50,000 'Ghost' Employees And Rs 230 Crore Salary Scam In Madhya Pradesh

Bhopal: The salaries of 50,000 government employees, that is nearly nine per cent of Madhya Pradesh's government taskforce, have not been paid for over six months. It is a mystery buried deep in the state's bureaucratic files, but it may be one of the biggest salary scams in Madhya Pradesh's history. NDTV has accessed documents revealing that these employees exist in official documents. They have an identity -- name and employee code -- but for some reason, their salaries have not been processed for nearly six months. Are these employees on unpaid leave? Are they suspended? Or are they simply 'ghost' employees? Unfolding The Salary Scam NDTV has obtained a letter dated May 23, sent by the Commissioner of Treasury and Accounts (CTA) to all Drawing and Disbursing Officers (DDOs). The letter is a call to investigate a startling anomaly. "The data of Regular / Non-Regular employees under IFMIS, whose salaries have not been drawn since December 2024, is enclosed... although employee codes exist, their verification is incomplete in IFMIS, and the Exit process hasn't been done either." Following the letter, over 6,000 DDOs are under scanner and have been asked to explain the possible Rs 230 crore fraud in 15 days. The timeline will be over today. "We conduct data analysis regularly and this discrepancy was observed. I further clarify unambiguously that its not that salary is being drawn against these accounts. This inquiry tries to curb the risk of probable embezzlement which may occur," Commissioner of Treasury and Accounts Bhaskar Lakshkar told NDTV. The treasury department has launched a statewide verification drive, ordering every DDO to certify that no unauthorised employee is working in their office. "There could be genuine cases - transfers, suspensions... But if someone hasn't received salary for six months straight, and their exit isn't processed either, that's a red flag," said a senior finance official. Finance Minister Cornered NDTV approached Madhya Pradesh's Finance Minister Jagdish Devda with the facts. When confronted with the question: "50,000 salaries not drawn for months. Why?" Mr Devda appeared visibly uncomfortable and said, "Well... whatever process is followed, it is done according to rules." When asked again whether this could be a problem in the future, he repeated - "Whatever happens, will be according to rules... okay... fine." And then, without another word, he walked back inside. Large-Scale Fraud Or Ghost Postings: Why We Need To Get To The Bottom Of It Of the 50,000 employees who haven't been paid, 40,000 are regular employees and 10,000 are temporary staff. Collectively, their salaries mount up to Rs 230 crore. Since salaries haven't been drawn for months, suspicions of a large-scale fraud or ghost postings are growing stronger. Where are Rs 230 crore? If even a fraction of these 50,000 are ghost employees, it raises troubling questions: Who is manipulating the system? Can salaries be backdated and withdrawn without checks? Has the government unknowingly allowed space for a Rs 230 crore scam to fester? Are these 50,000 positions open? If yes, how has been departments functioning without 9 per cent of its staff? A lot of questions remain to be answered as this scam unfolds layer by layer. Though, in a display of timely vigilance, the state's treasury flagged a potential discrepancy during a routine data audit - and in doing so, may have averted a major financial risk. The objective of the investigation is simple yet crucial - to verify whether ghost employees are quietly lurking in the system.

A Mumbai auto-rickshaw driver's extraordinary business venture has gone viral on LinkedIn, leaving many in awe. By leveraging his strategic location outside the US Consulate, he's reportedly earning Rs 5-8 lakh per month, outpacing many high-earning professionals like IT directors and chartered accountants, all without driving his auto. Rahul Rupani, a product leader at Lenskart, highlighted the story of the autorickshaw driver who's built a thriving business without driving his vehicle. Notably, hundreds of visa applicants visit the US Consulate daily, only to find out that bags aren't allowed inside. With no official storage options nearby, they often face uncertainty and anxiety about where to leave their belongings. Seizing this opportunity, the autorickshaw driver started a paid bag storage service. He caters to around 20-30 customers daily, earning Rs 20,000-30,000, which translates to a monthly income comparable to that of high-level corporate professionals. In a post on LinkedIn, Mr Rupai explained the auto driver's business model: "I was outside the US Consulate this week for my visa appointment, when security told me I couldn't carry my bag inside. No lockers. No suggestions. Just: "Figure it out." While I stood clueless on the footpath, an auto driver waved at me: "Sir, bag de do. Safe rakhunga, mera roz ka hai. ₹1,000 charge hai." I hesitated. Then gave in. And that's when I discovered this guy's brilliant business." See the post here: To accommodate the volume of bags, the autorickshaw driver has partnered with a local police officer who owns a nearby locker facility. The officer provides secure storage space, allowing the driver to safely store the bags, as his autorickshaw isn't equipped to hold them all. "And while most people are sweating over US visa interviews, this guy is running a zero-mile, hyper-profitable, bootstrapped operation. No MBA. No startup jargon. Just pure hustle and street-smart product-market fit," Mr Rupani wrote. He further called it "a masterclass in solving a hyper-specific pain point," admiring the driver's ability to build trust, ensure security, and charge a premium without relying on apps, funding, or formal business education. He praised the driver's resourcefulness, saying, "Real entrepreneurship doesn't always need a pitch deck. Sometimes it just needs a parking spot." NDTV is unable to confirm the authenticity of the post and the claims presented. While some users were impressed, others raised doubts and questions, seeking more information or clarification about the driver's business venture. One user wrote, "That's not his income alone. He has to share with multiple people, including the police. Otherwise, what stops other autowallahs from doing the same at a lower price? Also, I guess they don't know that there is s locker facility inside the consulate at a charge of 500."

Adani Group sees 29 pc rise in tax payments to Rs 75k cr in FY25

Ports-to-energy conglomerate Adani Group saw a 29 per cent rise in tax outgo across portfolio companies to nearly Rs 75,000 crore, it said on Thursday. This includes both direct and indirect taxes paid, as well as payments towards employee social security. "For fiscal year 2025 (April 2024 to March 2025 financial year), the Adani Group's total contribution to the exchequer increased by 29 per cent to Rs 74,945 crore, from Rs 58,104 crore in FY 2023-24, through its portfolio of listed entities," it said in a statement. The Rs 74,945 crore tax outgo in FY25 is roughly the cost of building the entire Mumbai Metro network - an infrastructure lifeline for millions of people. It's also nearly enough to host a modern-day Olympics. The figure also includes the tax paid by three other listed companies - NDTV, ACC and Sanghi Industries - that are held by the seven companies. The group has also published a document titled 'Basis of Preparation and Approach to Tax' on the websites of its seven entities, which provides a complete breakdown of Adani Group's global tax and other contributions, it said. It includes direct contributions like global taxes, duties, and other charges borne by Adani's portfolio of companies, indirect contributions like global taxes and duties collected and paid on behalf of other stakeholders, and other contributions like social security, contributed for the benefit of the employees. "Adani Group considers tax transparency as an integral part of its broader ESG framework. Through this voluntary initiative, the Group aims to demonstrate its commitment to transparency, foster stakeholder trust, and contribute to a more accountable global tax environment. The group strives to harmonise growth with social responsibility, aiming to transform India's infrastructure landscape while promoting innovation and creating long-term value for stakeholders," the statement added.
