Santiago urges successor at SPAN to maintain momentum

Charles Santiago has been replaced as SPAN chairman after two years at the helm.
PETALING JAYA : Charles Santiago has called on his successor at the National Water Services Commission (SPAN) to carry forward the momentum that has reshaped Malaysia's water sector over the past two years.
SPAN today announced that former Indah Water Konsortium Sdn Bhd CEO Abdul Kadir Din had been appointed to chair the water regulator effective yesterday, replacing Santiago.
When contacted by FMT, Santiago said his two-year term at SPAN had ended.
Santiago previously held the post from November 2018 to April 2020 when Pakatan Harapan was in government.
Under Santiago's leadership from 2023 to 2025, SPAN launched an ambitious reform programme focussing on decarbonisation, operational efficiency, governance and anti-corruption efforts.
Santiago said these efforts had laid a strong foundation for a resilient water sector that is prepared to meet the challenges of climate change and water scarcity.
'Given the increasing frequency of extreme weather events and the looming threat of water scarcity, it is imperative to continue these initiatives to mitigate a potential water crisis in Malaysia,' he said in a statement.
Santiago said among SPAN's key achievements during his tenure were the introduction of an environmental, social, and governance (ESG) framework for water and wastewater operators, the adoption of low-carbon operating systems, and the formation of joint working teams with state water companies like Syarikat Air Perlis.
Notably, the pilot project in Perlis is expected to save RM7 million annually by reducing non-revenue water (NRW) — a success Santiago hopes will be replicated nationwide.
Santiago said SPAN had also ramped up integrity and anti-corruption programmes, introduced ISO 9000 standards to improve internal efficiency, and launched a nationwide water conservation campaign in late 2024.
Looking ahead, Santiago highlighted the importance of building an ecosystem for startups in the water sector, strengthening financial management and governance among operators, and deepening collaborations with international partners such as Singapore's national water agency (Public Utilities Board) and the World Bank.
Santiago, a former three-term MP for Klang, said these partnerships should focus on areas such as NRW reduction, technology adoption, financial management, governance and integrity.
'The momentum built over the past two years must be maintained to realise SPAN's full potential,' he said.
SPAN is an independent regulatory body for water supply and sewerage services in the peninsula as well as Labuan.

KUALA LUMPUR: Bursa Malaysia traded mixed at midday, as losses across the broader market were offset by gains in several index heavyweights, nudging the benchmark higher. At 12.30 pm, the FTSE Bursa Malaysia KLCI (FBM KLCI) added 2.62 points to 1,526.46, up 0.17 per cent from Wednesday's close of 1,523.84. The gains were led by Maybank, YTL Power, and CelcomDigi. Maybank rose nine sen to RM9.79, while YTL Power and CelcomDigi added eight sen each to RM3.73 and RM3.80, respectively. Collectively, the three counters contributed 3.80 points to the index. The benchmark opened 3.87 points higher at 1,527.71 and fluctuated between 1,523.22 and 1,528.72 during the morning session. Market breadth remained negative. Decliners outpaced gainers 446 to 278, while 477 counters were unchanged, 1,194 untraded, and 17 suspended. Hong Leong Investment Bank Bhd noted that the local bourse ended higher on Wednesday as it tracked gains on Wall Street and regional markets, supported by improved breadth and stronger trading activity. "The KLCI may continue to consolidate with a slight upward bias, buoyed by the conclusion of the second round of US-China trade talks in London. "However, broader market sentiment remains cautious amid lingering uncertainty over the pending US-Malaysia tariff agreement and the traditionally soft seasonality for June. Investor confidence remains under pressure amid a fragile global trade environment," it said in a research note today. Among other gainers in the heavyweight group, IHH Healthcare rose four sen to RM6.90, Petronas Gas climbed 16 sen to RM17.86, Maxis added four sen to RM3.63 and Petronas Chemicals was three sen higher at RM3.35. In active trade, Jiankun inched up half-a-sen to three sen, while MYEG, Tanco and Velesto were flat at 97 sen, 97.5 sen and 18.5 sen, respectively. On the index board, the FBM Emas Index rose 7.98 points to 11,445.72, the FBMT 100 Index gained 10.40 points to 11,213.94, and the FBM Emas Shariah Index added 8.03 points to 11,400.70. The FBM 70 Index slipped 19.92 points to 16,505.30, while the FBM ACE Index dropped 36.0 points to 4,508.05. By sector, the Energy Index advanced 6.54 points to 730.31 and the Financial Services Index rose 2.31 points to 17,781.46. The Industrial Products and Services Index eased 0.03 point to 152.28, while the Plantation Index declined 9.32 points to 7,204.50.

