Thai-Cambodia ceasefire: ‘Rare diplomatic success' due to Anwar, ASEAN and US pressure

KUALA LUMPUR: The carrot of trade negotiations from United States President Donald Trump, Malaysian Prime Minister Anwar Ibrahim's leadership and the provision of a 'face-saving' platform for Thailand and Cambodia to conduct peace talks helped achieve a fragile ceasefire that began at the stroke of midnight on Tuesday (Jul 29), analysts told CNA.
It is too early to tell if the ceasefire will hold, but with Thailand accusing Cambodia of armed attacks on Tuesday morning – which Cambodia has denied – there is now an urgent need to deploy observation teams on the ground, the experts added.
They also said reports of some skirmishes hours after the truce came into effect are not surprising, and that the deal is a 'coup' for the Association of Southeast Asian Nations (ASEAN) and Anwar.
Border tensions between the two Southeast Asian neighbours escalated last Thursday into a deadly conflict that has killed at least 38 people and displaced hundreds of thousands in both countries.
On Monday, Thai Acting Prime Minister Phumtham Wechayachai and Cambodian Prime Minister Hun Manet agreed to an unconditional ceasefire after talks in Putrajaya chaired by Anwar, who is this year's ASEAN chair.
The special meeting was co-organised by the US with the 'active participation' of China, according to a joint press release issued after the event.
Both sides' regional commanders were also due to meet on Tuesday morning, and this could be followed by a meeting with both countries' defence attaches led by the ASEAN chair, according to the press release.
A spokesperson from the Thai army said on Tuesday its Army Region 1 (Trat and Chanthaburi) has met with Cambodian counterparts.
Its Army Region 2, which covers the Isaan region including the four provinces affected by clashes, is still setting up a date with Cambodian counterparts.
The border situation was calm on Tuesday, with Phumtham saying "there is no escalation," and Cambodia's defence ministry spokeswoman Maly Socheata adding earlier that there had been "no armed clashes against each other in any regions".
WHAT CEASEFIRE MEANS FOR ASEAN – AND ANWAR?
Some analysts have dubbed the ceasefire agreement a 'rare diplomatic success' for ASEAN.
It reinforces the bloc's relevance in managing intra-regional crises, said Jamil Ghani, a doctoral candidate at Singapore's S Rajaratnam School of International Studies.
'It revives confidence in ASEAN centrality and showcases the bloc's potential to uphold its founding commitments to regional peace, neutrality, and non-interference … The swift resolution also strengthens ASEAN's credibility as a framework for conflict mediation without great-power involvement,' he said.
'Amid mounting criticism over ASEAN's inertia on issues like Myanmar, the Cambodia-Thailand ceasefire illustrates that the bloc can still deliver meaningful outcomes — when its chair acts decisively,' said Jamil.
Anwar had acted quickly and displayed his diplomatic skills in brokering the ceasefire, analysts agreed.
He offered a neutral venue and framed the talks under ASEAN's diplomatic umbrella, giving both parties 'political space to de-escalate', noted Jamil.
'To save face, neither Thailand nor Cambodia would have acted to stop first, so Malaysia stepped in as mediator. Malaysia understands the predicament of Thailand and Cambodia and that is a starting point to end the conflict,' said Nusantara Academy for Strategic Research senior fellow Azmi Hassan.
While a 'coup' for Malaysia and ASEAN, Azmi and other experts noted US President Trump's role in nudging both sides towards peace.
Both Cambodia and Thailand currently face a 36 per cent tariff on goods exported to the US, which is set to take effect from Aug 1, unless a reduction can be negotiated.
'Trump had linked tariff talks to a ceasefire. For all the talk about China, it seems that these states still can't do without the US market. ASEAN on its own was unable to broker a meeting earlier or to prevent the conflict from breaking out,' said Chong Ja Ian, an assistant professor of political science at the National University of Singapore (NUS).
US Ambassador Edgard Kagan and Chinese Ambassador Ouyang Yujing were present during the meeting in Putrajaya.
