RM1.52m allocated for Kudat oil palm smallholders and infrastructure

KUDAT: The government is supporting oil palm smallholders here through RM1.52 million in allocations.
Deputy Plantation and Commodities Minister Datuk Chan Foong Hin said RM795,780 was channelled to 10 smallholders under the Smallholder Oil Palm Replanting Financing Incentive Scheme (TSPKS 2.0).
He said it is to support the replanting of old oil palm trees, covering 44.21ha.
Another RM725,000 was allocated for the construction of two Smallholders' Plantation Access Roads (JLPK), covering a total of 2.3km, aimed at linking community settlements with independent oil palm plantations in Kudat.
The road projects involved are in Kampung Rasak Darat Tigaman (RM225,000) and Kampung Suang Pai (RM500,000).
These roads are prioritised for areas with active or newly developed plantations to improve transportation of agricultural inputs and harvested crops, ensuring better access to main roads and sales centres.
"From a logistical infrastructure standpoint, the government, through MPOB (Malaysian Palm Oil Board), has also implemented assistance under the Smallholders' Plantation Access Road project. Priority is given to roads that connect actively cultivated or newly developed plantations managed by smallholders.
"This is to ensure the establishment of improved connectivity for nearby communities, especially in transporting agricultural inputs and delivering harvested crops to main roads and sales centres," said Chan at the launch of the TSPKS 2.0 here.
He also called on smallholders to update their personal information with the MPOB to ensure timely and accurate delivery of government assistance and incentives.

RHB Research said the company's outlook remains positive as upstream earnings will continue to do well on strong CPO prices. PETALING JAYA: IOI Corp Bhd is expected to deliver stronger earnings in the coming financial years as it benefits from elevated crude palm oil (CPO) prices while pursuing fresh income streams through new ventures as well as mergers and acquisitions. The group is targeting fresh fruit bunch (FFB) output growth and cost containment measures that could support margins going forward. According to RHB Research, which met with IOI Corp's management recently, the company's outlook remains positive as upstream earnings will continue to do well on strong CPO prices. This is further supported by the group's embarking on new ventures to diversify its income streams. The research house said the group's valuation was still appealing, trading at 17.5 times its forecast price-earnings ratio for 2026, at the lower end of the 17 to 22 times range of peers. On production, it noted that IOI Corp achieved FFB growth of 1.3% year-on-year (y-o-y) in the financial year ended June 30, 2025 (FY25) – below its initial 3% target. 'While output saw a mini peak in April, IOI Corp expects production to pick up in July, with a bigger peak in the August to September period,' it said. For FY26, the group was targeting FFB output growth of 3% to 5% on the back of better weather conditions in line with RHB Research's 4% forecast. The company was also expected to keep unit costs in check. 'IOI Corp expects FY25 costs to come in at around RM2,000 to RM2,100 per tonne,' RHB Research said, adding that it had already secured fertiliser requirements for the first half of FY26 at flat prices y-o-y. However, a 2% to 3% rise in costs could result from minimum wage adjustments and Employees Provident Fund contribution requirements. On regulatory risks, RHB Research said IOI Corp would face minimal impact from the government's expanded sales and service tax (SST) and US tariffs. The group had obtained SST exemptions for its oleochemicals operations and over 90% of its trading volumes comprised CPO and palm olein, which were not subjected to the tax. 'There is no significant impact as 90% of Malaysian CPO production is exported to the European Union as certified products, with less than 2% exported to the United States,' it added. Looking ahead, IOI Corp was actively seeking brownfield upstream land bank in Malaysia and Indonesia and opportunities in specialty oleochemicals for the pharmaceutical and personal care sectors. It also expressed optimism over its 33% stake in a pulp and paper joint venture with Nextgreen Global Bhd to turn oil palm empty fruit bunches into renewable products. 'The first phase of the plant (150,000 tonnes) should be operational by 2028, with potential earnings before interest and tax (ebit) contribution of RM30mil to RM50mil,' RHB Research said. The group's diversification efforts extended to coconut plantations, where 3,500ha had already been planted, targeting 4,600ha in total. This business could bring in RM60mil to RM70mil in ebit at full maturity. RHB Research reiterated its 'buy' call on IOI Corp, maintaining a sum-of-parts-based target price of RM4.30 with a 2% environmental, social and governance premium.

