost could exceed $3 billion annually, the Washington Post reported. Republicans have yet not released any cost estimates for the program. Amid criticism from several people, including former aide Elon Musk, Trump is trying hard to get his 'Big, Beautiful' tax and spending bill approved by the Senate. On Monday, Trump worked the phones and took to social media to try to sway Republican holdouts on his multi-trillion-dollar tax bill. Trump further promoted the program as a pro-family, pro-child initiative at a time when his administration and congressional Republicans are facing criticism over cuts that the tax, spending and immigration bill would make to programs like Medicaid and the Supplemental Nutrition Assistance Program. It's feared that the tax and spending cut package will add more than $3 trillion to the US national debt over the next decade. The House of Representatives approved the bill by one vote last month. It now faces opposition from both moderates and ultra-conservatives in the Senate. Many in favour of this provision say that it doesn't distinguish between the rich and the poor. The Trump program is similar to 'baby bond' programs run in California, Connecticut and Washington, D.C, according to the Washington Post. The report says that while those local programs were created to reduce the wealth gap by supporting children in need or lower-income families, Trump accounts will be made available to Americans regardless of their socioeconomic status. Moreover, USA Today reported that the program serves as a counter to Democratic arguments that the bill helps the nation's wealthiest Americans. Meanwhile, a statement from the White House said, "The One Big Beautiful Bill will change the lives of middle-class families across America" — 'together with historic tax cuts, an increased child tax credit, higher wages, and monumental economic growth.' President Trump said on Monday that the mega bill would 'make it possible for countless American children to have a strong start at life at no cost to the American taxpayer.' Meanwhile, Dell CEO Michael Dell said, "With these accounts, children will be much more likely to graduate from college, to start a business, to buy a home, and achieve lifelong financial stability.' Amid the buzz over "Trump Accounts", Donald Trump gathered corporate leaders at the White House Monday to highlight a provision in his tax bill that would deposit $1,000 into an investment account for babies born in the next few years. Dell Technologies, Salesforce, Uber and Goldman Sachs were among the companies the White House said would be participating. 'They'll really be getting a big jump on life, especially if we get a little bit lucky with some of the numbers and the economy," the US President said.

Google ChatGpt creator OpenAI deal inked? What we know so far
OpenAI plans to add Alphabet's Google cloud service to meet its growing needs for computing capacity, three sources told Reuters, marking a surprising collaboration between two prominent competitors in the artificial intelligence sector. The deal, which has been under discussion for a few months, was finalized in May, one of the sources added. It underscores how massive computing demands to train and deploy AI models are reshaping the competitive dynamics in AI, and marks OpenAI's latest move to diversify its compute sources beyond its major supporter Microsoft, including its high-profile Stargate d ata center project, as per a report. It is a win for Google's cloud unit, which will supply additional computing capacity to OpenAI's existing infrastructure for training and running its AI models, sources said, who requested anonymity to discuss private matters. The move also comes as OpenAI's ChatGPT poses the biggest threat to Google's dominant search business in years, with Google executives recently saying that the AI race may not be winner-take-all, Reuters reported. OpenAI, Google and Microsoft declined to comment. Since ChatGPT burst onto the scene in late 2022, OpenAI has dealt with increasing demand for computing capacity - known in the industry as compute - for training large language models, as well as for running inference, which involves processing information so people can use these models. OpenAI said on Monday that its annualized revenue run rate surged to $10 billion as of June, positioning the company to hit its full-year target amid booming adoption of AI. Earlier this year, OpenAI partnered with SoftBank and Oracle on the $500 billion Stargate infrastructure program, and signed deals worth billions with CoreWeave for more compute. It is on track this year to finalize the design of its first in-house chip that could reduce its dependency on external hardware providers, Reuters reported in February. The partnership with Google is the latest of several maneuvers made by OpenAI to reduce its dependency on Microsoft, whose Azure cloud service had served as the ChatGPT maker's exclusive data center infrastructure provider until January. Google and OpenAI discussed an arrangement for months but were previously blocked from signing a deal due to OpenAI's lock-in with Microsoft, a source told Reuters. Live Events Microsoft and OpenAI are also in negotiations to revise the terms of their multibillion-dollar investment, including the future equity stake Microsoft will hold in OpenAI. For Google, the deal comes as the tech giant is expanding external availability of its in-house chip known as tensor processing units, or TPUs, which were historically reserved for internal use. That helped Google win customers including Big Tech player Apple as well as startups like Anthropic and Safe Superintelligence, two OpenAI competitors launched by former OpenAI leaders. Google's addition of OpenAI to its customer list shows how the tech giant has capitalized on its in-house AI technology from hardware to software to accelerate the growth of its cloud business. FAQs Q1. What do we know about Google's DeepMind AI? A1. Google's DeepMind AI unit also competes directly with OpenAI and Anthropic in a race to develop the best models and integrate those advances into consumer applications. Q2. What do we know about Google Cloud? A2. Google Cloud, whose $43 billion of sales comprised 12 per cent of Alphabet's 2024 revenue, has positioned itself as a neutral arbiter of computing resources in an effort to outflank Amazon and Microsoft as the cloud provider of choice for a rising legion of AI startups whose heavy infrastructure demands generate costly bills.

While ChatGPT remained unresponsive on Chrome for many, it continued to work, albeit slowly, on Safari. The iOS app also worked fine for a few users, but Android seemed to be facing the same problems as the web marks ChatGPT's third major outage in 2025 so far. And going by how attached the Internet seems to be, it might not survive the next one without a meme meltdown.
