BMC invites developers for redevelopment of 64 slums across Mumbai

has invited Expressions of Interest (EOI) from developers for the redevelopment of 64 slum rehabilitation schemes located on municipal lands across Mumbai, under Regulation 33(10) of DCPR-2034. According to the public notice, the redevelopment will be carried out in line with the Development Control and Promotion Regulations (DCPR-2034) norms and applicable govt policies.
Some of these slums are located in areas like Shimpoli in Borivli,
Goregaon East
,
Malad East
,
Lower Parel
,
Dindoshi
, Wadala, Govandi, and Ghatkopar. Developers will be responsible for the entire process—ranging from conducting slum surveys and preparing redevelopment plans to securing permissions, constructing both rehabilitation and sale components, and handling post-occupancy maintenance. Only developers with prior experience in slum or housing rehabilitation who meet the required technical and financial criteria will be considered.
The EOI was published in newspapers on May 10. "The detailed EOI document, including eligibility conditions, scope of work, and submission guidelines, has also been made available on the BMC's official website from May 14, 2025. A pre-bid meeting with interested developers has been scheduled for May 23. The last date for submitting bids is June 10, following which the eligibility (Packet A) and technical (Packet B) bids will be opened the same day," said a civic official. Technical scrutiny will be completed by June 17, and financial proposals (Packet C) will be opened tentatively at 4:00 PM on the same day. BMC has stated that the notice is intended to generate public awareness, encourage participation from qualified developers, and promote an inclusive redevelopment vision for the city.
However, the move has drawn criticism. Opposition parties allege that the BMC lacks the experience to handle Slum Rehabilitation Authority (SRA) projects. "BMC has been given the powers of the Chief Executive Officer of the Slum Rehabilitation Authority for these 64 projects. It has also been granted the powers of the Planning Authority for the area of these SR schemes. However, BMC lacks experience in executing SRA project," said MLA Rais Shaikh.

MUMBAI: In a major move, the Congress has decided to contest the crucial upcoming BMC elections on its own. The party leadership is of the view that going solo is necessary to safeguard the party's organisational interests, given that its position is getting weaker with every passing year. A decision in this regard was taken at a meeting held in New Delhi on May 13 where all the senior leaders from Mumbai were present, Congress insiders revealed. The decision has come at a time when the Uddhav Thackeray-led Shiv Sena (UBT), another Maharashtra Vikas Aghadi (MVA) ally, has expressed willingness to join hands with Thackeray's estranged cousin and Maharashtra Navnirman Sena chief Raj Thackeray in the interest of Maharashtra and Marathi people. 'All the party leaders in Mumbai were determined that the Congress should not think of contesting the BMC polls as part of the MVA,' revealed a senior leader privy to the development. Another senior leader is believed to have told the party bosses in the New Delhi meeting that the Congress had already started losing its voter base to its alliance partners. 'If we contest the BMC elections in alliance, we will completely lose our ground in the city,' he reportedly said. Some leaders also expressed their unhappiness at the lower number of seats given to the Congress in Mumbai in the Lok Sabha and assembly elections last year. The party got two seats—Mumbai North and Mumbai North Central—in the Lok Sabha elections while in the assembly polls it had to be content with only 11 seats. A Congress MLA present at the meeting confirmed the development. 'The BMC election is directly related to the roots of the organisation,' he said. 'It helps create new leadership. To strengthen the party organisation, it is vital to contest the polls on our own.' Another leader said that the party's voter base was on the decline, for which it was necessary to go alone. 'The option for a post-poll alliance with the MVA partners is always open,' he said. The Congress' Maharashtra in-charge Ramesh Chennithala too said that the local leadership was keen on contesting the BMC polls, and a discussion had taken place in this regard. 'But first of all, I want to make it clear that the Congress will remain part of the MVA coalition though we may contest on our own,' he told Hindustan Times. 'The MVA will continue to exist.' Chennithala admitted that the predominant feeling in the party was that it should go alone. 'This is because in the Lok Sabha elections we were given only two seats in Mumbai, of which we could win only one,' he elaborated. 'In the assembly elections too, we again got only 11 seats. It is a fact that the party leaders are very unhappy. For local elections, the views of the local leadership and local issues are always considered.' The performance of the Congress, in the city where it was formed, has been in decline since 2007. In 2007, the party won 75 seats, which reduced to 56 in 2012 and even further to 31 in the last elections held in 2017. Of these, several former corporators have left the party and joined the ruling Shiv Sena and BJP. Bhopal: The BJP city unit on Sunday marked the anniversary of Bhopal state's merger with independent India on June 1, 1949 by paying tribute to the forgotten heroes who led the struggle to free the city from the rule of the nawab. The event, held at Bhopal Gate and Jumerati post office, saw Bhopal MP Alok Sharma hoisting the tricolour and releasing balloons to mark the beginning of the programme. Portraits of the merger movement's leaders were garlanded, and their stories of resistance, sacrifice and perseverance were recalled. BJP MP Sharma said a museum focusing on the merger movement of Bhopal should be established, so that the new generation of Bhopal knows about the struggle of their ancestors to get freedom. Bhubaneswar: For expedited disposal of disputes arising from building plan approvals under Bhubaneswar Municipal Corporation (BMC) limits, three more Odisha Development Authority (ODA) courts will be set up in under the civic body, where designated officers will hear and resolve cases. At present, there is only one ODA court that deals with thousands of minor and major disputes, creating a huge backlog. An estimated 7,000 disputes are pending for disposal, BMC officials said. The court is empowered under the ODA Act, 1982, to decide on the violation of building rules. Earlier, the court functioned under the Bhubaneswar Development Authority (BDA). It started operating under BMC from Nov 2016. BMC officials said that as per the initial plan, the cases will be distributed among the zones according to allotted disputes of a respective zone. "Three additional commissioners, one in each zone, will be designated as authorised officers to hear the cases," said BMC additional commissioner Suvendu Sahu. He made the statement on the sidelines of a recent discussion in a corporation meeting where BMC commissioner Rajesh Patil expressed the view that opening of more ODA courts will reduce the burden on a single court. The court also takes cases from the BMC's enforcement squad. "The enforcement squads keep receiving complaints of encroachments. The ODA court has helped to take up encroachment cases and conducts their hearing expeditiously," said a BMC officer. BMC officials said most of the cases relate to carrying out construction beyond the approved plan or minor and major deviations. "Since BMC is now dealing with building plan approval, we find out whether an individual has used space beyond the permissible area shown in the plan. If we find a violation, we transfer it to the ODA court," an officer said. Sources said if applicants don't find the court's direction satisfactory, they can move the appellate authority. In the case of ODA court, the appellate authority is secretary of the housing and urban development department.
