New CCTV cameras on hold awaiting Garda code of practice

In a written reply to a motion by Cllr Dominic Finn, Divisional Manager Kevin Morey said that the Garda Síochána (Recording Devices) Act 2023 was enacted and signed into law by the President in December 2023.
However, a commencement order authorising community CCTV has not yet been signed and can't be until An Garda Síochána submit a code of practice governing the installation and operation of a CCTV scheme.
'There is no deadline in the legislation for the completion of this code of practice, therefore we await guidelines,' Mr Morey said.
Section 6 of the new act repealed the current authorisation process for community CCTV provided in the Garda Síochána Act 2005 and no new schemes can go ahead until the new code of practice is submitted and the commencement order is signed.
This month's meeting of the West Cork Municipal District heard of anti-social behaviour at the Rock Amenity Park in Skibbereen where vandals were smashing bottles on the ground, leaving broken glass strewn around. Cllr Brendan McCarthy called for the installation of a CCTV camera to curb the problem.
'We need to install a camera at the location to root out the people doing this up there. A pole is in place as part of the redevelopment of the site for the specific purpose of putting a camera on it,' Cllr McCarthy said.
'The Gardaí have also stated that they have no issue with a camera or cameras being installed there, in fact they would roundly welcome their installation to stop this horrible behaviour.'
However, a Council official responded that the local authority can't install any new CCTV systems until the new code of practice is circulated.

Gardaí have said they are investigating alleged incidents of online fraud - the alleged resale of event tickets - that are believed to have occurred in recent weeks. Electric Picnic returns to Stradbally on 29 August, with tickets all sold out, except for resale tickets. Gardaí said they are appealing to anyone who believes that they may have been a victim of online fraud to please report it at your local garda station in person or by phone, or alternatively call the Freephone Garda Confidential Line on 1800 666 111. In a statement, An Garda Síochána said: "It is important that people exert a great degree of caution if attempting to purchase tickets for a sold-out event through any third-party known or otherwise. "Do not trust that the tickets you believe you are purchasing are real. It is likely that they will not materialise and in fact, do not exist." "Please do not send money through any app in advance," it added.

A man has appeared in court charged with the alleged assault of a Dublin Bus driver. Romanian national Ionut Christian Biraz, 39, of no fixed address, who arrived in Ireland three months ago, was charged with assault causing harm to the 63-year-old driver at Beresford Place in the city centre and production of a weapon during the incident at around 2pm yesterday. He appeared before Dublin District Court. The court heard directions from the DPP have to be obtained, and an additional charge could be brought. Gardaí objected to bail due to the seriousness of the case. Gardaí agreed with defence solicitor Eoin Lysaght that Mr Biraz had the presumption of innocence and, about comments he made in his interview, English was not his first language. The judge refused bail. Mr Biraz, who listened to the proceedings with the help of an interpreter, was granted legal aid, and the judge also directed that he get medical attention in custody. He will appear again at Cloverhill District Court tomorrow.

The man's death marks the 109th fatality on Irish roads so far in 2025 ROAD TRAGEDY Man, 20s, dies in single-car crash on busy motorway as stretch of road remains closed A MAN in his 20s has died following a single-vehicle crash in Co Cork this morning. The collision happened on the busy M8 road southbound at Junction 18 Upper Riverstown in Glanmire, Co Cork at around 6.50am. Gardai and emergency services raced to the scene. The man was rushed to Cork University Hospital via ambulance. He was later pronounced deceased. Cops confirmed that the road remains closed to facilitate a technical examination by Garda Forensic Collision Investigators. Issuing an appeal for information, gardai urged anyone who may have witnessed the collision to come forward. They said: "Gardaí are appealing to anyone who may have witnessed this collision to contact them. "Any road users who may have camera footage (including dash-cam) and were travelling in the area between 6,40am and 7.15am this morning are asked to make this footage available to investigating Gardaí. "Anyone with information is asked to contact Mayfield Garda Station on 021 4558510 the Garda Confidential Line on 1800 666 111, or any Garda Station." The man's tragic death marks the 109th life lost on Irish roads so far this year. Separately, a woman in her 40s has been hospitalised following a single-vehicle crash in Co Limerick on Monday. Gardai and RSA measures aimed at driving crash deaths on Irish roads Gardai and emergency services rushed to the scene on the R512 in Uregare, near Bruff, at around 12.15pm. The woman's vehicle, travelling from Kilmallock towards Bruff, left the road. She was treated at the scene for her injuries and then rushed to Cork University Hospital by ambulance. Her injuries are understood to be serious but not life-threatening at this time. Investigators carried out a technical examination of the scene. LIMERICK CRASH APPEAL Cops are appealing to any witnesses or anyone with camera footage of the incident to get in touch. A garda spokesperson said: 'Gardai and emergency services attended the scene of a single vehicle road traffic collision that occurred in Bruff, Co. Limerick on Monday 18th August 2025 at approximately 2:15pm. "The driver, a woman in her 40s, was conveyed to Cork University Hospital with injuries which are understood to be serious but not life-threatening at this time. "A technical examination of the scene has been conducted. "Investigations are ongoing."
