Mizoram decides to collect biometrics, biographic data of Myanmar refugees

government has decided to collect biometrics and biographic data of Myanmar refugees taking shelter in the northeastern state after a military coup in the neighboring country in February 2021. Earlier, Manipur had carried out this exercise.
A Mizoram Home Department official, who did not want to be named, told ET, 'Towards the end of July, the work of collecting biometric and demographic data of around 35,000 Myanmar refugees would start. The biometric exercise would be conducted using the Foreigner Identification Portal and would be carried out in all 11 districts of the state."
He added, 'Around Rs 38 lakh was earmarked for the exercise, and the expenditure would be borne by the Ministry of Home Affairs (MHA). Training of the government staff to conduct the exercise has almost been completed in all the districts."
The MHA had earlier asked both the Manipur and Mizoram governments to capture biographic and biometric details of "illegal migrants" in the two states and complete the process at the earliest.
Both northeastern states had earlier agreed to undertake the collection of biometrics and biographic data of Myanmar nationals. The former Mizo National Front government in Mizoram was reluctant to collect the biometrics and biographic data of Myanmar refugees.
The incumbent Zoram People's Movement (ZPM) government, led by Chief Minister Lalduhoma, had earlier agreed to conduct the exercise. After a military coup in Myanmar in February 2021, refugees, including women and children from the neighboring country, started coming to Mizoram and Manipur seeking shelter in the two Indian states, and now their numbers in Mizoram have increased to around 35,000.
According to Home Department officials, the maximum number of Myanmar refugees are currently taking shelter in Champhai district. Myanmar's Chin state shares mountainous borders with six Mizoram districts—Champhai, Siaha, Lawngtlai, Hnahthial, Saitual, and Serchhip. Recently, a fresh batch of refugees has started coming since July 2.
Gun battles have erupted between the Chin National Defence Force and the Chinland Defence Force-Hualngoram over control of Chin state in Myanmar. A senior official, who does not want to be named, said that around 3,000 to 4,000 refugees had come since the fighting started on July 2.
'They are being provided with food, water, and shelter.'
Refugees are coming to Zokhawthar and Saikhumphai Village, bordering Myanmar in Champhai district.

The IndiaAI mission, which prioritises accountability, safety, equity, and the defence of privacy and human rights, is at the core of India's AI strategy. According to the statement, one of the main highlights is the creation of native Large and Small Language Models using Indian datasets. Currently, startups such as Sarvam AI, Soket AI, Gnani AI, and Gan AI are developing foundational models that are suited to the linguistic and cultural diversity of India. According to the statement, these models will be open-source, allowing other startups to create locally tailored applications. According to Minister Vaishnaw, to support scalable innovation, the government is also enhancing AI compute capacity by ensuring GPU infrastructure access and expanding the AIKosh Datasets Platform, which currently hosts over 1,000 datasets and 208 AI models, including Text-to-Speech tools in Indian languages. Additionally, the mission is funding 30 AI-based applications addressing public interest areas like health, climate, and governance. Through its IndiaAI Startups Global Programme, 10 startups are being mentored at Station F and HEC Paris, including PrivaSapien Technologies (privacy-enhancing AI) and Secure Blink (AI cybersecurity). Ensuring safe and trusted AI, India has established the IndiaAI Safety Institute to coordinate efforts on responsible AI. Projects under this initiative include AI bias mitigation, machine unlearning, and watermarking, as per the statement A strong legal framework that addresses AI-related risks like disinformation, deepfakes, and data misuse, such as the Digital Personal Data Protection Act (2023), IT Act (2000), and IT Rules (2021), supports the tech initiatives. A techno-legal approach underpins India's regulation, combining legislation with government-funded R&D on deepfake detection, privacy, and cybersecurity tools, according to the written reply. India's hosting of the 2026 summit further solidifies its position as a global leader in the development of AI that is inclusive, moral, and driven by innovation.