KUALA LUMPUR, June 12 — Malaysian Anti-Corruption Commission (MACC) chief commissioner Tan Sri Azam Baki has confirmed that one or two individuals will soon be charged in court over the alleged mining scandal in Sabah. Speaking at a press conference after an MACC event, Azam said an official announcement would be made shortly on the individuals to be prosecuted. 'I will make an announcement very soon about the one or two individuals to be charged in court,' he said. Earlier on June 6, MACC sources revealed that investigation papers had been completed and submitted to the Attorney General's Chambers, with several individuals identified as potential suspects. The alleged scandal surfaced in 2024 after leaked videos showed purported discussions involving bribery and misconduct related to mineral exploration projects in Sabah, implicating several state assemblymen. Last month, MACC said it had finalised a forensic report on the controversial video clips. Azam had previously stated that initial versions of the videos were too heavily edited to be credible. In a separate update, Azam said investigations into the alleged misappropriation of sukuk funds for a Klang Valley highway project are expected to conclude in one to two months, citing the need for detailed document and financial analysis. The probe recently saw MACC officers record a six-hour statement from a corporate figure with a 'Tan Sri' title, with questioning ongoing at the individual's Kuala Lumpur residence.

PETALING JAYA: The revision of the targeted sales and service tax (SST) and the expansion of its scope to cover more items will not have any impact on the low-to-middle income group, according to an economist. On the other hand, Idham Razak of Universiti Teknologi Mara said, widening the definition of luxury goods to include semi-basic necessities such as electrical products will weigh down on the middle-income earner. Advertisement Idham told FMT that exempting basic necessities and services from the SST could even help to cushion any sharp increase in the cost of living, if it is implemented progressively. He noted that the low-to-middle income earners generally set aside a huge portion of their income for basic necessities like food, education and medical expenses. The government's decision to focus on imposing taxes on luxury goods and non-essential items meant that only the high-income earners would be affected, he added. Idham said the RM5 billion in government revenue expected to be generated from the expansion of the SST would bring long-term benefits. 'These funds can be channelled back to the people via the Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (Sara) cash aid initiatives,' he said. In November, finance minister II Amir Hamzah Azizan said that with the expansion of the SST, government revenue from the tax would rise to RM51.7 billion in 2025, from RM46.7 billion in the previous year. Idham said the additional revenue would enable the government to finance infrastructure development without having to dip into the funds for other important sectors. 'It (the additional revenue) creates fiscal space for targeted subsidies or incentives to encourage economic mobility,' he explained. The additional revenue would also help to reduce the budget deficit, debts and liabilities, he said. 'In short, a targeted taxation system has the potential to protect the low-income earners and complement sustainable and inclusive fiscal policies,' Idham added. On Monday, the finance ministry said that the zero tax rate for basic necessities will be maintained while a 5% to 10% rate will be imposed on non-essential goods from July 1. The service tax, on the other hand, will be expanded to include rent, lease, construction, financial services, private healthcare and education. Aimi Zulhazmi Abdul Rashid of Universiti Kuala Lumpur said the revision for certain products and services could see inflation rise, although it would still be manageable. He said the objective of revising the SST and expanding its scope was the same as that for the goods and services tax (GST) that was introduced in 2015 and was in force until it was replaced by the SST in 2018.
