City residents have questioned the move, asking if feeding dogs is the administration's prime concern while Bengaluru's 1.4 crore inhabitants are being forced to endure crumbling infrastructure, traffic snarls and poor quality of life.
'The Joint Director, Animal Husbandry, BBMP invites Proposals under Karnataka Public Procurement Portal (two cover system) for providing feeding services to community dogs in 8 zones of BBMP on outsourced basis for a period of 1 year extendable by another 1 year if the services provided is satisfactory and the decision shall be taken by the chief commissioner BBMP,' read the tender note floated on 4 July.
Bengaluru: The Bengaluru civic body, or Bruhat Bengaluru Mahanagara Palike, has unveiled a Rs 2.88 crore annual programme to feed chicken rice to around 5,000 stray dogs —coming up to 367 grams of chicken rice per day at Rs 22 per dog, costing around Rs 36 lakhs for each of the eight zones in the IT capital. The move is aimed at containing aggression by the dogs and maintaining public safety.

The BBMP had initially announced the programme in October last year as part of what it called the 'Kukur Tihar', or the festival of dogs. At the time, the name of the festival had sparked a row as the Hindi words for 'dog' and 'festival' were used, as opposed to the Kannada words, adding to the debate around the imposition of Hindi.
Congress MP from Tamil Nadu, Karti Chidambaram, who has often raised the issue of managing street dogs in Parliament and on social media from the prism of safety hazard, responded to the announcement on X, writing: 'Is this true? Dogs have no place in the streets. They need to be relocated to shelters, where they can be fed, vaccinated & sterilised. Feeding & keeping them in a free roaming state in the streets is a huge health & safety hazard.'
He had even met Prime Minister Narendra Modi in March to raise the issue, besides suggesting the formation of a national task force to deal with it. Karti claims that India has over 6.2 crore stray dogs, among the biggest numbers globally.
In June, Congress MLAs appeared to be taking turns to criticise the government led by their own party over the lack of funds for infrastructure-related projects. The critics included the Chief Minister Siddaramaiah's own economic advisor, Basavaraj Rayareddi, who had said that people should give up benefits of the guarantee schemes in order for roads to be built.
The Rs 2.88 crore tender to feed stray dogs has now fuelled further criticism.

The BBMP, in its 2025-26 budget, had set aside Rs 60 crore for 'maintenance of street dogs', which included a pilot project for microchipping the dogs.
The feeding of stray dogs has often ignited friction in several neighbourhoods and apartment complexes as a section of people is opposed to it. An elderly woman was killed after she was attacked by stray dogs in Jalahalli in August last year, which had sparked outrage. The BBMP had also introduced guidelines for pet owners in residential complexes, but it became a contentious issue.
Now, with the new programme, residents have raised safety hazard concerns yet again.

THE CABINET Committee on Security Tuesday cleared the procurement of 97 LCA Mk 1 A light combat aircraft for the Indian Air Force, sources confirmed to The Indian Express. When inducted, the additional indigenous jets will be a boost to the dwindling fighter squadrons of the IAF. The order was already in the pipeline. Their procurement was cleared by the Defence Acquisition Council headed by Defence Minister Rajnath Singh in 2023. Earlier, the IAF had placed an order for 83 LCA Mk 1 A jets in February 2021. Subsequently, in August 2021, the state-owned Hindustan Aeronautics Limited placed an order worth Rs 5,375 crore for 99 F404 engines with GE Aerospace to power the indigenously made Tejas Mk-1A. The first of these jet engines was delivered to HAL after a delay of nearly a year and a half, in April this year. The second engine was delivered last month. The engine deliveries were delayed due to COVID-19 pandemic and supply chain issues. Twelve Light Combat Aircraft Tejas will be ready to be rolled out by December this year, of which six aircraft have already been lined up, government officials had said. The timely induction of the indigenous fighter jets, including Tejas Mk 1A, is crucial to holding the IAF's dwindling squadron strength. The IAF has phased out most of its MiG-21 squadrons, and early next decade, it is likely to begin phasing out other ageing fighter squadrons. According to officials, HAL plans to produce 16 fighter jets next year provided the engine deliveries from the US are on schedule. The original plans were to produce 16 aircraft every year and complete deliveries of all jets by 2030.

The Karnataka Legislative Council turned lyrical on Tuesday when JD(S) member S.L. Bhoje Gowda broke into a song, showering praises on Chairman Basavaraj Horatti for his long and distinguished innings in the Upper House. Participating in a discussion initiated by Congress members Manjunath Bhandari and B.K. Hariprasad to congratulate Mr. Horatti for his unbeaten 45-year run as MLC, marking a rare milestone in the State's legislative history, Mr. Gowda sang a song from the Kannada movie Besuge and described the Chairman as a guiding force for legislators over several decades. Members, cutting across party lines, including Ministers H.K. Patil, M.B. Patil, Madhu Bangarappa, R.B. Thimmapur and Opposition leader Chaluvadi Narayanswamy, lauded Mr. Horatti for his long and distinguished tenure. Describing him as 'Ajathashatru', H.K. Patil said he never misused his power and has continued his service for the teaching community without any vested interests. Hailing Mr. Horatti's commitment to democratic values and his role in upholding the dignity of the Council, Congress member Puttanna recalled his contributions to education, rural development and public service. 'The transparency that you brought to the transfer of teachers through counselling has helped scores of teachers,' he said. All MLCs, who spoke, said that Mr. Horatti's impartial conduct as Chairman has strengthened the functioning of the Council. They highlighted his ability to provide space for diverse opinions while ensuring constructive debate and order in the House. Hailing from Hubballi, Mr. Horatti has been a member of the Legislative Council since 1980, making him the longest-serving legislator in the State. Over the years, he has also served as Minister for Primary and Secondary Education and has been instrumental in shaping policies benefiting teachers and students. Council members said a felicitation programme should be organised in honour of Mr. Horatti.

Pune: Opposition members stood in support of senior Congress member Balasaheb Thorat after kirtan singer Sangram Bhandare allegedly said he would take Nathuram Godse's path against the former minister even as BJP and Shiv Sena sided with him. Thorat slammed Bhandare's remarks on Tuesday. He told reporters in Ahilyanagar: "I am not Mahatma Gandhi, but I will be happy to sacrifice my life for my ideology. This behaviour does not suit a person who claims to be from the warkari community." The problem flared up last week following two kirtan sessions by Bhandare in Sangamner tehsil. Thorat and his supporters claimed that in the first session, Bhandare made political statements in support of BJP members, including cabinet minister Radhakrishna Vikhe Patil — an arch-rival of Thorat. In the second session, Thorat's supporters objected to certain comments made by the singer. This led to a ruckus. Later, Bhandare recorded a video warning Thorat that he would act like Nathuram Godse if the former minister indulged in politics of religion. State Congress president Harshwardhan Sapkal said, "Bhandare has given an open threat to Thorat and the BJP-led govt is supporting him. Working president Supriya Sule said, "The warkari community preaches spirituality and harmony. However, some people are misusing the platform to make violent remarks. I request the state home minister to take cognisance of the threat and take action." Mahayuti members blamed Thorat for the incident. Shiv Sena MLA Amol Khatal, who defeated Thorat in Sangamner, said, "Bhandare came to Sangamner for kirtan. He has his own style of performing where he preaches about Hindutva. On the said day, he also mentioned Chhatrapati Shivaji Maharaj and Aurangzeb. Thorat's supporters created a ruckus and tried to attack him. We will not tolerate such behaviour against kirtan singers.