Indian equity markets are expected to open lower on Thursday after US President Donald Trump's unexpected announcement of a 25 per cent tariff on Indian goods, effective August 1. President Trump also indicated possible further penalties on India's energy imports from Russia. Following Trump's announcement the Nifty derivatives contracts traded at the Gujarat International Finance Tec-City (GIFT City) shed over half a per cent. Experts said the markets could decline between 1 and 2 per cent on Thursday. Most vulnerable stocks will be from garments, pharmaceuticals, gems and jewellery, automotive and petrochemicals sector. However, those with no US exposure could also be impacted due to the concerns of overall impact on the economic growth. Analysts said if no deal is reached with the US or could shave off GDP growth by 20 basis points. 'Markets will react negatively to the tariff imposition. Despite the unpredictability of US policy, investors anticipated a deal given the aligned long-term interests between the US and India,' said Nilesh Shah, MD, Kotak Mahindra AMC. Sectorally, the inclusion of pharmaceuticals among the tariffed goods could have a significant impact, as the US accounts for over 30 per cent of India's pharma exports. 'Markets may fall 1-1.5 per cent but should stabilise soon after. While several sectors will feel the pain, the broader impact may be contained as long as IT and service exports remain unaffected,' said Chokkalingam G, founder, Equinomics. The US President's threats of additional penalties came a day after he formally announced to Russia a 10-day deadline to reach a truce with Ukraine. The US had threatened secondary levies that would target countries that import Russian exports, such as oil. India was among the first to engage with the US in trade talks. The US is India's largest trading partner and top export market. Market experts said that a 25 per cent tariff rate is a negative development compared to lower rates for peers such as Vietnam, Indonesia, and the Philippines, which compete with India in similar categories of labour-intensive products and electronic goods, as well as for foreign portfolio investment (FPI) flows. FPIs have been net sellers in India this month while being buyers in other emerging markets.

ED moves for restitution of attached properties of bank officials accused in Rs 560 crore fraud

Over 5 lakh depositors of Karnala Nagari Sahakari Bank, who lost their money due to the bank management's alleged Rs 560 crore fraud, are likely to soon get back their money as the Enforcement Directorate (ED) has restituted immovable properties worth Rs 386 crore to the competent authority for distribution of money among the depositors. The ED on Wednesday shared information on the restitution of the immoval properties to the competent authority. The central agency had provisionally attached assets under the Prevention of Money Laundering Act (PMLA) as the erstwhile chairman (of the bank) Vivekanand Shankar Patil, a three-term MLA from Panvel constituency from the Peasants and Workers Party of India, in connivance with other officials of the bank, siphoned off bank funds for private investments. The ED's money laundering case is based on the predicate offence registered by Panvel police in February, 2020, against Patil and 75 others. The accused persons involved the bank's vice chairman, CEO and 12 directors. In June 2021, the central agency arrested Patil in the case. It was alleged by the investigators that the chairman and other officials of the bank entered into criminal conspiracy and prepared 63 bogus loan accounts using forged documents without following the guidelines of RBI and standard banking norms and siphoned off Rs 560 crore for personal gains. When the ED carried out an investigation for money laundering, they found that the proceeds generated from the crime of forgery and cheating were diverted to various entities controlled by Patil and his relatives. 'He purchased various properties and assets using the funds siphoned off from Karnala Nagari Sahakari Bank Ltd. Such proceeds of crime (POC) were utilized for purchase of immovable properties at different locations in Raigad district,' the ED said in a statement. During their investigation, the ED identified and attached these properties worth Rs 386 crore in August 2021 and October 2023. The central agency has also filed a prosecution complaint (equivalent to chargesheet) on August 12, 2021, and the trial is underway. In the meantime, the liquidator appointed by RBI approached PMLA court for permission for restitution of properties. On July 22, the court passed an order to release the property at Karnala Sports Academy, Panvel, to the liquidator and put it for auction. The court also ordered the competent authority, MPID, to realise the land at Posari, Raigad by auction for distribution amongst the depositors, said the ED.
