Hong Kong's legislature passes bill to increase airport departure tax to HK$200, effective from Oct 1
Hong Kong's airport departure tax will increase to HK$200 starting from October 1, after lawmakers passed a bill on Wednesday to green light the raise. Out of 84 lawmakers who took part in the vote on the Air Passenger Departure Tax (Amendment) Bill 2025, 77 voted in favour. Two lawmakers voted against the bill while five abstained. The increase will see the city's airport departure tax for adults rise from the current HK$120 to HK$200, representing a 67 per cent hike. The tax is built into the cost of flight tickets, and those purchased before October 1 will not be affected. Joseph Chan, the acting secretary for financial services and the treasury, said in the Legislative Council on Wednesday that the tax hike is expected to bring the government an additional revenue of around HK$1.6 billion. He acknowledged that some lawmakers had expressed worry that the increase would weaken the competitiveness of the Hong Kong International Airport, but said the government has already struck a balance between increasing revenue and reducing the impact on passengers. The official added that the airport departure tax has not been increased in 22 years, and that the government believes a raise of HK$80 was affordable. Perry Yiu, a lawmaker for the tourism sector, was one of the two who voted against the bill. He criticised the government for rejecting the industry's proposal for a phased tax increase and halving the raise, adding that the higher tax would negatively affect the economy's recovery. Gary Zhang, a legislator who also voted down the bill, said the government did not provide a scientific analysis into the impact of the tax raise on different groups of passengers, especially those preferring budget airlines. Exemptions expanded Currently, passengers who arrive and depart Hong Kong within the same day are exempted from the airport departure tax. Chan said authorities are planning to extend the exemption to those departing within the next day, meaning those who stay in the city for less than 48 hours would not have to pay the tax, following lawmakers' suggestions. The government also plans to exempt those transiting through the airport after arriving via land or sea ports, a move to attract more passengers from the Greater Bay Area, Chan said. He said the government is drafting relevant subsidiary legislation and will submit it to the legislature 'as soon as possible' to allow the two exemptions to be implemented on October 1. 'I would like to emphasise that the two exemptions… are expected to significantly enhance the competitiveness of the Hong Kong International Airport for transit passengers, and these transit travellers will also drive… the hotel, dining, and retail sectors in Hong Kong,' Chan said in Cantonese.

Hong Kong gov't demands MTRC report on 5-hour service disruption to Legislative Council
Hong Kong authorities have demanded that railway operator the MTR Corporation (MTRC) appear before the legislature on Monday to report on the five-hour service disruption during Thursday's rush hour. Train service on the Tseung Kwan O Line was completely halted for more than three hours starting around 5.14pm on Thursday following a 'power failure,' according to the MTRC on Thursday afternoon. Train service between Tiu Keng Leng and Yau Tong stations partially resumed at around 8.40pm, but the harbour-crossing section between North Point and Yau Tong stations remained suspended for nearly two more hours. Some passengers reported hearing a loud explosion on an MTR train travelling from Quarry Bay to Yau Tong shortly after 5pm on Thursday, according to Ming Pao. The service suspension caused passengers to be stranded at stations along the line, while road traffic was heavily disrupted. Train service was fully resumed at around 10.33pm, according to the MTRC. The company said in a statement, published shortly after 11pm, that the service failure was due to a 'power supply disruption' between North Point and Tiu Keng Leng stations. Secretary for Transport and Logistics Mable Chan said in a Facebook post at around 11pm that she was 'extremely concerned' about the 'multiple and consecutive incidents' happened with the MTR in recent months. Chan requested the MTRC to conduct a full inspection of its trains after service on Thursday and to ensure smooth operation on Friday morning. She also demanded that the MTRC attend a Legislative Council panel meeting on Monday to present a report on the incident. At a press conference shortly after service resumed, senior management members of the MTRC said the power supply disruption was caused by tripped circuit breakers in the electrical systems. 'Our preliminary investigation found that the relevant overhead cable had components showing signs of short circuits,' Lee Kim-hung, MTRC's chief of operations engineering maintenance, said in Cantonese. Lee said passengers had reported flashes, smoke, and noise outside the train as it was travelling between Quarry Bay and Yau Tong. He said that engineers at the MTRC believed these were also caused by the short circuits. Cheris Lee, chief of operating and metro segment of the MTRC, said the incident took place during rush hour and apologised for causing inconvenience to passengers. She added that around 130 staff were deployed to handle the incident. The service disruption on Thursday was the third incident this year to cause train delays. On February 5 and April 27, two separate incidents involving engineering trains caused service disruptions on the East Rail Line. The complete suspension on Thursday is expected to cost the MTRC tens of millions of dollars in penalties under a 'service performance rebate' mechanism, which was revamped in 2023. The mechanism states that the MTRC will have to pay HK$9.6 million for any delay of up to four hours during rush hour, and that any additional hour of delay will cost the company an extra HK$4.8 million. The money will be refunded to passengers through a fare promotion.

Golden Harvest's Grand Ocean Cinema in Tsim Sha Tsui to shut down – 5th theatre closure this year
Hong Kong cinema chain Golden Harvest is shuttering its Tsim Sha Tsui location – the fifth theatre in the city to close its doors this year. Golden Harvest, which operates Grand Ocean Cinema on Canton Road near the Harbour City shopping mall, said in a statement on Wednesday that the theatre's last day of operations will be June 1 due to the end of its tenancy. 'Grand Ocean Cinema has been a landmark cinema in Tsim Sha Tsui, accompanying generations of movie fans and witnessing the passage of time through different eras of film,' it wrote in Chinese. Golden Harvest thanked cinemagoers for their support and said it apologised for the inconvenience caused. Opened in 1969, Grand Ocean Cinema – which has only one theatre house – is known for its giant screen. According to local media, the house once had over 1,700 seats, but the cinema downsized in the 1990s and now accommodates almost 460 people. The closure of Grand Ocean Cinema will leave the chain with five cinemas. They are located in Shau Kei Wan, Olympic, Kowloon Bay, Tai Po and Tuen Mun. Hong Kong has seen a string of cinema closures in recent years. Besides Grand Ocean Cinema, four theatres have also shuttered this year, including a cinema in Whampoa also run by Golden Harvest. The theatre shut in April, the same month that Newport Theatre in Mong Kok closed. In March, Sun Digital, a modern cinema that was part of the historic Cantonese opera venue Sunbeam Theatre, drew its curtains. Most recently, MCL Cinemas announced in May that it would shut its Grand Kornhill Cinema. Last year, nine local cinemas closed as overall box office receipts in Hong Kong showed the weakest performance since 2011, according to figures compiled by Hong Kong Box Office Limited.
