
FBR aligns banking income with taxable income
The seventh schedule has been amended to align the banking income close to the taxable income. In this regard, rental expenses and expenses on refurbishment of offices are allowed in a specified manner as laid down in the provisions.

The expense on account of bad debts is also reinforced in accordance with the laid down principles. Some filing requirements are also placed upon the external auditors to bring authenticity in expense claim on account of bad debts.
The Board reaffirms its commitment to provide every support for facilitating compliance to the newly introduced provisions in the ordinance. The Board will also ensure that the provisions related to enforcement be carried out in judicious manner with redressal committees in place comprising of representatives of business community and the Board, FBR added.

IT, IT-enabled services to face 4% WHT
ISLAMABAD: The IT and IT enabled services will continue to be subject to withholding tax rate of 4 percent during 2025-26. According to an income tax circular of the Federal Board of Revenue (FBR), the withholding tax rates on non-categorized services under section (u/s 153) applicable prior to Finance Act, 2025 were applied at the rate 9 percent and 11 percent for company and other than companies respectively. The rate of withholding for Sports Person was 10 percent. Similarly, under section 152 and 153 of the Income Tax Ordinance categorized services were chargeable to withholding tax at the rate of 4 percent. However, for specified services mentioned under section 152, the withholding tax rate have been increased from 4 percent to 8 percent and the rate under section 153 is increased from 4 percent to 6 percent excluding IT and IT enabled services which will continue to be subject to withholding tax rate of 4 percent. Gohar Ejaz hails Field Marshal for ‘safeguarding business community'
ISLAMABAD: Economic Policy & Business Development (EPBD) Chairman Gohar Ejaz gave full credit to Field Marshal Asim Munir for 'safeguarding the respect and honour of the business community' from the extended powers granted to the Federal Board of Revenue (FBR) in the Finance Act 2025. The FBR issued a detailed procedure of investigation before any arrest of businessmen under sales tax general order (STGO) number 2 of 2025 on Wednesday. Ejaz termed the government's decision of making it mandatory for tax officials to consult at least two representatives of the business community before initiating investigations that could lead to arrests in tax fraud cases as a victory for taxpayers of the country. 'As announced in the meeting on July 21, 2025 with business leaders, Field Marshal Asim Munir has safeguarded the respect and honour of the business community from the draconian powers granted to the FBR in the Finance Act 2025, following a presentation by the leadership of FPCCI — Dr Gohar Ejaz, SM Tanveer, the President of FPCCI, and the presidents of 18 chambers, including Karachi, Lahore, Quetta, Sarhad, Faisalabad, Islamabad, Rawalpindi, Rahim Yar Khan, and Sialkot.' According to the STGO, the board has directed that the following procedure shall be followed before initiating investigation leading to action under sub-section (8) and (9) of section 37A of the Sales Tax Act, 1990. (a) Inquiry shall not be initiated unless approval from the Commissioner has been obtained. (b) After conclusion of inquiry, the Commissioner shall not give approval to initiate investigation unless he has obtained approval from the Member (Inland Revenue Operations) of the Board. Before seeking approval of the Member (Inland Revenue Operations), it is binding upon the Commissioner to make consultation with two representatives of the business community from amongst such representatives as notified by the Board. (c) Board shall notify a list of representatives of business community on FBR's web portal.

Early disposal of govt debt securities: FBR to levy 20% capital gains tax
ISLAMABAD: The Federal Board of Revenue (FBR) will apply 20 percent tax on capital gains on early disposal of debt securities of federal government within specified period of six months. Through a income tax circular, the FBR has explained that prior to enactment of Finance Act, 2025, the capital gain arising to non-resident person having no permanent establishment in Pakistan invested through Special Convertible Rupee Account (SCRA) on debt securities of the Federal Government was charge to tax at the rate of 10% without any holding period. Govt raises Rs2.25trn through Sukuk auctions since Dec 2023 Now the tax rate of 10% will apply on capital gains on disposal of debt securities which have been held for a period of more than six months. ` In case of early disposal within specified period of six months, tax rate of 20 percent will apply on capital gains arising from such disposal, FBR added.