Trump on Monday claimed that both countries reached a ceasefire and peace because of his involvement, and said trade negotiations would resume.
'By ending this war, we have saved thousands of lives. I have instructed my trade team to restart negotiations on trade. I have now ended many wars in just six months — I am proud to be the President of peace!' he said on the Truth Social platform.
Anwar himself called the agreement 'concrete evidence of ASEAN's diplomatic strength' and said the 10-member bloc 'remains united and principled'.
It was the alignment of multiple factors that led to the announcement of the ceasefire, said retired Malaysian ambassador Ilango Karuppannan.
For Anwar, the ceasefire success is both symbolic and strategic, coming days after thousands of Malaysians took to the streets to protest rising living costs and a perceived lack of reform by his unity government, marking the first major protest since he came to power in 2022.
'Domestically, it provides a high-profile foreign policy achievement during Malaysia's ASEAN chairmanship — one that can strengthen his government's standing and enhance Malaysia's diplomatic profile,' Jamil said.
While it boosts his international image, 'whether that helps his domestic situation is yet to be seen', said Ilango.
GROUND MONITORING NOW NEEDED
However, with the spectre of one or both sides reneging on the ceasefire, experts said there is an immediate need for a monitoring and observation team.
It is common to see remnants of fighting as local commanders may not have all received the orders, said Ilango.
'Sometimes, it's simple things like (the) lack of walkie talkies. Sometimes, a soldier wants revenge for his friends' death,' he said.
'So what can the three governments do? The first is to deploy the ceasefire monitoring or observation mission immediately. It must go to the ground and not just go to the capitals for briefings,' he added.
Even with an agreement in place, one or both sides could always renege on it, noted Chong.
'There is presently no mechanism in place to restrain their behaviour. Tensions, suspicions, tempers and animosity continue to run high. Ultimately, the two sides need to move troops away from each other to avoid rapid escalation and allow negotiations to prevail,' he said.
The latest reports of clashes, he said, suggests the 'real limits to what ASEAN and other actors can do' if they are not utilising political capital to get the two sides to stop the hostilities.
'If ASEAN wishes to be more active, it could offer observers on the ground to monitor phased withdrawals by both sides and provide transparency to avoid misunderstanding or miscalculation by the Thai and Cambodian sides on the ground,' Chong said.
Chong said ASEAN could theoretically work with the United Nations (UN) or offer its own peacekeepers to keep the two sides apart.
But this would be challenging, he said, as it could involve putting personnel from other ASEAN states in the middle of tensions, or suggest that ASEAN is unable to act on its own if other actors are called in. 'This option does not appear to be on the table right now,' Chong noted.
Malaysia could also try to convene further talks between Cambodia and Thailand in the hopes that this could bring more stability to the relationship, he added.
The joint statement after the Putrajaya talks had stated that direct communications between the prime ministers, foreign and defence ministers of Cambodia and Thailand will resume.

