
IRDAI forms panels to probe violations
The move is part of the enforcement function, specifically to decide on the violations of the provisions of the Insurance Act and regulations, the regulator said on the July 14 meeting of the Authority at its headquarters here. The decision on the panels comes amid reports of government seeking to crackdown on mis-selling, some insurers coming under scrutiny and complaints around claim settlement.
IRDAI has also formed panel of whole-time members to consider specific share transfer applications. The meeting also approved certain clarifications/modifications, from a perspective of ease of doing business, in the existing regulations related to maintenance and sharing of information; and to the revised guidelines on insurance repositories and electronic issuance of insurance policies.
Nod for R1 of Kiwi General Insurer
The meeting approved the R1 application - the first stage approval in the registration process of an insurance company – of Kiwi General Insurance.
The IRDAI meeting discussed the implementation of Risk Based Capital (Ind-RBC), one of the key areas to pursue development agenda with the objective of overall growth coupled with optimum utilisation of capital, basis the risk profile of insurers. The results from the impact assessment from the First Quantitative Impact Study (QIS 1) were also deliberated. The technical guidance document for QIS 2 will be released soon and insurers will be required to complete the exercise in 2-3 months.
The meeting also approved the rural, social sector and motor third party obligations for FY 2025-26 and FY 2026-27.

With FIRs, Noida plans crackdown on illegal constructions
Noida: Noida Authority has directed officials to lodge registration of FIRs filed against illegal constructions and to pursue pending cases where police have yet to act. The Authority will also compile a consolidated database of its enforcement efforts, including information on notices issued, complaints filed, FIRs registered, and buildings sealed. According to officials, the database will help senior officers monitor progress and identify areas where delays or negligence occur. Officials have also been warned that laxity in follow-up will not be tolerated, and individual accountability will be fixed for lapses in reporting encroachments. At a review meeting held on Monday, CEO Lokesh M instructed that detailed reports be prepared on a village-wise, plot-wise, and encroacher-wise basis. These reports will serve as the foundation for lodging FIRs at the respective police stations. Senior officials have now been told to coordinate directly with police officers to ensure timely action and registration of FIRs. Public awareness measures have also been added to the action plan. The Authority has instructed officials to repair or replace old signboards marking its jurisdiction. Many boards have become damaged or unreadable, and fresh signage will also carry warnings against unauthorised construction. Particular focus has been placed on the flood-prone areas along the Yamuna within the notified region. Encroachments in these zones, the CEO noted, carry serious risks and must be prevented. For this, coordinated action has been sought with the district administration, irrigation department, and police. Lekhpals have been asked to work more closely with their respective work circles. The CEO made it clear that negligence would attract strict disciplinary measures and that responsibility would be fixed at the individual level. Last month, it issued notices to 39 individuals and companies for raising illegal constructions on acquired and notified land in Salarpur Khadar village, behind the local police outpost. Notices were pasted directly on buildings, some already completed and others under construction. In July, Noida demolished unauthorised constructions worth about Rs 15 crore on farmland in Sorkha village. The action cleared 4,000 sqm of land where a boundary wall, gate, and room were built despite repeated warnings. Nearly 150 residential and commercial buildings across different sectors have been marked with notices declaring them illegal. Officials said these structures too are slated for demolition as part of the ongoing campaign to protect govt and notified land from encroachment and unplanned development. Amid cloud on funds, repairs start on broken DSC road below Bhangel flyover after 5-year wait
Noida: Construction of a 5.5km stretch of the Dadri-Surajpur-Chhalera (DSC) Road below the newly built Bhangel elevated road finally began on Tuesday. For the past five years, the stretch has been riddled with potholes and dust patches with construction debris and materials heaped along the roadsides, since construction for the six-lane elevated road began in 2020. Noida Authority DGM (civil) AK Arora said it has set a deadline of Dec for the UP Bridge Corporation to complete the work, which includes the road surface, central verge, and drainage. However, funding disputes continue to overshadow the project's progress, with UPSBCL asking Noida Authority to release Rs 20 crore for the construction of the road. Earlier, UPSBCL claimed that the Noida Authority owed it Rs 219 crore for the elevated road, citing cost escalation, GST differences and interest. It even threatened to invoke arbitration clause to recover the dues. The bridge corporation had also asked to be relieved of the surface-level works, estimating that rebuilding the ground roads would cost an additional Rs 20–25 crore and take around eight months. Noida Authority officials, however, maintain that the stretch beneath the elevated road stretch was a part of the original contract and could not be "shirked". Arora said the cost of rebuilding the surface road had already been factored into the elevated road agreement, and once completed, it would significantly ease traffic movement for local commuters. So far, the bridge corporation has hired a consultant to advise on elevations and drainage to prevent waterlogging on the stretch. It has insisted that revised drawings were needed to complete the road. The battered stretch beneath the elevated road has long been a sore point for commuters and local businesses. Market associations staged multiple protests over the years, demanding reconstruction. While the Authority carried out patchwork repairs from time to time, comprehensive rebuilding was repeatedly deferred on the grounds of ongoing elevated road work. Launched in June 2020, the Rs 608-crore Bhangel elevated road missed its target by nearly three years. Stretching from Agahpur pump to NSEZ on DSC Road, it is designed to divert through-traffic onto the elevated while easing congestion on the surface road for commuters to Salarpur, Bhangel, Agahpur and nearby villages.
