Delhi ranks second in India's mid-year pollution list. This city tops the chart
The independent analysis found that Delhi experienced 63 days of 'moderate' air quality during this period, followed by 52 days in the 'satisfactory' category and 31 days marked as 'poor'. Additionally, there were three days when the air quality dipped to the 'severe' category.
'Delhi ranked as India's 2nd most polluted city, with PM2.5 pollution levels reaching twice the NAAQS at 87 µg/m³,' the report stated.
It further stressed the need for a comprehensive strategy to tackle Delhi's air pollution, suggesting that efforts must go beyond the transport and agriculture sectors. 'A serious response to Delhiʼs air pollution problem requires a multi-sectoral approach that applies the same level of attention and regulatory effort to power and industry as is currently applied to transport and agriculture,' the report said.
The findings also highlighted that Delhi breached the World Health Organizations (WHO)'s annual PM2.5 guideline on January 10 and crossed the National Ambient Air Quality Standard (NAAQS) on June 5.
According to the report, this means that even if pollution levels remain low for the rest of the year, the city will still not meet either standard. The 'overshoot day' is defined as a date when average pollution levels prior to that day are already high enough that even minimal daily concentrations going forward would result in annual non-compliance.
Delhi's pollution fight needs a 'multi-sectoral approach'
While restrictions like Delhi's end-of-life vehicle ban play a role in managing air quality, concentrating only on emissions from vehicles overlooks other major, ongoing sources of pollution.
Despite clear directions from the Supreme Court, most thermal power plants near Delhi still lack essential pollution control systems such as flue gas desulfurization (FGD) units, according to the CREA report. By mid-2025, only two out of eleven coal-based plants within 300 kilometres of the capital – NTPC Dadri and the Mahatma Gandhi power plant – had functioning FGDs.
This gap in enforcement undermines progress achieved through stricter vehicle-related regulations and creates an imbalance in how pollution sources are addressed. While transport and agriculture are closely monitored, other sectors continue contributing significantly to pollution with little accountability.
Without swift and comprehensive action across all polluting sectors, measures like vehicle bans and seasonal restrictions will have limited impact, as ongoing emissions from other sources will continue to drive poor air quality.
Which city is the most polluted, and which is the cleanest?
Between January and June 2025, Byrnihat – a town on the Assam-Meghalaya border – recorded the highest levels of air pollution in the country, with an average PM2.5 concentration of 133 µg/m³, according to the research report.
Byrnihat experienced the majority of its days with air quality in the 'very poor' range (75 days), followed by 38 days in the 'moderate' range, 27 days classified as 'poor', and 13 days in the 'severe' category. There were 25 days with 'satisfactory' air quality, but not a single day met the 'good' category standard.
At the other end of the spectrum, 'Aizawl in Mizoram emerged as the cleanest city during the first half of 2025,' with an average PM2.5 level of just 8 µg/m³. The top 10 cleanest cities included three from Karnataka, two each from Tamil Nadu and Uttar Pradesh, and one city each from Mizoram, Manipur, and Madhya Pradesh.
The list of the most polluted cities also featured Hajipur, Ghaziabad, Gurugram, Sasaram, Patna, Talcher, Rourkela, and Rajgir alongside Byrnihat and Delhi.
Among these top 10 most polluted cities, Bihar accounted for four, followed by two in Odisha. Delhi, Assam, Haryana, and Uttar Pradesh each had one city in the list.
259 out of 293 cities exceed WHO's annual PM2.5 standards
By June 2025, 259 out of 293 monitored cities had exceeded the WHO's annual PM2.5 limit, highlighting a broad pattern of non-compliance with international air quality standards.
The number of cities breaching the WHO benchmark varied each month: 107 in January, 114 in February, 21 in March, 10 in April, four in May, and three in June. This month-by-month pattern shows that air pollution is not limited to specific hotspots but is a widespread problem across the country.
Despite several cities consistently recording high pollution levels, only a limited number are currently part of the National Clean Air Programme (NCAP). As a result, many cities with ongoing poor air quality lack targeted strategies or action plans to curb pollution.
When compared to India's own air quality benchmarks—the National Ambient Air Quality Standards (NAAQS)—only three cities exceeded the limit during the first half of 2025. This sharp contrast points to the limitations of the current national standards in protecting public health.
The NAAQS, established in 2009, have not been revised in over a decade. The findings underline the need for an urgent update to these standards so they are better aligned with international guidelines, including interim targets set by the WHO.