TRADE tensions are continuing to evolve, as US President Donald Trump last week unveiled his much delayed reciprocal tariffs. He increased tariffs on merchandise from about 70 countries and raised the rate on certain products made in Canada to a punitive 35 per cent. Trump claims his moves will rebalance a global trade system that he argues has been tilted against the world's largest economy. But the question of whether Trump has emerged victorious from the trade wars requires a complex economic and geopolitical assessment that focuses on economic outcomes, strategic objectives and long-term implications for American competitiveness. As of now, the trade war landscape remains dynamic and contentious, reflecting volatility rather than clear victory. After Trump increased his tariffs, China retaliated in March by imposing 10 to 15 per cent tariffs on select agricultural, meat and dairy products. The escalation reached unprecedented levels as Beijing responded to Trump's moves with retaliatory tariffs at 125 per cent on certain goods in April. Yet, there have also been attempts at de-escalation. In mid-May, the Trump administration reached an agreement with China to lower tariffs dramatically and open some markets that both sides had closed off as tensions rose. Tariffs on Chinese imports fell to 35 per cent from 145 per cent. Whether the temporary trade truce will be extended beyond Aug 12 remains unclear even after recent talks in Stockholm last week. In separate trade deals with Japan and the European Union (EU), the Trump administration secured significant concessions from its partners without offering equivalent ones in return. The EU and Japan will accept 15 per cent tariffs on most exports to the US, with the EU agreeing to make large purchases of American energy and military equipment, and the Japanese agreeing to invest US$550 billion in the US and to increase purchases of American-sourced fossil fuel, nuclear energy and aircraft. Sign Up Sign Up From a fiscal perspective, the tariffs appear to generate substantial revenue, with the Tax Foundation estimating that they will raise over US$2 trillion through to 2034. However, once the tariffs' negative impact on the US economy is accounted for, the realistic dynamic revenue falls to US$1.4 trillion – a figure that is eroded even more by foreign retaliation. This demonstrates that the fiscal gains come at a direct cost to overall economic growth. The trade war's intensification has created significant economic disruption for US businesses and consumers. According to an Aug 1 analysis by the Budget Lab at Yale, the full scope of US tariffs and foreign retaliation is projected to reduce payroll employment by 497,000 jobs by the end of 2025. Furthermore, the report estimates that the US economy will be persistently 0.4 per cent smaller in the long run. These represent substantial economic costs that must be weighed against any strategic gains. One of Trump's central promises has been to revitalise American manufacturing through protective tariffs, but the results have been disappointing. The sector lost a combined 14,000 net jobs in May and June, according to federal data. Factory employment has dropped to the lowest level in five years. This runs contrary to Trump's assertion that higher tariffs would translate to more American manufacturing jobs. Trump's tariffs have largely failed to overcome broader economic forces driving manufacturing overseas, pointing to structural challenges that run deeper than trade policy alone. From 1997 to 2024, the US lost around five million manufacturing jobs, experiencing one of the largest drops in manufacturing employment in history. Moreover, despite the aggressive tariff strategy, America's fundamental trade imbalance persists. The real US trade deficit has increased every year since 2016, reducing GDP growth by roughly 0.25 per cent annually over 2017 to 2019, according to the Economic Policy Institute. Tariffs alone cannot solve these structural trade imbalances. The trade war's ultimate success or failure may depend on developments that extend well beyond Trump's current term. The structural challenges facing American manufacturing, including automation, global supply chains and comparative labour costs, cannot be solved through tariffs alone. Meanwhile, the economic costs of sustained trade conflict continue to accumulate. China's retaliatory capacity and economic resilience have also proven greater than many initially anticipated, while US businesses and consumers bear the burden of higher prices and economic uncertainty. The temporary truces and agreements reached so far suggest that both sides recognise the need for de-escalation, but fundamental disagreements remain unresolved. While the tariffs have achieved some tactical objectives, like generating revenue and forcing periodic negotiations, they have largely failed to deliver on their primary strategic promises of manufacturing revival and trade balance improvement. The economic costs have been substantial and measurable, while the benefits remain largely theoretical or temporary. Most significantly, the trade war has not reversed the long-term decline in American manufacturing employment or meaningfully reduced trade deficits. At the same time, there are questions about the durability of the trade agreements that the Trump administration has signed, with foreign governments wondering whether the president will honour the new pacts. Rather than a clear victory, Trump's trade wars represent an ongoing strategic gamble with uncertain long-term payoffs.

