ECI to provide Mobile Deposit Facility for voters at polling stations
New Delhi [India], May 23 (ANI): In line with various initiatives aimed at enhancing voter convenience and streamlining poll day arrangements, the Election Commission has issued two more comprehensive instructions for providing mobile deposit facility for voters just outside the polling stations and rationalising norms for canvassing, according to an official statement.
The instructions are in line with the relevant provisions of the Representation of the People Act, 1951 and the Conduct of Elections Rules, 1961.
Recognising the increasing coverage and usage of mobile phones in both urban and rural areas and the challenges faced not only by the voters at large but also by senior citizens, women, and PwD electors in managing mobile phones on the poll day, the Commission has decided to allow a mobile deposit facility just outside the polling stations.
Only mobile phones shall be allowed within 100 meters of the polling station and that too in switched-off mode, the release said.
As per the release, very simple pigeonhole boxes or jute bags shall be provided near the entrance door of the polling station where the voters would be required to deposit their mobile phones. Mobile phones shall not be allowed to be carried inside the polling station by the voter.
However, certain Polling Stations can be exempted from this provision based on adverse local circumstances by the Returning Officer. Rule 49M of the Conduct of Elections Rules, 1961, which ensures secrecy of voting within the polling station, will continue to be strictly enforced.
Further, in a move aimed at improving election day facilitation, the Commission has rationalised the permissible norms for canvassing in line with the electoral laws to 100 meters from the entrance of the polling station.
However, electioneering shall not be allowed within a 100-meter radius around the Polling Station on the day of the poll. Therefore, the booths set up by the candidates on poll day for issuing unofficial identity slips to electors, in case the electors are not carrying their official Voter Information Slips (VIS) issued by the Commission, can now be set up just beyond 100 meters of any polling station.
The Election Commission of India, under the Chairmanship of Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, remains committed to conducting elections strictly in accordance with the legal framework, while continuously innovating to improve the facilities for the voters. London [UK], June 4 (ANI): India's High Commissioner to the United Kingdom, Vikram Doraiswami, has said that there is great sympathy and understanding in the UK for what India has suffered due to cross-border terrorism that has emanated from Pakistan and Pakistan-controlled territory. In an interview with ANI, Doraiswami emphasised that India's ties with the UK have gained traction. The UK's approach to challenges that have persisted in South Asia has been much more understanding of India's concerns and more willing to respect that these problems need to be solved by India and Pakistan. Responding to questions about the all-party Indian delegation's meetings in the UK, Doraiswami said, 'I don't want to put words into either our parliamentarians' mouths or those of our British friends, but I think there was a great deal of receptivity to the message. There is great sympathy and understanding in the UK for what India has gone through in terms of our long and painful journey with cross-border terrorism that has emanated from Pakistan-controlled territory and the state of Pakistan. There is a great sense of understanding of the anger and hurt in India that this scourge just doesn't go away.' 'That said, of course, the UK has its own position. It's a sovereign government. It will take its own decisions, but in the last decade and more, we see a steady evolution as our relationship with the UK has gained weight, traction, and strategic dimensions. The UK's approach to challenges that have long persisted in South Asia has been much more understanding of our concerns, much more willing to respect the fact that these are problems that have to be solved by India and Pakistan and indeed all other problems in the region by the region. And that India's rise is, in broader terms, the greatest benefit of the Indo-Pacific region and the world as a whole. So, that sense comes through to all our parliamentarians,' he added. Doraiswami emphasised that the all-party delegation's visit was aimed at conveying the sentiments of Indian citizens, and India welcomed the international community's understanding of the country's need to ensure national security. When asked about the Indian delegation's expectations from the UK, he said, 'I shouldn't, we should never set out expectations of a friend. We have come here as far as I can understand from our parliamentary leaders, the people of India as representatives, that we are not here to seek favour from anybody. We are here to explain our position. We are here to point out what the people of India feel, and of course. We welcome the fact that our partners understand what we have to do, but we will do what we need to do to secure the people of India, any government of India, the current government in particular, are committed and will always remain committed to do whatever is necessary to secure our people, and that message has landed.' The all-party delegation, led by Bharatiya Janata Party (BJP) MP Ravi Shankar Prasad, was in the UK to garner widespread support for India's fight against terrorism and to expose Pakistan's role in fostering terrorism. Rahul Gandhi pitches for Telangana model for caste census, says Modi government not interested in bringing social justice
Bhopal (Madhya Pradesh) [India], June 4 (ANI): Accusing the BJP-led government not being interested in caste census even as an announcement has been made in this regard, Congress leader Rahul Gandhi on Tuesday said such an enumeration will ensure social justice. He also said that caste census will meet the same fate as the Women Reservation Act, which is not being implemented immediately and will come into force after some years. Addressing a workers convention here, he alleged that Modi government does not want to bring social justice and wants to promote chosen industralists. 'BJP does not want to conduct caste census, because if caste census is conducted then their Adani-Ambani model will end because country will know that 90 per cent are not benefiting from this and the country's money is only being sent to the 5-10 per cent, and people will rise up stop this on their own. This is the fight,' he said. He said caste census is like X-ray of society. 'Have you ever gotten a fracture? What does the doctor say? That first let's see it and do an whole country knows that Dalits, backward classes and poor general castes are getting hurt. I am just saying to do an X-ray and see the problem. If it is revealed that that there is no problem, everything is all right. If X-ray reveals that the leg is broken, then something will have to be done.' The Congress leader also advocated 'Telangana model' for conducting caste census. 'There are two models for caste census, one of Telangana and another is Bihar Bihar they chose the questions behind closed door, without asking Dalits, tribals, backward classes, general caste or Telangana we asked lakhs of people, Dalit, Adivasi groups, and politicians. We asked them what questioned they would want, 3.5 lakh people were included in our process.' (ANI)
