
MoHAP Launches Digital System to Streamline Healthcare Fine Collection and Boost Efficiency
The Ministry of Health and Prevention (MoHAP) has rolled out a new digital system to automate the collection of healthcare fines, aiming to boost financial compliance, reduce bureaucracy, and support the UAE's digital transformation goals.
Part of the Zero Government Bureaucracy Programme, the system offers a unified platform that simplifies fine payments, improves task management, and enhances technical support. By fully automating financial procedures, the initiative enables healthcare providers to focus more on patient care while reducing administrative overhead.
Officials say the platform improves data accuracy, accelerates service delivery, and aligns with federal debt collection laws. It also strengthens regulatory compliance across the private healthcare sector, paving the way for a more flexible and competitive environment.
Abdullah Ahli, Acting Assistant Under-Secretary for the Support Services Sector, called the system a 'major advancement in violation management,' noting that it provides a faster and more transparent process for resolving fines. He highlighted the Ministry's broader strategy to build strong public-private partnerships and improve healthcare competitiveness.
Amna Al Mandoos, Head of the Revenue Section at MoHAP, said the system supports national goals under We the UAE 2031 by offering multiple digital payment options, reducing errors, and enhancing customer satisfaction. She emphasized its role in easing compliance and boosting operational efficiency across healthcare facilities.
The initiative marks a key step in MoHAP's wider adoption of emerging technologies to modernize public services and deliver smarter, more sustainable healthcare solutions.

Advancing Zero Bureaucracy During an official event in Dubai, His Highness announced the launch of the second phase of the Zero Government Bureaucracy Programme. He highlighted that the first phase had already succeeded in reducing service delivery times by more than 70%, eliminating over 4,000 unnecessary procedures, and saving more than 12 million hours for users. Focusing on digital transformation In this next phase, the focus will shift toward eliminating digital bureaucracy. Sheikh Mohammed praised the efforts of over 30 government entities and 690 task teams who streamlined procedures and improved service delivery. He stressed that the UAE aims to achieve a government system free of complexity and long waits, one that delivers real impact in people's lives. National collaboration for leadership in services The event brought together more than 200 senior officials, including ministers and directors general from federal entities. The programme serves as a unifying national framework for all ministries and government bodies, with a strategic goal of positioning the UAE as a global leader in government service excellence. Success of phase one Minister of Cabinet Affairs Mohammad Al Gergawi outlined the significant results achieved in the first phase. These included the removal of over 4,000 unnecessary procedures, the elimination of 1,600 redundant requirements, and a total savings of 12 million customer hours annually. These efforts also saved the government and its customers an estimated AED 1.12 billion each year. Top-performing entities were awarded a total of AED 7 million in recognition of their efforts. Expanding the impact in phase two The second phase will aim to reduce more unnecessary procedures and digitize services further by eliminating digital bureaucracy. It will focus on ensuring round-the-clock functionality of digital platforms, modernizing digital systems, enhancing integration across government entities, and incorporating artificial intelligence to optimize the user experience. Roadmap for the future Mohammed bin Taliah, Chief of Government Services in the UAE Government, explained that Phase Two will enhance intergovernmental cooperation, improve data sharing, and promote innovative joint solutions. It will also adopt leading global business practices to further streamline operations. Engagement with the private sector The event concluded with an interactive session titled "Zero Bureaucracy and the Private Sector." The Ministry of Energy and Infrastructure (MoEI) has unveiled a new suite of initiatives titled We Are Your Support to enhance services and improve the quality of life for senior citizens and residents across the UAE. Launched as part of the Year of the Community , the initiative introduces integrated and personalised services aimed at reinforcing the status, stability, and well-being of the elderly population. Key components include the National Housing Specifications Guide for Senior Citizens, free housing designs via the 'Darak' platform, and voluntary engineering consultations under the 'Aounkom' programme. To ensure seamless access to these services, the Ministry has deployed dedicated advisors at service centres in Dubai, Sharjah, Ras Al Khaimah, and Fujairah. Selected for their communication skills and cultural fluency, these advisors provide specialised support tailored to the needs of senior citizens. The initiative also offers gender-sensitive solutions. Women can now complete transactions from home through the 'Leen Babek' service, while men benefit from priority parking, smart service desks, and personalised follow-ups. Additionally, the 'Golden Counter' prioritises elderly visitors at all participating service centres. Workshops have been introduced to help senior citizens become more familiar with digital services, with direct assistance available when needed.
