Russia restricts WhatsApp, Telegram calls over fraud, ‘terrorism' claims
'In order to combat criminals, measures are being taken to partially restrict calls on these foreign messaging apps (WhatsApp and Telegram),' communications watchdog Roskomnadzor said, as quoted by the RIA and TASS news agencies.
The messenger apps have become 'the main voice services used for fraud and extortion, and for involving Russian citizens in subversive and terrorist activities,' the watchdog added.
Russian security services have frequently claimed that Ukraine was using Telegram to recruit people or commit acts of sabotage in Russia.
Moscow wants the messengers to provide access to data upon request from law enforcement, not only for fraud probes but also for investigating activities that Russia describes as terrorist ones.
'Access to calls in foreign messengers will be restored after they start complying with Russian legislation,' Russia's digital ministry said.
In a statement sent to AFP, Telegram said it 'actively combats misuse of its platform, including calls for sabotage or violence, as well as fraud' and removes 'millions of pieces of harmful content every day'.
Since launching its offensive in Ukraine, Russia has drastically restricted press freedom and freedom of speech online.
'WhatsApp is private, end-to-end encrypted, and defies government attempts to violate people's right to secure communication, which is why Russia is trying to block it from over 100 million Russian people,' a spokesperson for Meta-owned WhatsApp told AFP.
More than 100 million people in Russia use WhatsApp for messages and calls, and the platform is concerned that this is an effort to push them onto platforms more vulnerable to government surveillance, according to the spokesperson. — AFP

China national fined RM25,000 for harbouring illegals

Kota Kinabalu: A 32-year-old China national was fined a total of RM25,000 by the Sessions Court here for harbouring five illegal immigrants at premises under his control. Li Hao pleaded guilty before Sessions Court Judge Hurman Hussain, who imposed a RM5,000 fine for each illegal immigrant involved. In default of payment, Li will face six months' imprisonment per charge. Li was found to have allowed five Filipino nationals — two women and three men, aged between 18 and 48 — who lacked valid travel documents, to remain at the Liubaba Lease premises in Taman Emas, Jalan Penampang, around 9.10pm on July 10 this year. The offence falls under Section 55E(1) of the Immigration Act 1959/63 and is punishable under Section 55E(2) of the same Act. The law provides for a fine between RM5,000 and RM30,000, or imprisonment of up to 12 months, or both, for each illegal immigrant found on the premises. In mitigation, Li appealed for leniency. However, Prosecuting Officer Mohd Sharifuddin Salim urged the court to impose an appropriate sentence to serve as a deterrent. In a separate case in the same court, four Filipino nationals were jailed four months each after pleading guilty to entering the State without valid travel documents. Nanette Sapnay Pili, Cherry Mae Sampung Bernardino, Junaida Omar, and Kc Marwuez Sanchez were arrested during an Immigration enforcement operation at an entertainment outlet in Tanjung Aru at 1.20am on Aug 3. The four failed to produce valid identification documents during the operation. The court ordered their sentences to run from the date of their arrest. Contractor fined for failing to appear as witness

Kota Kinabalu: A 44-year-old contractor was fined RM3,000 by the Sessions Court here for failing to appear as a witness at the Immigration Department office in Kudat. Liew Ket Vui pleaded guilty before Judge Hurman Hussain to the charge of failing to comply with a summons without reasonable excuse. The court ordered that he serve six months' jail in default of payment. Liew paid the fine. According to the facts of the case, Liew failed to present himself at the Kudat Immigration office at 9am on June 3 this year, as required in a summons issued to him in connection with an investigation. The offence falls under Section 40(2) of the Immigration Act 1959/63 and is punishable under Section 57 of the same Act, which provides for a fine of up to RM10,000, or imprisonment of up to one year, or both, on conviction. Liew, who was unrepresented, pleaded for leniency. However, Prosecuting Officer Mohd Sharifuddin Salim urged the court to impose an appropriate sentence to serve as a lesson not only to the accused but also to the general public, emphasising the importance of complying with lawful instructions from enforcement authorities. The court heard that Liew had been summoned to provide a statement in relation to the arrest of several of his workers at a construction site.
