Premier League has no say on delay over Man City charges, says chief exec - World
The Premier League issued more than 100 charges against City in February 2023 related to alleged breaches of its financial rules and with allegedly failing to co-operate with the subsequent investigation.
The case was heard by a commission between September and December last year but no decision has been published.
The issue continues to hang over the league as the 2025/26 season gets underway this weekend, but Masters said his organisation has no control over when a verdict will be reached.
"Once the allegations, the charge has been put forward, they go before an independent panel, which is independently selected, and they are then in charge of the process and its timings," Masters told Sky Sports News.
"They hear the case, they decide the outcome, and we have no influence over that, over it or its timing.
"And that's right, if you think from an independence point of view, that there is independent people making those decisions, and we just have to be waiting.
"My frustration is irrelevant, really. I mean, I just have to wait, and legal processes rarely take less time than you anticipated, but we have to be patient."
City deny any wrongdoing and have said they have a "comprehensive body of irrefutable evidence" to clear their name.
But if they are found guilty, they could face a range of punishments, including a severe points penalty, or even be kicked out of the Premier League.
City were charged with failing to report accurate financial information for nine seasons stretching from 2009/10 to 2017/18, as well as failing to provide full details of former manager Roberto Mancini's pay between 2009/10 and 2012/13.
They are also charged with failing to provide full details of remuneration in contracts with players between 2010/11 and 2015/16, and with failing to co-operate with the investigation over a period from 2018 to 2023.
Since an Abu Dhabi-backed takeover in 2008, City's fortunes have been transformed on the field from also-rans to the dominant force in English football.
Eight of their 10 top-flight league titles have come since 2012 and they also won the Champions League for the first time in 2023.

Paris Saint-Germain will be hoping a severely curtailed summer break does not come back to bite them as the Ligue 1 season begins this weekend, headlined by the newly-crowned European champions and featuring the return to France of Paul Pogba. It is just the second time that the French top flight has boasted the Champions League winners among its ranks, with PSG's success against Inter Milan in May following Marseille's triumph in 1993. Luis Enrique's team added the UEFA Super Cup on Wednesday as they came from two goals down against Tottenham before winning on penalties. The nature of that success was made all the more remarkable given they had just a week's pre-season training under their belts, and no friendly matches. That is after they went all the way to the Club World Cup final in the United States, their 3-0 defeat against Chelsea on July 13 bringing the curtain down on a marathon 65-game season. That did not take the shine off their achievement in winning the Champions League, but those exertions risk having an impact on Luis Enrique's players further down the line. "What we did last season had been the objective for all PSG supporters, for the whole club, and for everyone who played for the club," PSG's coach said this week. "Now we want to keep on making history, and that means winning consecutive Champions Leagues, so that is our objective. That is the dream." Put another way, continued European success is the priority over winning a 12th domestic title in 14 years. PSG are nevertheless overwhelming favourites to do that as they attack the season having added goalkeeper Lucas Chevalier from Lille to replace Gianluigi Donnarumma, and Ukrainian centre-back Illia Zabarnyi from Bournemouth. Lyon back from brink French football has been mired in crisis due to difficulties finding a domestic broadcast partner willing to offer the kind of money needed to help teams beyond PSG compete with their European counterparts. At the end of last season, the French league pulled the plug on a cut-price deal with streaming platform DAZN. Instead it has launched its own platform, a bold step which may succeed in the long run but for now means clubs have no guaranteed television income. Seven-time champions Lyon's woes almost led to them being relegated -- they were initially demoted to Ligue 2 by French football's financial watchdog before successfully appealing that punishment. However, they were told they would have to cut their wage bill and transfer budget for this campaign and the future still looks uncertain -- key players such as Rayan Cherki, Alexandre Lacazette and goalkeeper Lucas Perri have all departed. Marseille and Monaco completed the podium in Ligue 1 last season and surely have the best chance of challenging PSG this time. Monaco have signed Pogba on a two-year deal, giving the 2018 World Cup winner a chance to revive a career that has been stalled by injury and an 18-month doping ban. Capital derby returns Pogba is now 32 and has hardly played in three years, but Monaco are hopeful he can help them make a real push at the top of the table. "The next step for us is to have a team that is mentally stronger, that really believes it can go far in the Champions League and challenge Paris," said Monaco CEO Thiago Scuro. Pogba has never previously played in France having left Le Havre for Manchester United as a teenager. Fellow 2018 World Cup winner Olivier Giroud, meanwhile, has returned to Ligue 1 aged 38 to join Lille. It remains to be seen what impact he might have, and whether Paris FC can feature prominently following promotion. They have big ambitions after a takeover last year by the Arnaults, one of the world's wealthiest families. It is the first time since 1990 that two Parisian teams have featured in the top flight, and the rivalry between them will be stoked by the fact Paris FC will play home games at the Stade Jean-Bouin -- a stone's throw from PSG's Parc des Princes. Paris FC have already invested significant sums in the transfer market but will probably have to wait before seriously challenging their neighbours. "Everyone is eagerly looking forward to the derbies, but we know very well that the gulf between us is huge. They are on another planet," said Paris FC president Pierre Ferracci. Liverpool splash out to secure status as Premier League's top dogs - World
