New merit-based PSD loan scheme to reward top students from June

KUALA LUMPUR: A new academic merit-based sponsorship model for pre-service training programmes will come into effect on June 1, replacing the 2016 merit-based Convertible Loan for service placements.
In a statement, the Public Service Department (PSD) said that under the new model, PSD-sponsored students — excluding those in medicine, dentistry, and pharmacy — will be eligible for loan repayment reductions based on their academic performance.
Students in the fields of medicine, dentistry, and pharmacy will receive full loan exemptions, provided they complete their studies and fulfil their government service contracts.
"This initiative aligns with the principles of Madani Ihsan, which seeks to cultivate human capital rooted in academic and personal excellence among eligible Malaysians," it said.
Under the revised repayment structure, students with a final cumulative grade point average (CGPA) of 3.75 to 4.00 will repay just 5 per cent of their loan while those with a CGPA between 3.50 and 3.74 will repay 10 per cent, and those scoring between 3.00 and 3.49 will repay 15 per cent.
Students who graduate with a CGPA above 3.00 but take longer to complete their studies will be required to repay 20 per cent. Those who score below a 3.00 CGPA or fail to complete their studies will be obliged to repay the loan in full.
Additionally, students who gain employment in the public sector in roles aligned with their qualifications will be exempt from repaying any outstanding balance.
The new programme, named PBU Academic, will apply to all new sponsorship recipients from June 1 onwards, excluding Dermasiswa scholarship holders.
Students under the 2016 model will have the option to switch to the PBU Academic scheme in phases beginning Jan 1 next year.
The PSD also advised students under the 2016 scheme, who have completed their studies and are currently repaying their loans, to suspend payments from June 1 until the conversion option becomes available.

The policy reflects the government's commitment to building a skilled and ethical public service ready for future challenges. According to the Public Service Department (JPA), talent development is crucial for boosting efficiency and professionalism among civil servants. 'The policy focuses on merit-based evaluations, continuous skill upgrades, and fostering a high-performance work culture,' JPA stated. It also aims to provide clear career pathways and ensure the public sector remains credible and responsive to national reforms. JPA explained that the policy includes talent mapping, leadership programmes, and partnerships with universities and industries. Technology and data will be used to monitor and enhance talent development under the new framework. Subscribe to our FREE A yellowed employment letter tells the story of humble beginnings that many Malaysians can relate to. 35 years ago, a young man received his first salary as an Audit Assistant at a Kuala Lumpur accounting firm – RM280 plus RM20 Cost of Living Allowance (COLA), totalling RM300. That man, Koh Teck Peng, is now the founder and group principal of an accounting firm in Johor Bahru . How tough were those days? There was no bank transfer back then, Koh recalls. Every month, I'd walk to UMBC Bank – now RHB – queue up, and hand my paper cheque to the counter lady with a smile, saying this is my allowance.' The bank teller would stamp it, count out the cash, and hand it over. That was my monthly ritual. Life on RM300 a Month His daily routine was gruelling but purposeful: Daytime : Working hard at Evening: Rushing to Systematic College for Association of Chartered Certified Accountants (ACCA) classes Night: Studying until late Weekends: Cramming at ACCA headquarters near his office, occasional movies at Bukit Bintang Meals: Dinner often just a roadside curry puff Commute: Squeezed into mini buses with drivers racing like F1 racers Daily Load: Carrying audit files in one hand, pirated Despite the tight budget, there was time for fun. Someone suggested we learn ballroom dancing – not K-pop or hip hop, but waltz, cha-cha, and twist. A bunch of accountants dancing was absolutely hilarious! What was RM300 worth in 1990? Not much, but enough, Koh says earnestly. Most importantly, a company was willing to hire him and give Koh a chance to prove himself. 35 Years Later Today He emphasises that the small UMBC bank check, though modest in amount, changed the trajectory of his life. His senior colleagues were patient, correcting his mistakes in ticking, vouching, and referencing without embarrassing him. Looking back 35 years later, he adds: 'If I could walk to that same bank counter today, I'd still say 'This is my allowance,' then add: 'It changed my life.''