SINGAPORE: Senior Minister Lee Hsien Loong was appointed an Honorary Companion of the Order of Australia on Tuesday (Aug 5) for his 'eminent service' to bilateral ties between both countries. The Order of Australia, including honorary appointments, recognises Australians and citizens of other countries for their outstanding service or exceptional achievement. It is the highest award Australia can confer. There are two divisions of the award – military and general – and it has four levels: Companion of the Order, Officer of the Order, Member of the Order and Medal of the Order. Mr Lee's award falls under the general division. The award citation highlighted Mr Lee's "eminent service" to the bilateral relationship between Australia and Singapore. 'Throughout his 40-year political career, and particularly as prime minister of Singapore from 2004 to 2024, Mr Lee has made significant contributions to advancing Australia-Singapore relations," it read. "He has been a strong and influential advocate for closer ties between our two countries and has consistently driven agreements and initiatives which encourage stronger and mutually beneficial relationships." It added that the economic partnership between both countries 'grew enormously' during his term as prime minister, with Singapore now Australia's largest trade partner and investor in Southeast Asia. In his acceptance remarks at the investiture ceremony at the Australian High Commissioner's residence, Mr Lee said he was 'deeply humbled' to receive the award. "I do so on behalf of the generations of Singaporeans and Australians who have worked hard to strengthen the partnership between our two nations over the past six decades," he added. "I would also like to thank the governor-general for her warm and very generous words, which brought back memories of many fond interactions, exchanges and visits to Australia over very many decades." He recalled how Australia was one of the first countries to recognise Singapore's independence and the first to establish diplomatic relations. In 1971, Australia also extended security support under the Five Power Defence Arrangements, which remains in effect. Bilateral bonds have deepened over the years. Mr Lee noted that Singapore and Australia are marking the 35th anniversary of Exercise Wallaby, the Singapore Armed Forces' largest overseas unilateral exercise held in the Shoalwater Bay Training Area in Queensland. He also highlighted the signing of the Singapore-Australia free trade agreement in 2003 – Australia's first bilateral FTA with an Asian country – and the recent inking of the Singapore-Australia Digital Economy Agreement and the Green Economy Agreement. The Comprehensive Strategic Partnership, launched in 2015, is also expected to be upgraded when Prime Minister Lawrence Wong visits Australia for the 10th Annual Leaders' Meeting later this year, said Mr Lee. Beyond bilateral ties, Mr Lee pointed to Australia's important role in the region, including becoming the Association of Southeast Asian Nations' (ASEAN) first dialogue partner in 1974. Reflecting on the ties between both nations, Mr Lee hailed the shared values, compatible perspectives of the world, as well as the 'deep reservoir of trust built up over the years'. "We both believe in the importance of an open, inclusive and rules-based multilateral order. Our societies are multicultural, diverse, and pragmatic," he said. "Australian leaders from both sides of the political aisle appreciate that Australia's future is deeply intertwined with our region's, while Singapore has consistently sought to be a steadfast partner and pathfinder for Australia's engagement in Southeast Asia." He added that these "deep and extensive ties" did not come about by chance, but were the "fruit of sustained hard work, political will, and mutual trust built through weathering tough times together". "I am privileged to have played a modest part in strengthening this relationship. I am confident that Singapore and Australia's friendship will continue to blossom and grow," he said. Another Singaporean who has been appointed an Honorary Companion of the Order of Australia was former Singapore Prime Minister Goh Chok Tong in February 2005.

"This decision can certainly make things difficult," he said. A POLARIZED COUNTRY The Supreme Court is expected to hand down a verdict within weeks on the charges that Bolsonaro and his allies plotted to overthrow democracy. It is widely expected to convict the former president. Moraes' house arrest order cited a failure to comply with restraining orders he had imposed on Bolsonaro for allegedly courting Trump's interference in the case. While domestically Moraes has received praise by some for defending Brazil's judicial independence, others have accused him of overreach. The latest order drew mixed reactions, according to a Quaest poll based on social media posts, with 53% in favor and 47% against the arrest. Newspapers that had written scathing editorials about the alliance between Bolsonaro and Trump also questioned Moraes' decisions. "Moraes was wrong to order the arrest of the former president for communicating with supporters in a rally organized by the right," an editorial by Brazilian newspaper Folha de Sao Paulo said. "Brazil must acknowledge that Jair Bolsonaro has broad freedom to defend himself in court and to express himself wherever he chooses, including on social media." Former Supreme Court justices, too, offered differing views regarding the decision. "Alexandre de Moraes, in his ruling, not only upholds the country's sovereignty and independence but also the autonomy of Brazil's judiciary," said Carlos Ayres Britto, who left the Supreme Court bench in 2012.
