Kanwar Yatra 2025: Ghaziabad police issues traffic advisory; diversions, road closures from July 11

The Ghaziabad traffic police on Friday issued an advisory for commuters ahead of the Kanwar Yatra pilgrimage, with diversions and road closures set to come into effect from July 11. Officials said in the traffic advisory that heavy vehicles will be banned on certain routes from July 11 to 24, 2025 in Ghaziabad.
Light vehicles will face some restrictions from July 17, and blockages will be implemented on Delhi-Meerut Road and Delhi-Meerut Expressway during the Kanwar Yatra. According to the notice, heavy vehicles like trucks, buses, trolleys and tractors won't be allowed on certain routes from July 11, 10 pm to make sure that the pilgrims have safe access to the yatra routes.
The following roads will remain closed for heavy vehicles on the specified dates – Pipeline Road (Muradnagar – Tila Morh), Delhi–Meerut Road & Expressway (DME) main carriageways, Kadrabad–Delhi-Ghaziabad border stretch (42.5 km), and NH‑34 (formerly NH‑58) and Gangnahar Patri Kanwar Road blocked at specific points.
Meanwhile, the entire Delhi–Meerut Expressway (Kashi Toll Plaza to UP Gate, 56 km) will remain closed for all vehicles until at least July 23 (Sawan Shivratri).
Further, heavy vehicles will be diverted onto NH‑9 via UP Gate – Dasna – Eastern Peripheral Expressway (EPE) – to reach Hapur/Meerut once diversions come into effect. All routes will also be accessible via Delhi- Meerut Expressway auxiliary lanes before full closures take effect.

The Kanwar Yatra, an annual pilgrimage undertaken during the Hindu month of Shravan, draws thousands of devotees every year, who participate in the religious event by travelling on foot. Their routes include roads with heavy traffic, which is why restrictions on vehicular movement have also been restricted at night.

As the stretch connects the city to the ring road, it is a strategically important route and serves as the approach to Tagore Hill, where hundreds of tourists visit every day. Yet, the basic civic upkeep is missing, and locals say even two-wheeler riders hesitate to use the road after sunset as the road is highly prone to accidents. "The road has completely deteriorated. You can't tell where the pothole ends and where the road begins," says Pintu Bhagat, an autorickshaw driver who operates in the Morabadi area. Residents and vendors also echo similar concerns. While the utility work was complete, the surface was not restored. A detailed project report (DPR) is being prepared, and once it is approved, the entire stretch will be repaired, including street lights." However, for people conducting small businesses and daily commuters, the delay and official red tape in the restoration work are affecting livelihoods. "I repair tyres here and at least four bikes come every day with either punctures or bent rims because of this dilapidated road," said Sajid Ansari, a tyre mechanic near Chiroundi. Besides, the footfall at Shiv Shakti Dham has increased significantly during the holy Shravan month, adding to the heavy traffic burden on this damaged stretch. Devotees heading for prayers face a frequent risk of slipping due to uneven surfaces and open potholes. "Every day, the crowd is increasing, but the road's condition is getting worse," said Golu Kumar, a devotee.

Haridwar: A day after eight people died in a stampede at Mansa Devi temple, concerns have resurfaced over the safety of other major shrines in Haridwar, many of which struggle with overcrowding, narrow access points and insufficient crowd control. Just 24 hours after the crush, TOI visited several prominent temples to assess their preparedness and found that critical safety issues persist at many locations. At Chandi Devi temple, perched atop Neel Parvat, steep steps and a narrow approach are clogged with makeshift shops, making movement difficult for pilgrims. There were no visible security personnel to manage the crowd. The Narayani Shila temple also struggles with poor crowd management, especially during Pitru Amavasya, when large gatherings are common. At Mansa Devi, crowd control remains ineffective. The bypass route, which took on more footfall after the closure of the back gate post-stampede, is in disrepair. Unauthorised vendors still occupy both the bypass and the pedestrian path leading to the shrine. Social activist JP Badoni told TOI, "The temple management committee has encroached on land meant for pilgrims by building shops and rooms. I've raised the issue multiple times, but the administration has failed to act against illegal permanent structures, nor have they removed temporary encroachments." He added that Haridwar Municipal Corporation should reclaim its land "illegally occupied by the ropeway company" and use it to improve access for pilgrims. It sees around 4,000 to 5,000 visitors daily, with numbers rising to over 10,000 during peak Shravan days. The temple was recently expanded. "Thanks to separate entry and exit gates and the regular presence of 10 to 15 policemen, which is ramped up to 30–40 during peak days, it is better managed than most other temples," said Mahesh Pareek, a regular visitor. In 2023, then-district magistrate Dheeraj Singh Garbyal had prepared a management plan for the temple, but it was never implemented, residents said. Encroachments are also rampant along the Har-ki-Pauri stretch, including Malviya Ghat, Subhash Ghat, Nai Ghat, Hathi Bridge, Upper Road and Bhimgoda Road. The absence of a designated zero zone in the area makes it difficult to regulate crowds effectively. Locals said key recommendations made by the Justice KK Commission after the 1997 Mauni Amavasya stampede are still pending. Social activist Ratanmani Dobhal told TOI, "Encroachments along the riverbanks near Har-ki-Pauri pose one of the biggest challenges. Entry and exit points must also be decongested." He said a comprehensive plan was needed to provide basic facilities to pilgrims at Har-ki-Pauri.
