Korea's W12tr extra budget to boost economy by 0.1%p
The South Korean government's proposed supplementary budget worth 12.2 trillion won ($8.6 billion) is projected to stimulate growth in the country's gross domestic product by 0.1 percentage point, officials said Friday.
The government passed the extra budget proposal at an extraordinary Cabinet meeting on Friday. Of the 12.2 trillion won, roughly 4 trillion won will be injected into shoring up key industries affected by trade tensions and advancing the artificial intelligence sector, while 3 trillion won will be allocated to disaster recovery and 4 trillion won will be put into boosting domestic demand.
The Finance Ministry, responsible for overseeing the additional budget, projected that the 12.2 trillion won injection could boost the local economy by 0.1 percentage point.
"The figures would have to be tested, but the supplementary budget is likely to lift (GDP) growth by 0.1 percentage point," said Kim Yoon-sang, second vice minister at the Finance Ministry, at a press briefing Thursday.
The Bank of Korea offered a similar outlook, projecting a boost to growth, but only a limited one due to the budget's relatively small size.
"The execution of a 12 trillion won supplementary budget could boost the economic growth rate by 0.1 percentage point," BOK Gov. Rhee Chang-yong said at a separate press briefing held Thursday shortly after the central bank's rate-setting decision.
At the briefing, Rhee warned that the central bank may have to reduce its estimate of the country's GDP growth rate for this year and further suggested Korea's economy may have contracted in the first three months of this year.
The Bank of Korea's February forecast of 1.5 percent economic growth for this year — sharply downgraded from the 2.3 percent projected a year earlier — is facing further downward pressure as US tariff measures are expected to weigh heavily on Korea's exports, a key driver of its GDP.
"It is not appropriate for me (as the central bank governor) to speak about how large the budget should be," Rhee said. "But I can say that it would be better for the budget to be limited to one-off spending to ensure it does not lead to a structural fiscal deficit."
The government is to submit the budget to the National Assembly for approval on Tuesday.

In 2022, then-US President Joe Biden signed the CHIPS and Science Act, allocating $39 billion in subsidies and grants for semiconductor companies setting up manufacturing and research facility in the US. Among the beneficiaries were chip heavyweights including Taiwan's TSMC, Korea's Samsung and SK hynix, as well as US-based Intel and Micron. Any delays or renegotiated terms for investment could deal a blow to Samsung and SK hynix, who had already pledged to invest tens of billions of dollars to build new advanced chip facilities. Depending on funding plans, they may be forced to reconsider their US investment strategies. Samsung is investing over $37 billion to build two new advanced fabrication plants and an R&D facility in Taylor, Texas. In return, the company has been awarded $4.74 billion in direct funding. SK hynix has secured $450 million in direct funding for a $3.87 million investment in building an advanced chip packaging plant and an R&D center in West Lafayette, Indiana. KHNP to set up on-site construction office for Czech power plant project
South Korea's state-run Korea Hydro & Nuclear Power Co. (KHNP) will first establish an on-site construction office in the Czech Republic to swiftly commence the nuclear reactor construction project for the European nation, company officials said Thursday, a day after the two sides finalized the deal. KHNP will soon hold a kick-off meeting with Czech state-controlled power company Elektrarna Dukovany II (EDU II) for the project and open an on-site construction office at the Dukovany nuclear power plant, located about 170 kilometers southeast of Prague, according to the officials. A South Korean consortium led by KHNP was named the successful bidder for the estimated US$19.1 billion project last month, but the signing of the deal had been delayed due to an injunction issued by a Czech court following a legal complaint from France's EDF, a losing bidder in the tender. KHNP electronically signed the final agreement with EDU II to build two new nuclear power units at the Dukovany plant late Wednesday, shortly after the Czech Supreme Administrative Court overturned the injunction. The Dukovany deal marks South Korea's first overseas nuclear power plant contract since 2009, when the country secured a deal to build the Barakah nuclear power plant in the United Arab Emirates. "This contract is a remarkable achievement that once again proves the technological excellence and reliability of South Korea's nuclear power industry on the global stage," KHNP President Whang Joo-ho said in a press release. They are KEPCO Engineering & Construction Co., KEPCO Nuclear Fuel Co., KEPCO Plant Service & Engineering Co., Doosan Enerbility Co. and Doosan Engineering & Construction Co, according to KHNP. KEPCO E&C, KEPCO NF and KEPCO KPS, all subsidiaries of South Korea's state-run Korea Electric Power Corp., will be in charge of design, nuclear fuel supply and maintenance in the project, respectively. Doosan Enerbility and Doosan E&C will lead the construction of the nuclear reactors. South Korea plans to deliver two APR-1000 models, which are based on the advanced APR-1400 design employed by the Barakah Nuclear Power Plant, but modified to meet local demand, including a reduced capacity, for the Dukovany plant. The two new reactors will be built adjacent to the four existing 510-megawatt units at Dukovany, which have been in operation since the 1980s. The first new unit is expected to begin trial operations in 2036, with the second following approximately two years later. With the project, Seoul is expected to enjoy the upper hand in possible competition for another nuclear power plant project in the Czech Republic.
