
BMC invites developers for redevpt of 64 slums
Mumbai: BMC has invited Expressions of Interest (EOI) from developers for the redevelopment of 64 slum rehabilitation schemes located on municipal lands across Mumbai, under Regulation 33(10) of DCPR-2034.
According to the public notice, the redevelopment will be carried out in line with the Development Control and Promotion Regulations (DCPR-2034) norms and applicable govt policies.
Some of these slums are located in areas like Shimpoli in Borivli, Goregaon East, Malad East, Lower Parel, Dindoshi, Wadala, Govandi, and Ghatkopar. Developers will be responsible for the entire process—ranging from conducting slum surveys and preparing redevelopment plans to securing permissions, constructing both rehabilitation and sale components, and handling post-occupancy maintenance.
Only developers with prior experience in slum or housing rehabilitation who meet the required technical and financial criteria will be considered.
The EOI was published in newspapers on May 10. "The detailed EOI document, including eligibility conditions, scope of work, and submission guidelines, has also been made available on the BMC's official website from May 14, 2025. A pre-bid meeting with interested developers has been scheduled for May 23.

The last date for submitting bids is June 10, following which the eligibility (Packet A) and technical (Packet B) bids will be opened the same day," said a civic official.
Technical scrutiny will be completed by June 17, and financial proposals (Packet C) will be opened tentatively at 4:00 PM on the same day. BMC has stated that the notice is intended to generate public awareness, encourage participation from qualified developers, and promote an inclusive redevelopment vision for the city.
However, the move has drawn criticism. Opposition parties allege that the BMC lacks the experience to handle Slum Rehabilitation Authority (SRA) projects. "BMC has been given the powers of the Chief Executive Officer of the Slum Rehabilitation Authority for these 64 projects. It has also been granted the powers of the Planning Authority for the area of these SR schemes. However, BMC lacks experience in executing SRA project," said MLA Rais Shaikh.
