NHAI nod to alter road construction

Thiruvananthapuram: In the wake of a retaining wall collapse at Kooriyad in Malappuram district, National Highways Authority of India (NHAI) approved a revised construction method for two sections of NH 66 in the capital district.
The changes will be implemented at Pallipuram near Technocity and Mamom bridge near Attingal, where the highway passes through low-lying paddy fields.
Pune-based RKC Infrastructure Ltd, the contractor for Kazhakkoottam-Kadampattukonam stretch, submitted a proposal to NHAI recommending a shift from the originally planned elevated embankment construction to a surface-level road.
The contractor cited both environmental sensitivity and structural safety for the modification.
"Instead of constructing retaining walls, the road will now be built at surface level to minimise soil pressure and improve long-term stability in the marshy terrain," said a source familiar with the project. However, despite intermittent rains, the construction was nearly 50% completed and is expected to be completed in May 2026.
"The ambitious project includes construction of Attingal bypass, which is in full swing.

The work gained momentum last month. Except for new proposals at Mamom and Pallipuram, the works are going on at a fast pace. The work at Kazhakkoottam and Kallambalam side are going on simultaneously and also at Attingal bypass. Though there is shortage of soil and red earth, we are setting up a new unit soon to ensure that the materials are easily available and to avoid dependency on quarry units in Tamil Nadu.
Approval for the new unit has been accorded.
Currently, we procure materials and aggregates from a unit at Vellalloor," an RKC Infrastructure official told TOI.
Construction work on this critical corridor has been ongoing since May 2025. In total, 13.8km of service road is being developed alongside the main highway, of which nearly 9km has been surfaced. RKC officials have assured that the remaining 4.8 km of tarring will be completed soon.
Originally scheduled for completion in Jan 2025, the deadline extended to Oct 2025 and the contractor recently requested a further extension to March 2026, a request deemed unacceptable by both NHAI and state govt.
Once fully completed, the 29-km upgraded NH-66 corridor will include four flyovers, 36 culverts, six minor bridges, three vehicle overpasses, five vehicle underpasses, six light-vehicle underpasses, four small-vehicle underpasses, three cattle underpasses, a parallel service road, 20 bus bays and a pedestrian overbridge across the 11.15-km Attingal bypass.

Mumbai/Bangalore: South Korean steelmaker POSCO Holdings and JSW Steel Ltd intend to spend ₹70,000-80,000 crore ($8-9 billion) to set up a 6 million tonne per annum steel plant possibly in Odisha, two executives said. A 900-acre land that JSW Steel purchased in Odisha during the April-June quarter could be used for the project, they said, declining to be identified. JSW Steel chief executive Jayant Acharya had said earlier that no project had been finalised for the land. 'This (the land) is closer to the city of Cuttack, Paradeep Port, and the mining area. It makes sense for us to have a land bank in Orissa, and that is why we have acquired it. There is, as of now, no plan, but it is for future expansion, if required for any," Acharya told Mint in a post-earnings interview in July. On Monday, POSCO and JSW Steel signed a non-binding preliminary agreement to explore setting up a steel plant in India, marking the South Korean steelmaker's third attempt to establish a presence in one of the world's fastest-growing economies. Per the agreement for a proposed 50:50 joint venture, POSCO and JSW Steel said in a statement that they were considering Odisha as a key location for a 6 million tonnes per annum (mtpa) integrated steel plant. It also comes as ArcelorMittal Nippon Steel India, a 60-40 joint venture between Luxembourg-based ArcelorMittal and Japan's Nippon Steel, prepares to increase its steel production capacity from 10 mtpa last year to 40 mtpa by 2035. 'For POSCO, India is an emerging market, where steel demand is growing despite a global slowdown," said Suman Kumar, vice president–metals and mining, at financial services firm Dolat Capital. 'Setting up locally gives them access to demand without being subject to import duties that India imposes on countries like Vietnam, China, or Korea. Even with a 50:50 JV, POSCO would secure half of the incremental earnings, making the venture financially attractive for them." JSW Steel and POSCO did not immediately reply to emailed queries seeking further details on the partnership. Third time lucky? In 2005, POSCO announced it would invest $12 billion to set up a 12 mtpa plant in Odisha. It also took up space on the fourth floor of Ashok Hotel in central Delhi, a stone's throw from the Prime Minister's official residence. Later in 2010, the South Korean steel giant announced a $5.3 billion investment to set up a 6 mtpa steel plant in Karnataka. POSCO's proximity to the decisionmakers, however, couldn't help it get started in India. In 2013, the company withdrew its plans for investing in Karnataka, and in 2017, pulled out of the Odisha project as well. At the heart of Posco's exit from India was its inability to access iron ore mines and acquire land because of regulatory issues. 'This is POSCO's third attempt to enter India. Partnering with JSW Steel—given their scale, land bank, and market clout—does improve POSCO's chances of success. However, it's still too early to say with certainty how it will play out," said Kumar. POSCO, on the other hand, brings advanced technology, said Kumar. 'For JSW Steel, they could leverage POSCO's technology to make special steels which are imported in India, like electrical steel, grain-oriented and non-grain-oriented steels, and niche alloys. A JV could, therefore, mean technology transfer and local production of these steels," he said. 'India is central to the future of global steel demand," Lee Ju-tae, representative director and president, POSCO Holdings, said in the statement announcing the agreement with JSW Steel. JSW Steel, which leads the domestic steel market, accounted for 27.79 million tonnes of the 151.1 mt produced in India in FY25, followed by Tata Steel Ltd at 21.68 mt. In 2005, India's steel production totalled 38.1 mt, with Tata Steel producing 4.10 mt of crude steel and JSW Steel, 1.88 mt. JSW Steel shares were up 3.15% to ₹1,078.40 each at 3pm on Monday, while the benchmark Nifty 50 index was up 1.15%.

