DA Hike: The long-standing demand for the restoration of 18 months of dearness allowance (DA) and dearness relief (DR) arrears has once again come to the forefront, as central government employees continue to press for the release of the frozen dues. The issue was raised afresh during the 63rd meeting of the Standing Committee of the National Council of the Joint Consultative Machinery (NC-JCM), held on April 23, 2025. The staff side of the NC-JCM strongly reiterated its demand for the payment of arrears that were withheld during the COVID-19 pandemic. The arrears pertain to three installments of DA/DR hikes — spanning the period from January 2020 to June 2021 — which were frozen as part of fiscal tightening measures during the nationwide crisis. The government has maintained that the fiscal burden resulting from the pandemic and various financial welfare schemes introduced during the crisis made it infeasible to release the withheld amount. The government noted that the economic fallout of COVID-19 extended beyond FY 2020-21, impacting budgetary decisions in subsequent years. This is not the first time that the staff side has raised the issue. Ahead of the Union Budget 2025, representatives of the NC-JCM had written to Finance Minister Nirmala Sitharaman, urging the government to consider releasing the pending arrears, citing both financial justice and rising living costs for employees and pensioners. DA Revision Mechanism Disrupted During COVID-19 Under normal circumstances, DA for government employees and DR for pensioners are revised twice a year—in January and July — based on changes in the Consumer Price Index (CPI). However, amid the uncertainty caused by COVID-19, the government froze DA hikes for 18 months, impacting nearly 50 lakh central government employees and over 60 lakh pensioners. Although DA hikes were resumed from July 2021 onwards, the frozen installments were never retrospectively paid, leading to consistent demands for their restoration by employee unions and staff federations. 8th Pay Commission Formed, But Clarity Awaits The demand for arrears has gained further attention in light of the government's approval of the 8th Pay Commission in January 2025. Scheduled to be implemented from January 1, 2026, the Commission is expected to overhaul salary, pension, and allowance structures for central government employees. However, despite its approval, the Commission's Terms of Reference (ToR) and the official appointment of its members are still pending. This has added to the uncertainty over whether employee concerns — including the unresolved DA arrears — will find a place in the new Commission's mandate. 'We expect the Terms of Reference to get the government's nod soon. It should be approved at the earliest," Shiv Gopal Mishra, secretary of the Staff Side of NC-JCM, has said in a recent statement to NDTV Profit. No Timeline Yet for Arrears Restoration While the demand for the release of DA/DR arrears continues to gather steam, no official commitment or timeline has been announced by the government so far. For now, employee unions remain hopeful that the matter will be addressed either through the 8th Pay Commission process or via separate financial consideration by the Centre. Until then, the 18-month DA/DR freeze remains an unresolved chapter in the post-pandemic financial landscape for lakhs of central government employees and pensioners. Bhopal: The BJP on Friday mounted its attack on the Congress for taking credit for the Centre's decision to carry out a caste census, saying the main opposition party intends to "mislead people for vote politics". "The decision taken for the caste census is a historic step. The Congress is today spreading the propaganda that the Modi govt took the decision of caste census under the pressure of Rahul Gandhi," BJP OBC Morcha national president K Laxman said here on Friday. "I want to ask Rahul Gandhi and Congress leaders that for decades they were in power in the country and three members of the Nehru-Gandhi family were prime ministers. Why did Rahul Gandhi not demand a caste census at that time? Today, when he is in the opposition, he is talking about caste census to mislead people for vote bank politics," he said at a massive workshop of the party's OBC Morcha. Laxman said during the Manmohan Singh govt, BJP demanded a caste census. Laxman said caste census has been taking place in the country since the British era, but after the independence of the country, the first Prime Minister Jawaharlal Nehru stopped the practice of caste census through the Central Census Act. "Pt Nehru shelved the report of the Kaka Kalelkar Committee. OBC Commission was not formed. Later, the govt of Morarji Desai constituted the Mandal Commission. The govt of Indira Gandhi also maintained silence on it, and the govt of VP Singh implemented it," Laxman recalled. He said in 1961, Pt Nehru wrote a letter to the chief ministers of the states and said that reservation should be done on an economic basis. Laxman claimed that the BJP never backed down from the matter of caste census. "When the Modi govt was formed in 2014, the then Union home minister Rajnath Singh said that we will do the census by adding castes, but due to the Covid crisis, it could not be possible," he said. UP Congress workers, close to state chief Ajay Rai, arrested for 'harassing' woman over shop; party cries fowl
Two local Congress workers, said to be close to party's Uttar Pradesh unit chief Ajay Rai, were arrested on charges of molestation, robbery, and theft, police said on Friday. The arrest came after a woman lodged a complaint against the two and alleged she was harassed and forcibly evicted from her shop in Varanasi's Chetganj area. Local Station House Officer (SHO) Dilip Kumar Mishra said that the complainant, Chetganj resident Sachina Khatoon, had rented a shop in Hathua Market from Sanjay Singh and ran a boutique there, news agency PTI reported. Khatoon alleged that following Singh's death during the Covid-19 pandemic, two of his friends, Anand Pandey and Amit Pathak, began intimidating her and extorting money in the name of protection fees. "When she refused, they allegedly pressured her to vacate the shop and subjected her to various forms of harassment," SHO Mishra added. Khatoon reportedly claimed that she even got a stay order on the eviction from the court. Despite this order, in May last year, Pandey and Pathak planned a break-in into her shop and made off with all her belongings, she added. When she and her daughters resisted this, the two men berated and harassed them, police said as per her complaint. "Both Anand Pandey and Amit Pathak are said to be close associates of Congress state president Ajay Rai. A case of robbery, theft, and molestation has been registered against them. Both were arrested on Thursday and presented before the court, which subsequently sent them to jail," said the SHO. Meanwhile, the allegations were dismissed by Congress Metropolitan president Raghavendra Chaubey, who said that the arrests are a "premeditated conspiracy by the BJP government" to discredit their state chief Rai and the entire Congress party. Chaubey also defended the two arrested persons, describing them as "strong activists" of the Congress and instead accusing Khatoon of having filing a similar cases against "almost half a dozen individuals" in Varanasi. "This is her profession," Chaubey alleged, the news agency report mentioned.
