After Jyggalag gets defeated in The End of Order, head on to the New Sheoth Palace. Inside, you will find Haskill, the loyal steward, near the throne, waiting for you. Speak to him.
Engage him in the dialogue to begin the coronation. He will explain your new role as the ruler of Shivering Isles.
The quest is dialogue-heavy. You do not need to combat. Once you accept the title, you will be given the occasional tasks to resolve the conflicts. You can handle them all personally for the 1000 gold or just send the guards and gain 500 gold. The choice will be yours, and they will not affect the main storyline.