The health officials in Kerala have strengthened ward-level surveillance for people suffering from fever and intensified the tracing of contacts by scanning CCTV cameras and hospital outpatient registers after a second person tested positive for Nipah virus in the past two weeks, officials familiar with the matter said. Malappuram is one of the six districts where an alert has been issued by health officials in the wake of Nipah cases (REUTERS) Kerala, which first reported Nipah outbreak in 2018, has recorded four cases this year so far, of which two have died, one recovered and the other is undergoing treatment. The latest death was that of a 57-year-old man, a resident of Kumaramputhur near Mannarkkad in Palakkad district, at a private hospital in Perinthalmanna on July 12. He was tested positive on Sunday night, propelling officials to reinforce Nipah protocols again and initiate contact-tracing measures. A total of 609 people who came into contact with Nipah infected patients have been traced by preparing a 'route map,' and accordingly, fever surveillance has been intensified, health minister Veena George said on Monday. A district health official in Palakkad, who asked not to be identified, said 112 people who had primary or secondary contact with the deceased have been identified so far. 'His death is being treated as a fresh case because he had no contact with the earlier Nipah cases reported in the last two months. The 57-year-old began experiencing symptoms, especially fever, on July 6 and we have found that he visited at least three clinics and tertiary hospitals before seeking treatment at the private hospital where he eventually died. We have published a route map of all the places he had visited with the timeline and we are getting a lot of calls in the control room.' 'With the help of CCTV cameras in places he visited and the outpatient registers of the hospitals he went to, we have compiled a list. Those persons are being put under quarantine. The municipal ward where the deceased's home is located has been declared a containment zone. Fever surveillance has begun in the area,' she said. The 57-year-old was contacted by the Nipah controlroom officials after he reported fever-like symptoms in the days leading up to his death. 'Calls were made to him on July 8, 9 and 10. But he couldn't be contacted after that. His symptoms deteriorated quite fast resulting in his death,' the official said. She said that officials at the local level are attempting to find out how the 57-year-old contracted Nipah in the first place. The virus is mainly transmitted by fruit bats and the spillover to humans occur through contact with bat secretions like urine, saliva and faeces or through contaminated fruit sources which may be bitten by bats. 'There are reports that he ate a piece of jackfruit that had fallen on the ground while visiting his plantation in Agali on June 30. The jackfruit might have been bitten by bats. There is no concrete evidence yet,' she said. R Renuka, Malappuram district medical officer (DMO), said the routine scanning for Acute Encephalitis Syndrome (AES) and Acute Respiratory Distress Syndrome (ARDS) cases at all hospitals in the district have been helpful in detecting Nipah infections. Malappuram is one of the six districts where an alert has been issued by health officials in the wake of Nipah cases. An 18-year-old woman from Malappuram was the first who was tested Nipah positive and died this month. 'We have been looking out for AES and ARDS cases for quite some time. Instructions have been given to all hospitals to look at the viral panel in these cases. Apart from Nipah, it could be influenza or H1N1 cases as well. Since this period is particularly a breeding season of the bats, we have been taking more care,' she said.

Emissions standard debate: Centre defends SO₂ norms tweak, justifies rationale citing IIT, NEERI studies
The central government on Monday defended its controversial move to ease sulphur dioxide (SO₂) emission norms for thermal power plants, asserting that the revised rules were based on detailed scientific analysis and extensive consultations. It also criticised media reports calling the move a 'regulatory dilution', saying they had 'grossly misinterpreted' the policy's intent and rationale. The clarification comes in response to mounting criticism following the environment ministry's July 11 notification, which extended emission deadlines and exempted hundreds of coal-fired plants—classified as Category C—from installing flue gas desulphurisation (FGD) units. In a statement issued Monday, the ministry said: 'Media reports misrepresent both the scientific evidence and the environmental policy rationale underlying the revised notification.' It emphasised that the decision followed consultations with stakeholders and premier research institutions, including IIT Delhi, the National Institute of Advanced Studies (NIAS), the National Environmental Engineering Research Institute (NEERI), and the Central Pollution Control Board (CPCB). 'Contrary to claims of regulatory dilution, the ministry's decision represents a rational, evidence-based recalibration anchored in current ambient air quality data, sectoral emission trends and broader sustainability imperatives,' the statement said, PTI reported. The ministry pushed back against suggestions that India's National Ambient Air Quality Standards (NAAQS) for SO₂—last revised in 2009—are outdated, calling such claims 'scientifically unfounded.' It said any revision to SO₂ limits must be based on actual contributions to PM2.5 levels and associated health impacts, rather than 'rhetorical assertions.' The ministry cited a study by IIT Delhi, which showed that sulfate—formed from SO₂—contributed only 0.96% to 5.21% of PM2.5, and 0.57% to 3.67% of PM10, in cities near thermal power plants. By contrast, the ministry said, claims that sulphur compounds contribute 12–30% to PM2.5 were 'unsubstantiated' and not backed by any rigorous Indian study. 'Current exposure levels provide no credible evidence to suggest that SO₂, under prevailing ambient conditions, is a major public health concern,' it said. The revised notification retains the December 2027 compliance deadline for Category A plants—those located within a 10-km radius of the National Capital Region or cities with a population of over 1 million. For Category B plants—those near critically polluted areas or non-attainment cities—the ministry has moved from a fixed 2025 deadline to a case-by-case assessment approach. The most sweeping change applies to Category C plants, which comprise the bulk of India's thermal fleet. These units have been completely exempted from installing FGD units, provided they comply with prescribed stack height norms by December 31, 2029. The earlier deadline was December 2026. Of roughly 600 thermal power units in India, 462 are in Category C and 72 in Category B, according to the ministry. India first announced SO₂ emission standards for coal-based power plants in December 2015, mandating FGD installation within two years. But nearly a decade and four extensions later, 92% of plants are yet to comply. Environmental groups have expressed concern that this rollback will worsen India's already severe air pollution crisis. Medical experts have long linked SO₂ exposure and secondary PM2.5 formation to respiratory and cardiovascular ailments. However, the government insisted that its revised standards strike a balance between environmental objectives and energy sector realities. 'This is not a dilution, but a strategic recalibration based on evolving scientific and sectoral evidence,' the ministry said.
