Livestock markets allowed from June 3 to 8 at APMCs
Mumbai: Under criticism for its advisory to the Agricultural Produce Market Committees (APMCs) against holding livestock markets between June 3 and June 8 across the state for Bakr Eid, the Maharashtra Gauseva Ayog, a commission for the welfare of cows and their progeny, revoked its May 7 advisory. After animal husbandry officials informed the meeting headed by chief minister Devendra Fadnavis on June 2 that the ban on holding livestock markets between June 3 and 8 was revoked, the commission issued a fresh advisory on June 3, stating only the sale and purchase of cows and their progeny would be banned. "We raised the issue with the CM, citing the law which does not give the commission any rights to issue such an advisory. The animal husbandry department intervened. The commission has the rights to only recommend, not to pass any advisory or order. I am glad now livestock markets will be organised, and animals which are allowed for slaughter (buffaloes, goats, sheep, lambs) can be sold," said Samajwadi Party MLA Rais Shaikh. Congress MLA Amin Patel, who also attended Monday's meeting chaired by the CM at Sahyadri Guesthouse, said it was a big relief to animal traders, farmers and the community at large. "Farmers and traders wait for the whole year to get a good price for livestock during Bakr Eid festival. Village markets run by APMCs are where most villagers sell and buy livestock during Bakr Eid, and the advisory had upset many," said Patel, who also suggested the modernisation of the BMC-run Deonar abattoir. Imran Babu Qureshi of All India Jamiatul Quresh said, "Anyway, the slaughter of cows and their progeny is prohibited. Our demand was to lift the ban on holding markets for livestock permitted for slaughter."tnn

BMC invites developers for redevelopment of 64 slums across Mumbai
MUMBAI : BMC has invited Expressions of Interest (EOI) from developers for the redevelopment of 64 slum rehabilitation schemes located on municipal lands across Mumbai, under Regulation 33(10) of DCPR-2034. According to the public notice, the redevelopment will be carried out in line with the Development Control and Promotion Regulations (DCPR-2034) norms and applicable govt policies. Some of these slums are located in areas like Shimpoli in Borivli, Goregaon East , Malad East , Lower Parel , Dindoshi , Wadala, Govandi, and Ghatkopar. Developers will be responsible for the entire process—ranging from conducting slum surveys and preparing redevelopment plans to securing permissions, constructing both rehabilitation and sale components, and handling post-occupancy maintenance. Only developers with prior experience in slum or housing rehabilitation who meet the required technical and financial criteria will be considered. The EOI was published in newspapers on May 10. "The detailed EOI document, including eligibility conditions, scope of work, and submission guidelines, has also been made available on the BMC's official website from May 14, 2025. A pre-bid meeting with interested developers has been scheduled for May 23. The last date for submitting bids is June 10, following which the eligibility (Packet A) and technical (Packet B) bids will be opened the same day," said a civic official. Technical scrutiny will be completed by June 17, and financial proposals (Packet C) will be opened tentatively at 4:00 PM on the same day. BMC has stated that the notice is intended to generate public awareness, encourage participation from qualified developers, and promote an inclusive redevelopment vision for the city. However, the move has drawn criticism. Opposition parties allege that the BMC lacks the experience to handle Slum Rehabilitation Authority (SRA) projects. "BMC has been given the powers of the Chief Executive Officer of the Slum Rehabilitation Authority for these 64 projects. It has also been granted the powers of the Planning Authority for the area of these SR schemes. However, BMC lacks experience in executing SRA project," said MLA Rais Shaikh.

BMC proposes 64 slum redevelopment projects in 11 wards
The Brihanmumbai Municipal Corporation (BMC) has floated an Expression of Interest (EoI) for slum development scheme in 64 civic plots across Mumbai on the lines of the Dharavi Redevelopment Project (DRP)—the ambitious project undertaken by the state government, in collaboration with the Adani group, for development of the slums in Dharavi. The BMC's move of floating the EoI comes three months after it took a decision to lease out its own land parcels to private entities to generate revenue. Slum development schemes are real estate projects aimed at transforming slum clusters to high-rises with the dual aim of providing housing to eligible slum dwellers as well as selling flats for revenue generation. The rehabilitation (rehab) to sale ratio is determined by factors such as the existing development plan, floor space index (FSI) regulations, and the specific project's design. Rehab tenements are built for eligible slum dwellers, while sale tenements are for the open market to help subsidize the rehabilitation costs. On March 28, the state government announced the development of 228 slums across the Mumbai Metropolitan Region (MMR). This project would be initiated by local civic authorities and planning bodies such as the BMC, Thane Municipal Corporation (TMC), CIDCO and Mumbai Metropolitan Regional Development Authority. Out of the 228 projects, BMC will be responsible for executing 64 projects. Civic officials said the redevelopment of the plots will be carried out according to the Development Plan (2034) module of the BMC. The contractors appointed for the project will be executing all responsibilities, such as survey of slums, planning and preparation of the project, securing permission and no-objection certificate, construction of the tenements as well as their maintenance post construction. Furthermore, the BMC's EoI also states that the civic authorities will only appoint developers who have prior knowledge of executing projects related to slum and housing rehabilitation. 'The plots identified were already reserved for executing various government schemes. As a result, developing these plots will not only promote the government's objective of housing for all but will also create amenities such as open spaces and parking lots. Since these plots are entirely owned by the civic body, the chances of facing any legal hurdle are minimum,' said a civic official. 'The developers for each project will be set up via tendering module and proper public consultation will be carried out before going ahead,' the official added. Meanwhile, the BMC's move has invited criticism from political quarters. Samajwadi Party (SP) MLA Rais Shaikh said the BMC doesn't have experience of successfully executing slum rehabilitation projects and that such projects focus on specific-area development instead of cluster development. He further pointed out that the BMC has not even been able to redevelop schools under its own jurisdiction. 'The responsibility for these 64 SRA projects now lies with the municipal administration, which has previously failed to redevelop its own schools. The poor deserve ownership housing, and the civic administration must show flexibility to make this possible. Since the land for these 64 SRA projects belongs to the BMC, the civic body must ensure that these projects are not stalled like the Dharavi redevelopment due to misguided policies,' Shaikh said.

Cancel zoo aquarium tender, order ACB probe: SP MLA to CM Fadnavis
Mumbai: Samajwadi Party MLA Rais Shaikh has written to chief minister Devendra Fadnavis demanding cancellation of the tender for an aquarium at Byculla zoo and also sought an ACB probe into the tendering process. Shaikh stated that only one bidder participated in the tender, and alleged that it was a front company of senior BMC also raised concerns related to fire safety, public hazards, and lack of procedural transparency in the project. According to Shaikh, BMC plans to spend Rs 65 crore, which is highly disproportionate to the project's scale, and pointed out that another state-of-the-art aquarium is being developed in the the allegations, a senior BMC official said that when the first tender was floated last year, there were no bidders, and after an extension was given, there were two bids, one of whom was disqualified and the other bid 2.9% lower than BMC estimates. The senior official also pointed out that there were no safety issues involved in the zoo aquarium project. The entry and exit were separate, and, in any case, the penguin facility accommodates as many as 30,000 visitors on Saturdays and Sundays, the official added.
