Govt boosts R&D investment for industry competitiveness in Malaysia

KUALA LUMPUR: The government supports increasing investment in research and development activities that focus on enhancing industrial sector competitiveness. Minister of Science, Technology and Innovation Chang Lih Kang identified insufficient returns on current R&D investments as a primary national challenge. He stated that most research currently remains in pre-commercialization phases requiring advancement toward market readiness. Chang addressed these concerns during his winding-up speech for the 13th Malaysia Plan debate in Parliament today. His remarks responded directly to proposals from Kubang Pasu member Datuk Dr Ku Abd Rahman Ku Ismail regarding R&D funding increases. The minister highlighted regional technology development through ASEAN Startup as a promising solution to attract talent. Regional collaboration efforts could bring more technology professionals to establish businesses in Malaysia. This influx would significantly boost the country's research and development competitiveness according to the ministry. Experimental R&D investment data shows a promising increase to 60.97 percent in 2022. However only 0.3 percent of business enterprises currently invest in research and development activities. This statistic reveals limited private sector participation in research funding initiatives. Chang emphasized the need for special incentives to stimulate greater corporate investment interest. MOSTI has implemented various measures including the Malaysia Science Endowment program. This initiative develops alternative financing through collaborative partnerships across multiple sectors. The ministry also launched mission-based initiatives under the Mission Oriented Initiative framework. This approach unifies research, development, innovation, and commercialization under strategic national missions.

Govt Supports High Impact R&D Investment, To Empower Industry Competitiveness

KUALA LUMPUR, Aug 20 (Bernama) -- The government agrees with the view that there is a need to increase investment in the country's research and development (R&D), especially in competitive R&D activities that focus on the industrial sector. Minister of Science, Technology and Innovation Chang Lih Kang said this is because one of the main challenges facing the country at present is the existing R&D capabilities that are still not able to generate high returns on investment. "The average R&D is currently in the pre-commercialisation phase and needs to be driven to a higher phase that is closer to commercialisation," he said when winding up the debate on the 13th Malaysia Plan (13MP) motion for the Ministry of Science, Technology and Innovation (MOSTI) in the Dewan Rakyat today. He said this in response to the proposal by Datuk Dr Ku Abd Rahman Ku Ismail (PN-Kubang Pasu) for the country's R&D investment to be increased. To overcome these constraints, Chang said the government saw great potential through regional technology development and ASEAN efforts through ASEAN Startup, which was seen as capable of attracting more regional technology talents to open businesses in Malaysia, thus increasing the country's R&D competitiveness. Based on data, he said investment in experimental R&D increased to 60.97 per cent in 2022, but only 0.3 per cent of business enterprises invested in R&D activities. He said this showed that the private sector was still less active in R&D investment and special incentives needed to be created to stimulate their interest. 'Within the context of MOSTI's jurisdiction, various measures have been implemented, including implementing the Malaysia Science Endowment (MSE) to develop alternative financing that leverages the collaboration of various parties. 'In addition, the implementation of a mission-based initiative, namely the Mission Oriented Initiative, to unify the entire research, development, innovation, commercialisation agenda under a strategic mission that is clearly directed and centred on solutions to critical issues at the national level,' he said.

FB account administrator apologises for linking Sabah minister Arifin to Zara's death

KUALA LUMPUR: The administrator for the Facebook account "Sabahan News Online" has apologised to Sabah Science, Technology and Innovation Minister Datuk Mohd Arifin Arif for linking him to the death of Zara Qairina Mahathir. In a Facebook posting today, the administrator said the site withdrew all statements made in the account which linked Arifin to the 13-year-old's death. "With this, any attempts to (also) implicate the TYT (Sabah Yang di-Pertua Negeri Tun Musa Aman) are misleading and are deeply regretted. "Hopefully this post can calm all the confusion and anger of netizens," the posting read. On Aug 9, it was reported that Arifin, who is Musa's son-in-law, had denied allegations linking his daughter to Zara Qairina's death. Zara Qairina was found unconscious at the dormitory compound of her school, SMKA Tun Mustapha, about 4am on July 16. She died while receiving treatment at Queen Elizabeth Hospital in Kota Kinabalu the following day. Her death led to much concern as allegations emerged that she had been bullied by several seniors at the school, leading to more claims that one of the girls involved was the daughter of a VIP. Earlier today, five teens were charged in the Kota Kinabalu Children's Court with using insulting words against Zara Qairina. They pleaded not guilty. Their identities and ages cannot be revealed as minors are protected under the Child Act.