Goldman Sachs Group inaugurated a new office in Mumbai on Monday, expanding its footprint in India's financial capital as the Wall Street bank bets on long-term growth in the world's fourth-largest economy. The calculation assumes a $20 billion transfer from tax slab changes, of which about 65% ($12–13 billion) flows into consumption. Remember, GST collections are around $250–300 billion annually. Now, while consumers may spend part of these savings, the fiscal impact is different—government revenues fall, and that gap has to be neutralised. Given weak tax collection trends, the adjustment will likely come from capex cuts. Transportation spending may be hit most, while defence capex should remain relatively intact due to geopolitical needs. Overall, government capex could slow, and private sector capex is unlikely to pick up in the short term, as companies continue focusing on cash reserves, buybacks, and improving ROEs rather than fresh investment. So, industrials may face sluggishness. My positioning remains underweight on industrials, equal weight on utilities, and overweight on consumption. Following up, how much of this GST-related tax transfer could actually come back into spending, given the risk of leakages into savings? Venugopal Garre: In a bullish scenario, we estimated $20 billion in transfers, of which $12–13 billion could translate directly into consumption. Added to the $15 billion from earlier tax cuts, that's around $30 billion of extra money in consumers' hands. This can be used for spending, investing in markets, or repaying debt. Even if part of it goes elsewhere, a significant share should support consumption. Considering discretionary consumption alone is roughly one-third of India's $1 trillion-plus total consumption, a $30 billion boost is meaningful for volume growth. But is this big enough to push up Nifty earnings expectations? What kind of market returns do you anticipate for the second half of the fiscal year? Live Events Venugopal Garre: This isn't transformational—it won't push Nifty earnings growth from single digits to mid-teens. At best, it can lift growth by 0.5–1%. Still, these measures are incrementally positive, especially when the economy had slowed from 8% to about 5% growth. With low inflation, decent monsoons, and easing food prices, this is the right time to support demand. Without such steps, growth could weaken further. For now, Nifty earnings may trend toward 10–12% growth in FY26. Will the GST cut meaningfully alter rural versus urban consumption trends? Venugopal Garre: Not really. The tax relief is aimed at the middle class across both rural and urban areas. Rural demand had already picked up due to a lower base and back-to-back good monsoons, which is why growth rates there are often higher. But the GST cut doesn't shift the rural–urban balance—it benefits both segments equally.
