Couple remanded in child maid murder case

Express Tribune13-02-2025

RAWALPINDI:
A local court granted on Thursday a four-day physical remand for the couple, who murdered a 12-year-old maid after subjecting her to severe torture. The victim's only 'sin' was to eat their daughter's Rs20 worth of chocolate.
Civil Judge Imran Qureshi, who heard the case, ordered the recovery of the weapon used in the offence. The Bani police presented the suspects and their accomplice Rubina Naveed to the court under tight security.
Upon the police's written request, the court sent accomplice Rubina Naveed on a 14-day judicial remand to Adiala Jail, stating that the investigation with her had been completed and that she would be brought back for the hearing on February 27.
The police also requested a seven-day physical remand for Rashid Shafiq and Sana Rashid for recovering the murder weapon.
Initial investigations revealed that the victim identified as Iqra had eaten the suspect couple's daughter's chocolate. Neighbours reported that the victim repeatedly swore during the abuse, claiming that it was the couple's daughter who had eaten the chocolate, but the couple disregarded her statement and continued the brutal assault. They beat the girl with a rolling pin for allegedly stealing chocolate.
The child screamed, but the abuse escalated. The police informed the court that the investigators needed to create a map of the crime scene and take statements from eyewitnesses.
The court rejected the police's request for a seven-day remand, instead granting a four-day physical remand for the couple. The couple was transferred to the police station under heavy security for further investigation and will be presented again on February 16.

Rs40b scandal exposes gaps in govt depts

The largest financial scandal in Khyber-Pakhtunkhwa's history — amounting to a staggering Rs40 billion—has left government departments reeling, as they failed to provide satisfactory answers before the Public Accounts Committee (PAC) of the K-P Assembly. Departments including Finance, Accountant General's Office, and Communication & Works (C&W) were unable to present complete documentation or convince committee members of their performance regarding embezzlement in Upper Kohistan. During the high-level meeting chaired by Assembly Speaker Babar Saleem Swati, department representatives mostly shifted blame onto each other. The speaker criticized the departments for their poor coordination, emphasizing that this is not just a Rs40 billion scandal, but likely part of a broader corruption network potentially reaching Rs500-600 billion. In contrast, the National Accountability Bureau (NAB) earned praise for recovering Rs20 billion from the misappropriated funds. Speaker Swati highlighted this as a rare case where no political figures are implicated, and said the scandal involves deep-rooted institutional corruption, especially within the AG Office, Finance Department, and C&W. Despite the magnitude of the corruption, only two officials were suspended initially. The PAC ordered the suspension of additional officials across the involved departments. The AG's office was instructed to suspend two more officers within three days and initiate further action. Finance and C&W were also directed to identify and penalize more employees. The AG claimed NAB had taken all records related to Upper Kohistan and had not returned them. However, NAB clarified that it only takes copies of documents, not originals. The Speaker reprimanded the AG for overstepping boundaries and insisted the office should have maintained copies. The C&W Secretary revealed that an internal inquiry had led to the suspension of seven officials, but the PAC demanded all SDOs and XENs from 2019 to 2024 be suspended. The Speaker added that even check signatories must be held accountable. Contractors operating under fake companies are to be blacklisted, along with their beneficiaries. DG Audit Sirajul Haq informed the committee that over Rs21 billion in irregularities were detected last year alone, and more discrepancies worth Rs6 billion were found in 18 districts. He stressed the need to audit a full decade's worth of records from Kohistan, promising a complete report by December. A heated exchange also erupted between PPP MPA Ahmad Karim Kundi and Finance Advisor Muzzammil Aslam, with Kundi demanding Aslam's resignation. Aslam denied any involvement in the scandal, asserting his department's innocence. The session concluded with warnings that no department or officer would be spared accountability. Speaker Swati summed up the sentiment: "This isn't just theft—it's systematic institutional failure."

Capital city continues to grapple with spike in crime

ISLAMABAD: The federal capital continues to grapple with a troubling spike in various kinds of crimes, as recent data reveals a sharp rise in carjacking, robberies, and other violent crimes across the city. According to figures obtained by Business Recorder, Islamabad witnessed 55 cases of carjacking over the past week alone. These included the theft or snatching of 47 motorcycles and eight cars. In addition to vehicle-related crimes, police also reported 14 cases of armed robbery, eight incidents of street crime—including mobile phone and cash snatching at gunpoint—one murder, and the grim discovery of a body found hanging from a pole, prompting fears of a targeted or brutal killing. Criminal gangs appear to be particularly active in areas under the jurisdiction of the Karachi Company, Shalimar, Sabzi Mandi, Shehzad Town, and Aabpara police stations, which have emerged as hotspots for criminal activity. Among the week's most alarming incidents was a violent spree by four armed men who first stormed a bakery in Sara-i-Kharbooza. The suspects held two employees, Abdullah and Waqas Ahmed, at gunpoint and fled with Rs20,000 in cash and two mobile phones. The same gang then targeted three more individuals on the road—robbing Asher Shahzad of Rs27,000, snatching a mobile phone from Jhad Ali, and shooting Shoukat Ullah when he resisted the robbery attempt. In a separate gruesome case, two suspects in custody of police injured an encounter when five persons opened firing at the police with intention to set free the two suspects from the police custody. As per detail was sixth 'encounter' this month during which a suspect was killed while seven were injured. Further, during the last week, Karachi Company police registered five cases of motorcycle theft, two cases of car theft and one case street crime; one case of street crime and cases of auto theft were reported to Industrial Area police station.
