DA backtracks on motion of no confidence, commits to GNU

The DA has backtracked on its threat to implement a motion of no confidence against President Cyril Ramaphosa, despite tensions between the two parties.
DA Federal Council chairperson Helen Zille confirmed on Tuesday that her party would not be proceeding with the motion "for now", but emphasised that they would not be bullied by the ANC within the Government of National Unity (GNU).
Experts have viewed the move by the DA leader as "grandstanding" and "seeking attention" because the party knows that they can't afford to leave the GNU.
The DA and the ANC have been at loggerheads since the axing of Trade and Industry deputy minister Andrew Whitfield last week, resulting in the DA announcing that it would be withdrawing from the National Dialogue.

The party has since accused Ramaphosa of double standards, saying that he condoned corruption after he became mum following the DA's calls to fire Higher Education Minister Nobuhle Nkabane.
Nkabane is embroiled in the appointment of boards for Sector Education and Training Authorities (SETAs).
Political analysts have weighed the situation, with some suggesting that the DA is grandstanding with their threats.
Professor Sipho Seepe said that the DA is grandstanding and that the market would quickly self-correct if the rand were to crash.
"The DA likes grandstanding. Yes, the rand may crash, but the market will quickly self-correct.
"Having said this, the ANC is unlikely to kick the DA out of the GNU. The GNU is big business. The very big business had funded Ramaphosa's presidency. Ramaphosa is unlikely to bite the hand that feeds him," Seepe said.
He said the DA hated the idea of the ANC, EFF, and the MK Party government so much that it would rather stick it out.
"Besides, the decision to walk out of the GNU will be dictated by big business, not Helen Zille…The same applies to the idea of tabling the motion of no confidence… Such a step would leave the ANC with no option but to kick the DA out of this marriage of inconvenience. It is a gamble that many in the DA would frown upon," Seepe said.
Another analyst, Sandile Swana, said Zille's reasons for staying in the GNU were arbitrary and not scientifically grounded.
"The DA has not been able to grow the economy by more than 2% in the Western Cape. They have lingered around 2% but it was required to grow at 5.4%. The DA has governed the Western Cape and Cape Town for some time. There is increased unemployment in the province and the metro, more than in any other province in the country.
"The DA and big business are using the GNU to prevent the MKP and the EFF from being part of the government," Swana said.
He said if an opportunity would present itself, the EFF would take up a place in the GNU and continue working with Ramaphosa as they did not agree that Ramaphosa handled the Phala Phala matter correctly.
Zille said that while the DA has the numbers to potentially outvote the president, they would instead take intermediate steps to address their concerns.
"The president can fire us from the GNU, and there are many people from the ANC wishing that he would fire us. But here is the thing, if he fires us the rand will crash, the economy will go into a tailspin, investors will withdraw, unemployment will increase, and we will probably be pushed out of AGOA and tariffs will go up."
Zille, however, said that it did not mean that her party would be bullied by the ANC within the GNU and that they had a plan if Ramaphosa booted out the DA from the GNU.

'The DA had previously laid charges of corruption against Simelane, alleging theft of more than R700,000 by fraudulently billing Eskom when she worked for Vitrovian. Eskom is reported to have used Vitrovian, a consulting firm, to suppress protests at the Kusile Power Plant during its construction. 'Vitrovian's charges to Eskom appeared to have been severely inflated, and Eskom was allegedly invoiced by Vitrovian for work done by employees that did not exist. Simelane used the 'commercial loan' from Gundo Wealth Solutions, owned by Ralliom Razwinane, to purchase a coffee shop in Sandton. She vehemently denied wrongdoing, asserting that she handled everything transparently and repaid the loan in full. In September 2024, Ramaphosa vowed not to sweep the allegations against Simelane, related to the VBS bank scandal, under the carpet. DA 'confident' Breytenbach said the DA is confident that the Saps will conduct a 'thorough investigation into these serious allegations'. DA and opposition parties reject Higher Education Minister Nkabane's budget

'It is time for President Ramaphosa to fire Minister Nkabane and clean up the ANC's criminal network from the heart of Parliament,' said the DA's Jeanne Adriaanse in response to the budget. Higher Education Minister Nobuhle Nkabane on Tuesday accused the DA, MK party and EFF of 'rejecting the transformation of the post-school education and training sector in South Africa' after they rejected her proposed budget for the Department of Higher Education and Training. Nkabane presented her department's budget vote speech for the 2025/26 financial year at the National Council of Provinces. She said the budget would improve the efficiency and performance of South Africa's post-school education and training system. Earlier on Tuesday, the DA — a member of the Government of National Unity — opened a criminal case against Nkabane for fraud and statutory offences under section 26 of the Powers, Privileges and Immunities of Parliament and Provincial Legislature Act 4 of 2004. Nkabane's budget covered key higher education sectors. In terms of it, TVET colleges are to receive R14-billion, up from R13.1-billion last year. The combined allocation for Sector Education and Training Authorities and the National Skills Fund is R26-billion. National Student Financial Aid Scheme (NSFAS) funding rises to R48.7-billion this year, with further increases planned in the coming years. University education rises from R91.7-billion in 2024 to R96-billion this year alone. Nkabane acknowledged that there was a R1.4-billion deficit in the universities budget and said that the NSFAS budget would 'not [be] sufficient to meet the growing demand for access to higher education. 'We continue to seek efficient ways of allocating limited resources to ensure that no deserving learner is left behind,' she said. Opposition After Nkabane presented her budget, the DA's Jeanne Adriaanse wasted no time in shooting it down when she was allowed to respond. 'It is time for President Ramaphosa to fire Minister Nkabane and clean up the ANC's criminal network from the heart of Parliament… Another failure in this minister's dossier is a recent scandal involving the appointment of ANC-connected individuals to the Sector Education and Training Authority. The minister brazenly appointed the comrades to these crucial roles and acted like they were in employment, intending to serve political interests rather than the public good. 'When this list was leaked, the minister smoothly revoked these appointments, attempting to cover her tracks. But the dissension did not go unanswered,' said Adriaanse. The EFF's Laetitia Arries said, 'We reject the budget, minister… You have failed to account for appointments that are glaring examples of political patronage, where state institutions intended to empower youth and workers are turned into ANC deployment zones for local cadres and family members of the ruling elite. 'Year in and year out, this department is … always inadequately prepared to receive thousands of students at the start of the academic year, while the missing middle students who don't qualify for NSFAS and can't afford tuition are often left without support.' The MK party rejected the budget for similar reasons to those of the DA and EFF. The Patriotic Alliance's Bino Farmer said the party supported the budget and that higher education should be a driver of local development. He, however, warned the minister not to do wrong. In response, Nkabane said, 'Those who are rejecting the budget are rejecting the transformation of the post-school education and training sector in South Africa. They are not rejecting the budget of Nobuhle Nkabane.' Nkabane is set to appear at the Good Hope Chambers on Thursday, 3 June 2025, for the debate on the budget. The spokesperson for Higher Education and Training, Camagwini Mavovana, said the minister was aware of the DA's criminal case against her, but was focused on delivering tangible outcomes for young people.