Fresh from storming to a record-equalling 19th English top-flight title, Liverpool have not held back in transforming Arne Slot's squad in pursuit of an era of Premier League dominance. On top of retaining veteran stars Virgil van Dijk and Mohamed Salah to new contracts, the Reds have splashed out £260 million ($350 million) and are reportedly far from finished in the transfer market. Two of the Bundesliga's most promising talents Florian Wirtz and Hugo Ekitike have arrived at Anfield to add extra creativity and goals. Jeremie Frimpong has also made the move from Germany with the daunting task of replacing Trent Alexander-Arnold at right-back, while Milos Kerkez joined from Bournemouth as the long-term successor to Andy Robertson at left-back. More defensive reinforcements are imminent with the club closing in on deals for Crystal Palace captain Marc Guehi and 18-year-old Italian centre-back Giovanni Leoni from Parma. But it is the potential addition of Newcastle striker Alexander Isak for a British transfer record fee in excess of £115 million that is the transfer saga of the English summer. Risky and rare strategy Liverpool were among the lowest Premier League spenders last year as Slot oversaw a steady transition from Jurgen Klopp in spectacular style. A huge investment this time round is also possible because the Reds are among the slickest movers in the market when it comes to sales. The departures of Luis Diaz, Darwin Nunez, Jarell Quansah, Caoimhin Kelleher, Alexander-Arnold and Tyler Morton have raised around £200 million. Liverpool's bold strategy of tearing up a title-winning team is a risky and rare experiment. Only once, Manchester City in 2019, have the Premier League champions been the biggest spending English club in the market since 2007. After years of battling against the financial power of Abu Dhabi-backed City, Liverpool are now flexing their muscles thanks to years of commercial growth and prudent ownership. "It doesn't feel Liverpool-like to me," said former defender Jamie Carragher at the thought of a new £69 million striker Ekitike playing second fiddle to Isak. After decades in the doldrums prior to Klopp's arrival, Liverpool are aiming to bring back glory days the club has not since the 1980s. The last time Liverpool won back-to-back titles was in 1984 and doing so this season would come with the added bonus of overtaking Manchester United as English football's top dogs. To do so, Slot has recognised the need to strike the right balance that still harnesses the best from his side's extra firepower. A pre-season trend of high-scoring encounters continued in losing the Community Shield to Crystal Palace on penalties after twice blowing the lead. "Now we are better in creating and getting promising situations than we were, in my opinion, throughout the whole of last season," said Slot. "What made us really strong last season was we only won mostly by a margin of one goal and that had mostly to do with us keeping a clean sheet or as a maximum conceding one goal." Liverpool also have extra motivation to defend their title as they try to honour a lost friend and team-mate in Diogo Jota. The Portuguese international was killed aged just 28 alongside his brother after a car accident in northern Spain last month. Tributes to Jota will continue throughout the season with "Forever 20" -- his shirt number, which the club have now retired -- printed on Liverpool's jerseys. Palestinian officials say Israeli settler kills one in West Bank clash - War on Gaza
Palestinian officials said an Israeli settler shot and killed a Palestinian in the occupied West Bank on Wednesday, while the army confirmed an off-duty soldier shot someone it said was throwing rocks. The confrontation marks the latest fatal clash in the Palestinian territory, where violence has surged since the start of the Gaza war. "Thameen Khalil Reda Dawabsheh (35 years old) was killed by settler gunfire in the town of Duma, south of Nablus," the Palestinian Authority's health ministry said in a statement. Contacted by AFP, Duma village council head Suleiman Dawabsheh said that a confrontation broke out when a group of Israeli settlers trespassed on land north of the town while farmers worked on their land. "A group of settlers arrived on a tractor and another vehicle, and immediately tried to kidnap a boy about 14-15 years old, taking him away," he told AFP. Dawabsheh said that residents managed to retrieve the boy, but that during the ensuing argument, "one of the settlers opened fire directly at the young man Thameen Dawabsheh". The army claimed in a statement that during engineering work near Duma, dozens of Palestinians hurled rocks towards Israelis, including an off-duty soldier and a civilian, a term the army commonly uses to refer to settlers. The off-duty soldier, also a settler according to the mayor, fired warning shots at first, and when rock throwing continued, fired again until "a hit was identified". The army said that soldiers were then dispatched to break up the incident. "As a result of the rock hurling, the civilian and the soldier were lightly injured and received medical treatment at the scene," it added. Duma, a town in the northern West Bank, is a frequent theatre of settler violence. In 2015, a Palestinian couple and their baby were burned to death after settlers attacked the village, a tragedy that residents remember to this day. In April 2025, hundreds of settlers attacked Duma and stabbed a villager after an Israeli teenager who often visited a nearby settlement outpost was found dead. The West Bank is home to around three million Palestinians, as well as about 500,000 Israeli settlers. Violence in the Palestinian territory, which Israel has occupied since 1967, has soared since October 7, 2023. Since then, Israeli troops and settlers have killed at least 968 Palestinians according to health ministry figures. Over the same period, at least 36 Israelis, including security forces, have been killed in Palestinian attacks or during Israeli military operations, according to official figures.