PUTRAJAYA: Former Pahang menteri besar Tan Sri Adnan Yaakob has lost his appeal to set aside an RM84,000 penalty imposed by the Securities Commission (SC) for violating the Capital Market and Services Act 2007 (CMSA). A three-judge panel led by Justice Datuk Azimah Omar ruled that Adnan should have pursued a judicial review to contest the penalty, stating his appeal was bound to fail on that basis. The bench, which included Justices Datuk Wong Kian Kheong and Datuk Ismail Brahim, also ordered Adnan to pay RM10,000 in legal costs. Adnan, who served as Pahang MB from 1999 to 2018, was a director of Pasdec Holdings Bhd (PASDEC), a company majority-owned by the Pahang State Development Corporation (PKNP). The SC found that PASDEC had issued an abridged prospectus in 2018 omitting key details, including PKNP's pending application to subscribe to shares at RM0.35 per unit. As a board member, Adnan admitted responsibility for the oversight. The SC issued a notice in July 2020, reprimanding him and imposing the RM84,000 fine. After Adnan failed to pay, the regulator filed a civil suit in Kuantan's Magistrate's Court, which ruled in the SC's favour in 2022. His subsequent High Court appeal was dismissed in February 2023. PUTRAJAYA: Former Pahang menteri besar Tan Sri Adnan Yaakob failed in his appeal on Thursday (July 31) to overturn a summary judgement requiring him to pay an RM84,000 penalty to the Securities Commission (SC) for breaching provisions under the Capital Market and Services Act 2007 (CMSA). A three-man bench led by Justice Datuk Azimah Omar held that Adnan should have filed a judicial review to challenge the penalty, adding that on that ground alone, the appeal was bound to fail. Furthermore, she said Adnan failed to raise any triable issues in the light of his clear and unequivocal admission in his letter to the SC. The panel, also comprising Justices Datuk Wong Kian Kheong and Datuk Ismail Brahim, ordered Adnan to pay RM10,000 in legal costs. Adnan, who served as Pahang menteri besar from 1999 to 2018, was a member of the Board of Directors of Pasdec Holdings Bhd (Pasdec), whose largest shareholder is the Pahang State Development Corporation (PKNP) (Perbadanan Kemajuan Negeri Pahang). The SC, a statutory body established under the Securities Commission Act 1993 (SCMA), is vested with the functions and powers to enforce compliance with the SCMA and CMSA. On May 16, 2018, Pasdec issued an abridged prospectus that omitted material information. Pasdec failed to disclose PKNP's application for approval to subscribe to its entitlement at the issue price of RM0.35 per rights share, was still pending. As a member of the Pasdec's board of directors, Adnan, 75, had individually and collectively accepted responsibility for the omission. On July 22, 2020, SC issued a notice to Adnan stating that he had breached the provisions in CMSA and imposed sanctions, including reprimand and an RM84,000 penalty. However, no payment was made, and the SC initiated a civil suit in the Magistrate's Court in Kuantan. On Aug 25, 2022, the Magistrate's Court allowed the SC's application to enter a summary judgment against Adnan. His appeal to the High Court was dismissed on Feb 16, 2023. In Thursday's proceedings, Adnan, who holds a law degree from the International Islamic University Malaysia, represented himself. He submitted that he should not have been responsible for the breach because his role as Pasdec chairman was a state government appointment. Lawyer Lambert Rasa-Ratnam representing SC, argued that Adnan could have filed a judicial review to challenge the penalty imposed but did not do so. Lambert was also assisted by lawyers Chia Oh Sheng and Lim Jun Xian. - Bernama
